Ameachi is way beyond this and I can confidently say that he is in control of Rivers State. He single handedly demolished water side, uprooted thugs like Ateke Tom, Abiye Sekibo, forced the likes of Asari Dokubo to relocate to Benin republic and eliminated street lords like Saboma George. The governor of a state in Nigeria does not have any right to sack an elected local government chairman. By this same token, governors do have the right appoint local government chairman because the constitution has granted such position as elective one. It is the same parallel to the relationship between governor and president.
