Reality on ground says that since 1954 till date, there has been at least one European team in the World Cup finals.
From 1966, European teams won at least one in every two consecutive editions.
May I also add that each of the last 4 editions (16 years) have been won by European teams.
And wrap it up with the fact that 3 out of those 4 editions had an all European finals.

There has been a power shift coinciding with the dominance of Europe in club football. What you see as underrating is merely a power shift over many years. We should get used to that until anything else changes.

Bros, in terms of quality, Brazil and Argentina are miles ahead of others. Should injury strike, they will easily forge on, unlike every other South American team.
In Europe, you have at least 6 teams of that quality in depth and options. Aside Brazil and Argentina, any other team will struggle to displace those teams in ranking.
Moreso, these Brazilian and Argentina stars ply their trade in Europe alongside these European players, not the other way round. Enough said.
