The fact that people still fall victims to known scam doesn't take away the fact that they are old types of scam. The ones you listed as example are also old scams just that people from different generations still fall for them.

It's the same circle all over again. The excuses given to shut down is always security breach. When will people learn?

However, what I noticed, no amount of road rehabilitation or new constructions will eradicate road congestion in the state. The commercial bus drivers, agberos, police and people selling on the roads are the biggest problems (ranked according to their level of nuisance).
The one that got me the most, the commercial drivers are either insane or full time stupid or both. They take decisions on the road that will make you shake your head. Drivers license should be one of the most difficult document to come get.

Nigeria courts and judges are just like Nigeria politicians.
Only in Nigeria you will see 2 courts of similar standing ( e.g. appeal court) giving opposing judgement to same case. The best part, neither court has jurisdiction.
