INEC is the one demanding for Buhari's certificate as EVIDENCE that he has met the requirement of the constitution. Can you by word of mouth tell your would-be employer you passed through an institution without presenting a copy of the relevant certificate as evidence or proof, even if you have held high well know positions all over?
