In a country like Nigeria, it is better to subsidized services instead of goods.
Education and health are already being subsidised.
Subsidization of goods leads to wastage and is easily manipulated.

Bros Subsidy is the easiest way to steal money, most money being stolen can be tracked this days or investigated if a new government comes in. With subsidy no way, subsidy is not about the price the claim the are paying, it is about the fuel snuggling cartel, that carries subsidized fuel across the border to sell at a higher rate.
