Well, I have not heard of sending out money without having a dom. account.
I tried sending money out like that once but all the banks (First Bank, Intercontinental, Oceanic and Zenith) I tried told me no way
If you are trying to pay for something online, you can just get a websurfer mastercard or better still openi a dom. account with a good bank.

I got a websurfer since December 2006 and it works fine
When you try and use it in some sites, they may reject it but if you contact the admin, they will send you another link to use for the payment.
On one occassion, a staff of the company I was trying to do business with called me from the U.S to confirm my order.
It was after the call that they removed the money from my account but I had already downloaded what I wanted from the site.
I also got a list of some websites that accept the card without stress from Zenith bank
