With due respect Sir, But I think it is the Prosecutors who should be sure of the amount stolen. Obviously, 13.6B NGN and 9.6B NGN doest not add up to 2.1B USD!
A valid court judgement is the last word on a matter under dispute, Sir.

Besides, we probably haven't heard the last on allegedly misappropriated/stolen monies. So, it is largely safe to say more may be on the way. Nothing, in the present, should be construed as having added up to anything yet, I'm afraid.

So this is not a subset of the the 2.1B USD?

Sambo Dasuki, former National Security Adviser, Nigeria

The Economic and Financial Crimes Commission, EFCC, has accused a former National Security Adviser, NSA, Sambo Dasuki, a former minister of state for Finance, Bashir Yuguda, and a former director of finance at the office of the NSA, Shuaibu Salisu, of stealing N5.05 billion between April 14, 2014 and May 7, 2015.

The anti-graft agency also accused Mr. Yuguda, alongside a former governor of Sokoto state, Attahiru Bafarawa, his son, Sagir Bafarawa, and their company, Dalhatu Investment Limited, of receiving stolen property amounting to N4.633 billion from the office of the National Security Adviser.

The accused persons, who were arraigned before Justice Peter Affen of the High Court of the Federal Capital territory Abuja on Tuesday, all pleaded not guilty to a 22-count charge of fraud.

The charges are different from those raised against Mr. Dasuki and his alleged accomplices on Monday, involving the alleged misuse of N13.6 billion state funds.

Court papers obtained by PREMIUM TIMES, provide details of new charges against the former NSA. They contain supporting affidavits by a legal officer of the EFCC, Andrew Akoja.

Details of the 22-count charge against the suspects showed that Messrs. Dasuki and Salisu, between April 14, 2014 and May 7, 2015, transferred N3.350 billion from the account of the NSA with Central Bank of Nigeria, CBN, to the account of “Dalhatu Investment Limited with United Bank for Africa Plc, purporting same to be payment for the supply of security equipment”.
Mr. Bafarawa and his son, Sagir, as well as their company, Dalhatu Investment were also charged with collecting N3.350 billion from the former NSA “knowing the said sum to be stolen property but purporting same to be payment for the supply of security equipment”.

Messrs. Dasuki and Salisu are also accused of transferring another N500 million from the account of the NSA with Skye Bank to the account of Dalhatu Investment Limited with UBA on December, 20 2014 “purporting same to be payment for the supply of security equipment”.

Dalhatu Investment and the Bafarawas are also accused of receiving the same N500 Million even after “knowing same to be stolen property”.

The Bafawaras and their company are also accused of receiving another N100 million from a company, Jabbama Ada Global, on the instruction of former minister Yuguda, purportedly for the presidential campaign of the Peoples Democratic Party in Sokoto State, and knowing that the sum belonged to the Nigerian government.

Mr. Bafarawa, his son, Sagir, and their company Dalhatu Investment are also accused of “dishonestly receiving” N783 million between June 25 and August 20, 2014 into their account with UBA from the account of SAS Imprest Main Account with the CBN on the instruction of Mr. Dasuki.

More Charges

Mr. Bafarawa was also charged alone for collecting N100 million from Mr. Yuguda between February and April 2015, being stolen government money, but for which it was reportedly used in respect of the PDP campaign in the North Western part of Nigeria.

Messrs. Dasuki and Salisu were also alleged to have transferred N400 million from the account of NSA with Zenith Bank to the account of Jabbama Ada Global Services limited controlled by former minister Bashir Yuguda on 16 April 2015.

The former NSA and his director of Finance, Salisu, also allegedly transferred N1.1 billion to the same account of Jabbama Ada Global Services belonging to Mr. Yuguda between February 5 and April 16 for the purpose of financing PDP campaigns in the 2015 general election.

Mr. Yuguda was also alleged to have transferred N200 million on December 31, 2014 from the funds in the Federation Account Allocation Committee with Ecobank Plc to the account of Jabbama Ada Global, his personal company.
He also reportedly converted the money into Dollar equivalent and collected same.

Between December 23, 2014 and February 10, 2015, Mr. Yuguda was said to have “dishonestly misappropriated” the aggregate sum of $9,809,169, which was an equivalent of N1.95 billion belonging to the Nigerian government, by transferring same to Jabbam Ada Global Services Limited.

Messrs. Dasuki and Salisu also between August 2013 and February 2015 allegedly “dishonestly misappropriated” N1.675 billion by transferring the money to the account of Vibrant Resources Limited with Guaranty Trust Bank Plc, controlled by Abubakar Dasuki, the younger brother of the former NSA, purporting same to be payment for the supply of security equipment.

After they all pleaded not guilty to the charges, and their counsel said application for bail had already been submitted, Justice Affen fixed Wednesday for hearing on the bail application.

SleekyP:
Buhari, Order Immediate Arrest Of Okonjo-Iweala & Emefiele - By Ilesanmi Omabomi

It has long been established that a subordinate has no legal obligation to obey illegal orders from his/her superior. This point is important as we examine the recent nauseating revelations about the huge sums of money that the former finance minister, Mrs. Ngozi Okonjo-Iweala and Central Bank governor, Godwin Emefiele, made available to the now arrested former National Security Adviser, Sambo Dasuki.

Few days ago, Okonjo-Iweala admitted giving Sambo Dasuki the sum of $322m on the orders of former President Goodluck Jonathan. Before that the same Okonjo-Iweala admitted spending $2bn
from the Excess Crude Oil account on the orders of the former President. The Central Bank of Nigeria under Godwin Emefiele has admitted giving Sambo Dasuki billions of Naira and dollars on the orders of the former president. A good part of these monies were given to Sambo Dasuki in cash in clear contravention of existing anti-money laundering laws by the country’s chief banker. Let us put the money laundering issue to the side for now.

The problem with the orders from the former President to the then finance minister and current CBN governor is that they were illegal. Neither the President nor any other government official in Nigeria has the legal authority to order the spending of funds that have not been appropriated by the National Assembly! Both subordinates knew or ought to know that the orders they were obeying were illegal and should have refused to comply. Resignation was an option. Between these two subordinates they cost the nation in excess of $5B by obeying the referenced illegal orders. That is just what we know so far and this kind of behavior is going on at every level of government everyday.

The arrest and prosecution of Okonjo-Iweala and Godwin Emediefe will send out the message that “the president ordered the payment” is not a defense known to the laws of Nigeria. Their prosecution is imperative in light of the fact that a lot of the money being stolen in the country is not in the custody of the people stealing them. They rely on a group of people that I call facilitators in an upcoming article to get access to public funds in the custody of the facilittors.

In almost every case of monies made available to Sambo Dasuki, all those making the money available were following illegal orders and they knew it. The time has come for Buhari to beam the searchlight on this group of people. The commercial bankers who allow government officials to come into their banks and withdraw millions and billions in cash in apparent violation of anti-money laundering laws are facilitators of corruption because they know the funds are dirty hence the need to terminate the paper trail through cash withdrawal. The bankers ought to be in jail too partly because they make tracing these funds more complicated.

To understand the importance of subordinates not obeying illegal orders, imagine that Okonjo-Iweala, NNPC and Godwin Emefiele refused to obey the former President’s illegal orders and resigned under pressure and spilled the beans. With Nigerians fully aware of the attempted fraud it would have been difficult for their replacements to obey the same illegal orders. Buhari’s anti-corruption war must involve establishing a culture that encourages civil servants, and bank employees to disobey illegal orders. This will prevent our money from leaving the treasury rather than chasing after the money after it has been stolen.

Before closing I will like to remind people that a majority of the civilians and military officers who were tried, executed or jailed by the post-World War 2 Nuremberg Trials courts in Germany were obeying orders from Adolf Hitler. The problem was that Adolf Hitler had no legal basis for issuing the orders and those who ended up being executed for obeying the orders had no obligation to obey the orders.

Ngozi Okonjo-Iweala and Godwin Emefiele should be familiar with the Nuremberg Trials. The lesson is that a superior cannot order a subordinate to do anything that the superior has no authority to do himself/herself. Nigerians must rid themselves of the idea that a President has the power to order anyone to do anything in the absence of enabling legislation. Na oga say make I do am is not a defense
http://saharareporters.com/2015/12/12/why-buhari-must-order-immediate-arrest-okonjo-iweala-and-cbn-governor-godwin-emefiele
The premise and reasoning behind this article are true, brilliant, and solid as a rock.

I'm in full agreement with the conclusions and recommendations offered therein. Those need to be heeded and implementated by those charged with such responsibilities, if only for the betterment of the only society we call our own.

Thank you for the writeup, Ilesanmi Omabomi.

You don't have to be rude to drive your point. My concern is that crucifixion by the media is wrong. Trust me you will be quick to blame the court when the trial commences and you hear the accused present different statement.

Imagine insinuating that someone stole and yet, he is freed because the prosecution was flawed. I suggest you relate to a lawyer and ask if a convicted criminal not even an accussed can make such flawed statements.
So what's your point about all along, if you yourself know those self-incriminating statements by suspects could be for them to be able to get plea bargains?

So true, there's such a long road ahead still to clearing - or at least decimating - the rot this our country has been in.

And to think that people such as reverend Kukah (of the self-styled "Peace Committee" fame) would indirectly and cheekily say Buhari would be wasting his time over this corruption thingy instead of "governance," and that the man Buhari should just "move on?"

Kukah was just making it sound as if whipping looters into line, and putting measures in place to ensure our resources are used for the purposes for which they're meant by law, were not part of governance!

Who can now confidently predict that even Kukah and his religious ilk will not end up getting implicated in all of the mindless looting of our common patrimony?

The Almighty God willing, we shall see real dispensation of justice in all of the alleged cases of looting, and it shall be for the benefit of all the people of our obodo Nigeria.

At this rate, Baba and Magu need our prayers more than ever.

Some of these men would do just about anything to escape being sent to jail, and trust me, one of the most likely avenues through which they can achieve that sinister objective is to sponsor such terrorist groups like Boko Haram and IPOD. Those two would create such a powerful vortex of violence sufficiently keeping the government busy day and night leaving other critical issues unattended to.

Just look at this mess. How else does one expect these goats to behave when the former store keeper allowed them unfettered access to the store and a guarantee there'd be no repercussion for devouring our precious yams using such languages as

1. Stealing is not corruption: I wonder what he'd make of all the revelations he seeing- would they be stealing or corruption??

2. How much did Jim Nwobodo stole (sic) ?? The money wasn't enough to buy a Peugeut: I want to believe he was inebriated when he made this remark. Imagine one questioning the propriety of jailing a public officer for corruption. In his books, what Jim stole was too small, therefore, the Dasukis and the Yugudas, and the Bafarawas, and the Maduekes of Nigeria got his message loud and clear- "steal as much as possible guys, I got your back!" Now, Nwobodo's name has surfaced again and this time, the money is sufficient to buy not just one Peugeut but a fleet- I wonder what the ex president would say now.

3. What is all these corruption corruption corruption you people talk about?? ( This one always makes my skin crawl coming from a supposed Ph.D holder).

4. Corruption in Nigeria is exaggerated: indeed, we can all see from the recent events, it was underrated.

5. If any money is missing, America would know, it is their money: this was when the fool eventually lost his mind and threw the doors to the store room wide open for the greatest feast of yams for all the goats in the country, and ooooh, what a feast they had!!!

No doubt we'd be seeing a lot of goats confined to their pens next year.

@FastShipping: I presume your question was a rhetoric one. We all know the only device in the tool boxes of the Fayoses and FFKs of this country is religion/ethnicity.

Now, in the unfolding events, it is evident the so called "persecution" is skewed in favour of the South and against the North. About 90% of those being "witch hunted" are Muslims and Northerners, and with this, the wind has been effectively knocked off the sails of those two loafers. They've got absolutely nothing to say. What Baba deserves is commendation, but for those two, it is better to remain silent than commend the gentleman for this selfless battle to save the soul of our dear country.

I'm glad some APC supporters created a couple of threads "wailing" about Baba's bias anti corruption crusade and gave evidence he has an "anti North agenda". Such threads would come in handy when these usual Abobakus start demonstrating, carrying e-placards up and down the forum when the Ananihs and Nwobodos of this country are invited to have lunch with Magu.

Why NSA Sambo Dasuki paid me N670 million – Nduka Obaigbena

December 11, 2015,

Nduka Obaigbena

The Chairman and Editor-in-Chief of Thisday newspaper, Nduka Obaigbena, has said the immediate past National Security Adviser (NSA) Sambo Dasuki, paid him N670 million as compensation for attacks on his newspaper’s offices in Abuja and Kaduna in 2012.

He said he also received compensation for the illegal seizure of newspapers by men of the armed forces.
Mr. Obaigbena made the disclosure while responding to an invitation by the Economic and Financial Commission (EFCC) in connection to the ongoing probe into the usage of $2.1 billion arms procurement fund by the office of the NSA under Mr Dasuki.

Mr Dasuki, alongside so top officials of the former ruling party, the Peoples Democratic Party, and other former senior officials are currently being investigated for the alleged diversion of the fund.

Mr Obaigbena is the second owner of a mainstream media organisation, after the founder of DAAR Communications, owners of Africa Independent Television and Raypower radio network, Raymond Dokpesi, who have been mentioned in the investigation.
Mr Dokpesi, who is still in EFCC custody, is facing a six-count charge of fraud and money laundering in a federal High Court in Abuja.

In a letter, dated December 9, 2015, addressed to the Chairman of the EFCC, Mr Obaigbena explained that he was in the United States and would honour the invitation in person as soon as he returned to the country. He, however, stated that he thought it necessary to issue a statement prior to his return.

He denied to have ever received any suspicious funds from the office of the NSA adding that all funds he received were “payment for compensation to mitigate” terror attacks on the head office of his newspaper in Abuja and another attack on the newspaper’s office in Kaduna.

“N100,000,000 +N100,000,000 and N250,000,000 respectively received in August, November and February 2014 as compensation to mitigate the dastardly Boko Haram twin bombing of the Thisday newspapers offices in Abuja and Kaduna on Thursday April 26, 2012, during which four innocent Nigerian lives were lost, our building destroyed and we lost full colour Goss printing towers and three (3) pre-press Computer-To-Plate and auxiliary equipment and other (in)valuable property valued at over N2.5 billion having lost our printing facility to terrorists due to inadequate protection by the Federal Government of Nigeria,” he wrote.

Mr Obaigbena added that he was compelled to make the request after the federal government spent N3 billion in reconstructing the United Nations office that was bombed by Boko Haram in August 2011.

He further wrote that he received additional N120 million in March 2015 on behalf of the Newspaper Proprietors Association of Nigeria (NPAN) and 12 newspapers who asked to be compensated for the “unlawful seizure and stoppage of circulation by armed soldiers in Abuja and several cities.”

Mr. Obaigbena explained that as the Chairman of NPAN, he did that to forestall a planned class action the newspapers were going to institute against the government.
He explained that on both occasions, former President Goodluck Jonathan initially refused to accede to the demands so as not to create a precedence but later approved the payment after he (Nduka) confronted him with the effort the government had undertaken to reconstruct the UN building.

“On both occasions, President Jonathaan said he did not wish to lay precedence and in our case, he specifically said there were many victims of Boko Haram, I had to confront President Jonathan on the Issue when I learnt of the approval for the reconstruction of the Abuja United Nations Building, since we were the second major organisation that would be attacked by Boko Haram after the UN attack. He therefore directed me to meet with the National Security Adviser who processed the three payments in question.”

Making reparations over innocent lives lost so it never happens again, and attempting to recover clearly looted billions and put proper governance in place to help move the nation forward amount to chasing after rodents to you? Hmm.

So what? That's no excuse for not saying things as they are. If Buhari performs worse, let those that follow say it; if he excels, they will also say it. No reasonable person says anything majorly bad about the regime of Gen Murtala Muhammed.

Those who sowed the wind, will reap the whirlwind. President Jonathan raped Nigeria, from all that's emerging.

And there's no denying the expectation of the fact that all those responsible for that irresponsible waste of lives and mindless governance by President Jonathan would pay for it, God willing, even as the nation moves forward.

Buhari in France

The former administration of Goodluck Jonathan spent billions of naira and millions of dollars on efforts to equip the Nigerian military against Boko Haram, but there was rampant “abuse of trust”, President Muhammadu Buhari has said.

Mr. Buhari said the abuse cost the nation lives and equipment.

He made the remark while addressing members of the House of Representatives on Wednesday.

Mr. Buhari urged the legislature to collaborate with the executive arm of government to secure the country and effectively manage it.

“There are a lot of obstacles to be crossed. The objectives we have are to secure this country and effectively manage it,” the president said.

According to him, the major challenge in the security of the country was the threat posed by the Boko Haram insurgency but added that the leadership of the country had set clear targets toward the re-organisation, retraining and re-equipping the military to neutralize Boko Haram.

He said his administration had hoped that at the end of the rainy season organised attack would be launched against the insurgents, adding that government had also raised the morale of the soldiers to tackle the challenge.

The president, however, observed that his administration uncovered that the previous administration expended “billions of naira and hundreds of millions of dollars to acquire military equipment but with several abuses of trust.
“There were abuses of trust and that cost Nigeria a lot of lives and a lot of goodwill’’ he said.

Mr. Buhari observed that Nigeria, which had earned reputation in the fight against criminal activities and defence of territories abroad, found out that it could no longer defend a few local government areas occupied by insurgents.
“I seek your understanding,” Mr. Buhari appealed.

He told the legislators to think about the consequences of not acting in tandem with the government, noting that Nigerians were wiser to know those who represent them well.

He noted that he took the initiative of seeking the collaboration of the international community to be able to win the war against terrorism.

He said the Boko Haram’s attempt to divide the country was a miscalculation adding that their claim to be fighting for Islam was both misleading and working against God.

He said the group was gradually being decimated and were finding it difficult to recruit while the military was doing well.

Responding, the Speaker of the House, Yakubu Dogara, said that the support of his colleagues would be total to ensure that the government bequeathed something meaningful to posterity.
“What bothers me is the legacy we are leaving behind. After we have exited, what will our children and grandchildren say about us,’’ he said.

He noted that there was bound to be disagreements between the executive and the legislature, beginning with the handling of the provisions of the 2016 appropriation bill but said the issue would be handled in the interest of the public.
“Your hosting us today shows that there will be a seamless interface between the three arms of government to deliver to the people.
“We support you like many Nigerians will support you because there is nobody that will be in doubt that you will rid this country of corruption,” he said.

Mr. Dogara added that the time to restructure the economy was now.
“These four years are very critical. If you don’t get it right under us, this generation will forget about getting it right.
“We will support you regardless of our political differences and we have to leave something to our children and posterity,’’ he added.

THE BAYELSA ELECTION, A LESSON FOR THE IGBOS:
I have been following events in the Bayelsa state since Saturday and I think it's high time we Igbos woke up and learn our lessons. What is happening in Bayelsa state shows that the Bayelsans have moved on. They are no longer tied to the apron of PDP and GEJ. That state is one of the smallest states in the country and it's the home state of the former president (GEJ), yet the result of the election held since Saturday have not been announced officially till now. I thought the PDP would have swept off the whole votes just like they did during the presidential election, but to my amazement the APC is also gathering considerable votes there. I know PDP may eventually emerge winner in the election, but my point is that we Igbos should wake up and stop crying more than the bereaved cos even the bereaved have moved on.
Other regions have moved on and have even started integrating themselves into this PMB administration to ensure they remain relevant and not schemed out if things, while some of my people are still holding themselves down and throwing hate speeches here and there.
Other region are already preparing for 2019, some are already gearing up for 2023, while my people have failed to arise and shake off GEJ and his failed administration. By 2019 now, we will begin to run helter-skelter and start last minute preparation and when we loose again, we will say we are hated by others but we forget that we are the ones holding ourselves down now that others are already preparing ahead.
The Igbos have enjoyed more "juicy" appointments in the past 16 years of this democratic dispensation, yet none of the appointees or elected officials performed exceptional well for us to present him/her as presidential candidate. But look at the likes of Fashola, Fayemi, Kwakwanso, El Rufai, etc they are all potential presidential candidates going forward cos their achievements speak for them. Tell me the achievements of. Orji Uzor Kalu, T.A Orji, Sam Egwu, Chimaroke Nnamani, Mbadinuju, etc.... none of them made a mark in their various states, yet we leave them and keep pointing fingers to other regions and saying they are our problem.
I advise we wake up and begin to align ourselves strategically with other region now cos we can never produce a president in this country if we continue like this.
While some misguided elements are busy shouting Biafra, and claiming that South south is part of their Biafra, the southsouth have denounced the whole Biafra thing publicly and I understand that just last weekend, Nyesom Wike of River State, named a stadium in River State after Yakubu Gowon. Does that not tell you somethinghuh?
The golden rule says 'DO UNTO OTHERS WHAT YOU WILL LIKE THEM TO DO UNTO YOU'..... Love begat love, hate begat hate. Don't expect love from others when you give them hatred, don't expect them to vote for your candidate when you keep calling them animals that live in the zoo.
"Give and it shall be given unto you" whatever you give to others is what they will give back to you GOOD MEASURES, PRESSED DOWN, SHAKING TOGETHER AND RUNNING OVER.
He who has ears let him hear, Wisdom is profitable to direct.... I rest my case...
A well informed, mature, and fair write up. A keeper.
