Newsflash, you actually don't need Google to know it when you see it. It's dementia and is quite common; say about 10% of the population of aged persons. And it worsens when it is narrowed down to people with drug use history. Brain nerve cells don't get replaced when they die off; and that's a MAJOR problem when you look at it. It is why people with that problem are not capable of decision making in key positions in the society.
