You can tell me it's a typo error and leave it at that.
Anyone who is a graduate of a Tertiary Institution anywhere in the world but cannot express themselves in simple correct sentences in the Language of schooling is simply not something to be proud of or to be excused.
English does not need to be the mother tongue, if not why waste time and space going to school.
And finally take up the space of well qualified people in professional employment positions later on through favoritism. And keep messing up the Nation.

Why not go and be a successful illiterate as most people on this thread has highlighted a lot of persons who never went to school but are successful.

2. Ability to speak good English is not a test of intelligence or competence. No.

It's irrational to use this to judge their intelligence or ability to learn and perform. This could very much be a typo.

Tell the graduate to analyze/explain the simplest concept or solve a problem involving logic, then his/her thought process will give you an idea of how 'employable' he is.

English is not our mother tongue. It is true.

Probably, but it's also true.

Though I don't recommend the tradomedical bone setters, cos of the damage one of them did to my friends leg then in 2013. It took the intervention of God, we had to settle for surgery to make my guy gallant again. Dem wan kill him star, but Godwin.

There's a difference between 'what is' and 'what ought to be'.
You can't bank on the latter to win logical arguments, it will do well as recommendation or proposal or petition and nothing more.
