If he asked for a replacement, which he must have because he submitted a certificate, is it the person who signed the original in 1979 that will sign or the person there when he requested a replacement?

Once your certificate is signed, any replacement certificate must be a copy of the original one with the original signature signed at the first issuance time.

Recall that on Tuesday Naira Marley broke his silence on allegations of assaulting Mohbad, which he debunked.
