Politics › It's Unconstitutional To Deploy Troops For Elections - Court Rules by duwdu(op): 2:13pm On Jan 30, 2015
Dear Nairalanders, the subject is just making the news, and I quote:

Court: No troops for elections
Posted by: Adamu Suleiman, Sokoto

A Federal High Court sitting in Sokoto yesterday 2015-01-29] ruled that it is unconstitutional for the military to be deployed for election purposes.

Justice Mohammed Rilwan ruled that other than for the purposes of protecting the nation’s territorial integrity, no constitutional provision allows for the deployment of the military for elections.

The suit challenging the deployment of military for election duties was instituted by the Deputy Speaker of the House of Assembly, Bello Goronyo, representing Goronyo Constituency.

Justice Rilwan added that "for the Federal Government to do so, it must have taken recourse to the National Assembly, which would enact such law.”

Dear Nairalanders;

I thought to share with you in this post - and my next in this thread - the following on the subject matter, as it appeared in the comments section of an article in this morning's on-line edition of The Punch Newspaper, and I quote:

By DazzlingSmile • 11 hours ago

Prayers for GEJ & PDP Supporters

Jonathan/PDP promised us electricity.

*If you're a Nigerian living in the dark and you said you want to continue with PDP/GEJ's government, you will remain in the dark for the rest of your life.

Jonathan/PDP promised us Security.

*If you're a Nigerian living without an adequate security and you said you want to continue with PDP/GEJ's government, you will continue living in fear.

Jonathan/PDP promised to create jobs for all Nigerians.

*If you're a Nigerian, jobless or without a good job and insist you want to continue with PDP/GEJ's government, You will remain jobless for the rest of yourself.

Jonathan/PDP promised Health care reform.

*If you're a Nigerian with no access to quality health care and you said you want to continue with PDP/GEJ's government, you will remain living in sickness.

Jonathan/PDP promised qualitative and competitive education.

*If you're Nigerian and you witnessed the ASUU strike during GEJ administration that lasted almost a year and you insist on PDP/GEJ's government, good things will go on strike in your life.

Jonathan/PDP promised to Fight corruption.

*If you're a Nigerian and can see the level of corruption in the system but you insist on PDP/GEJ's government, your system will remain corrupt.

Jonathan/PDP promised to fight Injustice.

*If you're a Nigeria and you can see the level of injustice in the country but you said you want to continue with PDP/GEJ's government. Nigerian Police/Military will harrass you and no justice will be done.

If you're a True PDP/GEJ supporter and you can't say AMEN to this, shame on you.

I used to be GEJ No. 1 fan because i believed he was Gods [sic] sent but i discovered that he's not in anyway different from the juntas we've had in the past if not worse than them, I will advice my fellow Nigerians to ignore politicians that can't come out to tell you what they have achieved in the office after 6 years they've been in government despite their promises but believe they can win peoples mind by
playing ethnic and religion politics.

Vote for Change, Vote GMB/Osibanjo.

The ultimate solution to all these back and forth is for Buhari to write to the examining authorities to authenticate his WASC status. Anything other than that is just extending the stench of fraud over him.
The school any "authenticated" result would need be sent to - Buhari's school - has recently authenticated the result anyways from its own record. So, what else would anyone be chasing nah? Haba!

Politics › The Observer Of London: Perilous Polls Amid Boko Haram by duwdu(op): 11:50am On Jan 24, 2015
Dear Nairalanders;

The following subject article, originally written by The Observer of London just yesterday, appeared today in the online edition of the Guardian of Lagos.

I think the points in there are quite telling, and I quote:

The Observer Of London: Perilous Polls Amid Boko Haram
Friday, 23 January, 2015, 00:00. Written by The Observer of London

GOODLUCK Jonathan, Nigeria’s president, finally made it to Borno State last week, almost two weeks after the Islamist terrorist group known as Boko Haram seized the town of Baga and killed hundreds, possibly thousands, of civilians. Jonathan, making a brief tour of the state capital, Maiduguri, congratulated the army on its work, notwithstanding its abject failure to prevent the massacre. “We thank you as a nation. Terrorism is a global phenomenon. We’re working day and night, trying to curtail this madness,” he said.

What Jonathan did not say was how he plans to break Boko Haram’s grip on 20,000sq km of territory spanning three north-eastern states or bring an end to the plague of murderous atrocities, suicide bombings, schoolgirl kidnappings and rapes it has unleashed.

The president is frequently criticised for inaction as the violence worsens. It sometimes seems he is trying to ignore a problem for which he has no answers. On average, an estimated 27 Nigerians were killed every day in terror-related attacks in 2014. Around 16,000 have died since 2009. Jonathan remained silent for many days after Baga, but immediately sent his condolences to France following the Charlie Hebdo attacks. Boko Haram’s loathsome leader, Abubakar Shekau, meanwhile expressed “joy” at the Paris killings.

Many reasons are given for Nigeria’s evident inability to defeat, or even contain, an insurgency whose ostensible aim is to create an Islamic caliphate under Sharia law. As Africa’s biggest economy, commanding Africa’s largest standing army, the country does not lack means. What it does plainly lack is effective political and military leadership. The 130,000-strong army is poorly equipped, trained and led and, say reports, outgunned by Boko Haram. Funding to fight the insurgency is allegedly lost to corruption. Jonathan, it is claimed, has neither the clout nor the inclination to confront incompetent or venal commanding officers in a country with a history of military dictatorship. So he peddles the idea that since terrorism is global, there is not much one government alone can do.

What Nigerians think about this deadly, do-little dilly-dallying may soon become clear, as the country prepares for presidential, parliamentary, gubernatorial and local elections on February 14. In what is predicted to be the closest contest since democracy was restored, Jonathan, strong in the largely Christian south and seeking a second term, faces a stiff challenge from opposition parties united behind the candidacy of Muhammadu Buhari, from the Muslim-majority north. A former military coup leader, Buhari earned a reputation for strong leadership and intolerance of corruption during his brief period in power in 1983-85. Analysts suggest that intense public yearning for an end to Boko Haram’s nihilism and to instability caused by rising communal, criminal and political violence may help the challenger, by overriding traditional voting patterns based on religious and ethnic affiliations.

This possibility helps explain Jonathan’s surprise visit to Borno, his first since declaring a state of emergency there in 2013. The prospect that continuing Boko Haram attacks may disrupt the polls in the north-east, or even lead to their cancellation, is another concern. If election returns are incomplete, the loser may reject the national result. To win the presidency, a candidate must obtain at least 25% of the vote in at least 24 of Nigeria’s 36 states. Concerned by spillover into Chad, Niger and Cameroon and by Nigeria’s political and military weakness, West African leaders will meet this week to discuss creation of a multinational force to fight Boko Haram.

Terrorism is far from being the only shadow hanging over the elections. Bad blood between the two main political alliances, inadequate preparations by the electoral commission and apparent pro-government bias by state agencies and the security forces may compound north-south friction and provoke factional violence. All the signs “suggest the country is heading toward a very volatile and vicious electoral contest”, said a recent report by the International Crisis Group.

All Nigeria’s political leaders bear a heavy responsibility to do everything possible to avoid a repeat of the divisive 2011 polls, when more than 800 people died in post-election mayhem. But partisan name-calling and inflammatory rhetoric has already begun. As one analyst noted: “Events suggest it may not be Boko Haram and a deteriorated security situation that is the greatest threat to the Nigerian elections, but the behaviour of the Nigerian political elite.”

The Observer wrote this Observer editorial entitled “As perilous polls loom, Boko Haram still goes unchecked” on Sunday January 18, 2015.

JONATHAN EBELE AZIKIWE ANSWER THE FOLLOWING QUESTIONS :

* In 2008 when Obasanjo picked you to be Yaradua's running mate who were the people that first kicked against your candidacy?

The Ijaws did. Their reason was that the 2 years as governor in Bayelsa you did ABSOLUTELY NOTHING. Till date, your erra is still termed the worst in Bayelsa.

* Why did Obasanjo find it difficult to sell you to his allies and PDP as Yaradua's running mate?

You Jonathan had a case with EFCC has documents proved you embezzled N9,000,000,000 (NINE BILLION NAIRA) while your wife Patience laundered $4,000,000 (FOUR MILLION DOLLARS) all these within two years.

* Ebele, who was your biggest opposition in becoming Yaradua's running mate?

The answer is EDWIN CLARK. The man who today is your mouth piece and who is pretending loves you the most.

* Azikiwe, amongst other tricks, what did you do to gather public sympathy?

You Mr Deceitful sent people to blow up part of your house in Bayelsa to make it look like it was your political opponents. The SSS released a report which you guys later hid to debunk your dubious claim.

* Jonathan, when Yaradua made you to be in charge of negotiations with the Niger Delta Militants, who were those who objected and what was their reasons?

Asari, Tompolo, and Boyloaf. Their reason being that you are not sincere in the Niger Delta course but only after your pocket.

SHOULD I GO ON?

* What was your agreement with PDP regarding a 2nd term.

You promised and even swore you will go for a SINGLE TERM

*Why did you jail James Ibori and forced Aoandoka to go underground?

To revenge their utmost loyalty to the late Yaradua
.

* Did you fulfill your agreement to Tinubu and others even when they had to betray their party at that last minute in order to canvass for you.

ABSOLUTELY NO.

* How did you try to mock and tarnish Obasanjo?

You didn't only remove all his loyalist from your government, you also made sure you made his enemies your closest allies. You don't need me to start calling names right?

* Who is Jonathan's BIGGEEST Northern Ally?

Alli Modu Sherrif. The CHIEF SPONSOR OF BOKO HARAM.

AWAY FROM POLITICS.

* You promised Nigerians incentives in order to remove subsidy. Things like stable power, metro buses (in Lagos and Abuja), full road rehabilitation etc.

MR LIAR WHERE ARE THEY.

* Obasanjo's government brought GSM amongst other things, Yaradua's short time in government brought RULE OF LAW. Jonathan what has yours brought?

NOTHING EXCEPT INCREASE IN CORRUPTION.

Shuoooo? ? ?

Come on, this is uncalled for from NSA Dasuki! There will never be a time that any public institution – including INEC – would ever be 100% ready!

Besides, the INEC Chairman, Professor Jega just said a couple of days ago that INEC has achieved 75% distribution of PVC's already...

This federal government should please not scuttle this February elections... Nigeria stands a very good chance of moving forward as a nation if all the promises to the people so far by the federal government about the coming elections are kept sacrosanct!

Politics › Nigeria Security Adviser, Dasuki, Wants February Election Postponed by duwdu(op): 6:00pm On Jan 22, 2015
Dear Nairalanders... I was just reading the subject story, and I quote:

President Goodluck Jonathan’s National Security Adviser, Sambo Dasuki, has called for the February 2015 election to be postponed to allow more time for the distribution of voter cards, a call that has drawn a forceful rejection by the opposition All Progressives Congress, APC.
Mr. Dasuki made the call Thursday in London, UK. He said the Independent National Electoral Commission, INEC, needs more time to ensure all qualified Nigerians receive cards for the vote.

The NSA said he told the chairman of INEC, Attahiru Jega, that a postponement within the three months allowed by the Electoral Act would be a good idea, Reuters news agency reported Thursday.

Mr. Dasuki, who was speaking at London think-tank Chatham House, said INEC had distributed 30 million cards in 2014, with another 30 million left.
He said while INEC had assured him the distribution would be completed for the February polls, he believed it would be more meaningful to allow more time for a successful election.
“It costs you nothing, it’s still within the law,” Mr. Dasuki said he had told the INEC chairman, Reuters reported.
The NSA said it was for INEC to decide.

The APC has rejected the proposal, saying Mr. Dasuki was merely speaking the mind of the Jonathan administration which the party said is on the verge of being defeated, and requires more time to prepare.
The party said under no circumstance must the elections be scuttled.

Read APC statement below:

The All Progressives Congress (APC) has rejected the call by the National Security Adviser, Col. Sambo Dasuki, for the postponement of next month’s general elections ostensibly to give INEC more time to distribute all Permanent Voters Cards (PVCs), warning that under no circumstance must the elections be scuttled.

In a statement issued in Abuja on Thursday by its National Publicity Secretary, Lai Mohammed, the party said the call by Mr. Dasuki, has exposed the hitherto clandestine plot by the Jonathan Administration to push for the postponement of the polls, using all sorts of cheap tricks.
”Now that we have found the smoking gun, we are urging the international community, in particular, to urgently extract a commitment from President Goodluck Jonathan that the elections will hold as scheduled next month, and that he would respect the outcome, just as we have said,” it said.
APC said Mr. Dasuki was only seeking to buy time for the slugging Jonathan electioneering campaign to gather steam by hinging his postponement call on the delay in PVC distribution, adding: “They know for sure that if they don’t postpone the elections, there is no way they can win. They are just terrified.”
The party also called on Nigerians to reject in its entirety the ongoing orchestrated plot by the Jonathan Administration to postpone the elections, saying the constitutional crisis that will be triggered by such postponement is capable of undermining the nation’s democracy.
”After realizing it will be rejected by Nigerians who have borne the brunt of its mis-governance over the years, after realizing that its campaign of calumny against our presidential candidate has failed, the Jonathan Administration has now started to play its last card, which is the postponement of the election,” it said.

APC said the importance of elections cannot be over-emphasized, adding: “Election is the lifeblood of democracy, the mechanism by which modern representative democracy operates. It is the only way for the citizenry to renew and refresh the governing process so they can get the most benefits out of democracy. Therefore, anyone that tries to sabotage this mechanism is aiming a dagger straight to the heart of democracy.”
The party accused the Jonathan Administration of using all the tricks in the books to scuttle the forthcoming polls, including the plot to hide under the insurgency in the North-east, the needless controversy over the secondary school leaving certificate of our presidential candidate, the concocted report by the DSS alleging a plan to hack into INEC’s database and the fabricated report of Muhammadu Buhari’s ill-health.
”They tried to hide under terrorist attacks in the North-east and the fact that Nigeria is at war to shift the elections, this did not fly. They used the DSS to invade our Data Centre and then concoct the allegation that we are planning to hack into INEC’s Data Base, it did not fly as INEC said its Data Base cannot be hacked. They launched an aggressive campaign to convince Nigerians that our presidential candidate is not qualified to run because he has no secondary school
leaving certificate, but that also did not fly, as the certified results of his Cambridge examination have now been published for all to see.
”They went and procured a fake report showing our candidate is suffering from prostate cancer, hence he is not fit for the high office of President, but their antics were discovered when the health
institution that purportedly issued the report disowned it.

”Now they have launched their last set of jokers, which include hiring willing hands to make the television rounds saying there is no way the elections could hold next month, ostensibly because INEC is not ready, even when the electoral umpire has said it is ready to conduct the polls.
”There are also alleged plans to stage-manage some high profile cases of violence and arson, for which the opposition will be blamed and then its leaders arrested in droves, all in an effort to scuttle the polls. For those who find these hard to believe, we ask them to look at the sheer madness of a state governor placing a newspaper advert wishing our presidential candidate dead! The possible repercussions of this kind of provocative act are better imagined, had our party not been a peaceful party.

”In view of the above, we have decided to take our case to Nigerians and indeed the global community, so they can prevail on President Jonathan to allow the elections to hold as scheduled and to make a commitment to respect the outcome,” it said.
APC said never before has there been so much desperation on the part of any government to remain in office at all costs, even when it is clear for all to see that that government has run out of luck.

The party however called the attention of the President and his party hawks to a quote by the preeminent Indian leader Mahatma Ghandi, hoping they will learn a lesson or two from it:: “Remember that all through history, there have been tyrants and murderers, and for a
time, they seem invincible. But in the end, they always fall. Always.”

16. Bauchi - Yuguda was in CPC when he won there. 100% Buharian.

PLS NOTE THAT I LEFT OUT RIVERS AND IMO

STATES WHERE APC WILL WIN > 60% CHANCE
17. Niger - IBB and Aliyu know the feeling of the people. Buhari will win flat, guber will be tight
18. Kaduna - El Rufai and Buhari factor. Around 58% for APC though
19. Nasarawa - Al Makura factor, about 57%
20. Adamawa - Atiku factor even Ribadu will vote Buhari for President. Guber will be tight.
21. Ondo - will vote along with the SW for APC; couple with Abdul- Rahamon Mimiko Redeem church loyalty for Osinbajo, his Alhaja Mother etc. Buhari 70%

JONATHAN and PDP WITH BEST chance of winning in:
22. Bayelsa - in the state election, APC will win some seats. BUT a big BUT if Buhari wo on 14 Feb, APC will win the guber election.
23. Abia
24. Enugu
25. Ebonyi
26. Cross Rivers - APC will get 25% for sure though
27. Delta - Itshekiris will dilute PDP dominance though
28. Anambra - Ngige and co will get APC if not Buhari close to 25%.

LEAVING OUT 9 STATES AS BATTLE GROUNDS:

29. Rivers - Amaechi, Ogonis, anti-Wikes factor -will give to APC not Buhari but APC
30. Taraba - Buhari NOT APC factor APC 55%.
31. Imo - sentiments etc but Okorocha will deliver close to 45% if not outright victory. In guber, APC all the way.
32. Plateau - APC factor (maybe not Buhari) will get more than 30%
33. Kogi - Buhari factor and the poor performance of PDP at least 40%
34. Benue - same as in Plateau.
35. Ekiti - despite the grand standing of Fayose, save for his killing squad and rigging threat, ceteris paribus APC will win, 67%.
36. Akwa Ibom - APC factor; not less than 28% for Buhari and likely guber victory.

I M NOT GOD O, JUST A SCIENTIFIC STUDY

OVERALL, Buhari will win close to 69% of the total votes cast. Then the state election will change, and the solid PDP states may become swing states.
Keeping this... to be exhumed post 2015-02-14 – when the people of Nigeria would have spoken.

OJUKWU's LETTER TO YORUBAMAN BANJO..."TAKING OUR DESTINIES INTO OUR HANDS"

August 1967

From: The Military Governor, Republic of Biafra, Enugu.

My Dear Victor,

1. For some time now, you and I have been discussing the circumstances that have led to the current and inevitable disintegration of what was the Federation of Nigeria. We have been fully convinced that the aim of the Hausa/Fulani complex has ever been, and will ever remain, the total domination of every other part of what was known as the Federation of Nigeria. It is impossible to forget that the crisis which led to the army take over in January 1966, the coup of the Northern soldiers led by Gowon in July 1966, the wholesale and indiscriminate massacre of the people of what is now Biafra- and, to a less degree, the people of the Mid-West and West, including the Yorubas, were all the direct result of Hausa/Fulani attempt to subjugate and use as tools, the gallant people of Western Nigeria namely the Yorubas. We do not need to remind ourselves of the heavy losses in life and property suffered by the Yoruba people in their fight for justice and freedom during 1965.

2. Sharing.our belief that the people of Yorubaland have a right to live a life of equality and self-respect and justice free of domination and dictatorship from any quarter, you have both identified with the cause of the Biafra struggle for survival and expressed your determination to see the people of Yorubaland freed from Hausa/Fulani domination.
We, the people of Biafra, for our part are willing and have decided to give you and the people of Yorubaland every assistance to achieve your aim.

3. After clearing the whole question with my Executive Council, I, as the Commander in Chief of the Biafran Armed Forces, have decided to place at your disposal Biafran forces, for the liberation of Yorubaland on the following clear conditions:-
(i) You will have nothing to do with the Military Administrator in the Mid-West Territory during your sojourn there prior to your move to the West.
(ii) The willingness and preparedness of Biafra to assist any part of the former Federation of Nigeria wishing and willing to liberate itself from the Hausa/Fulani domination, does not in anyway whatever imply any inclination on her part to compromise her sovereignty or preserve what remains of the defunct Federation of Nigeria. In other words, our sovereignty and break with Nigeria is irrevocable. Nothing must, therefore be said or done by you or any member of the Liberation Army to give a contrary impression.
(iii) Biafra is determined to maintain and safeguard her sovereignty and ensure that her integrity and safety are never again threatened.
(iv) Biafran troops will, after the liberation of the Yorubaland, remain in that territory only for as long as we in Biafra consider it necessary for the Yorubas to consolidate their position and sovereignty against any external threat.
(v) On the liberation of the Yorubaland, you will be appointed as the Military Governor of that territory.
(vi) The liberation of Western Nigeria will be a prelude to the liberation of all Yorubas up to the River Niger and the severance of all connections between the West and the North at Jebba.
(vii) During the period of Biafrans troops’ presence in your territory, all political measures, statements or decrees shall be subject to the approval, in writing by myself or on my authority.
(viii) Should our troops arrive and liberate Lagos, the government of the Republic of Biafra reserves the right to appoint a Military administrator for the territory. Such an Administrator will remain in office until a merger of that territory with Yorubaland is effected by Biafran troops.
(ix) As soon as possible after your appointment as the Military Governor of Western Nigeria and separation of that territory from Nigeria, you and I must meet to discuss:
(a) the duration of stay of Biafran troops in your territory;
(b) the areas and subjects of cooperation between the liberated sovereign states of Western Nigeria, or by what name it may call itself, and Biafra.

4. I do not need to remind you that Biafra regards all Yoruba as friends. As such everything should be done, to ensure the minimum force and loss of life are involved in achieving the objective of liberation.

5. It is essential, in order to avoid misunderstanding or confusion, that all subsequent requests for support be formally made to me by you in writing.

6. Will you please signify in writing, your acceptance of the above conditions so that you may leave for Western Nigeria and lead the army of liberation.

Yours very sincerely,
signed Lt. Col. Odumegwu Ojukwu,
Military Governor and Commander in Chief of Biafran Armed Forces

As culled from "A Break in the Silence : Lt. Col. Victor Adebukunola Banjo, pp.66-68, by F. Adetowun Ogunsheye, Spectrum Books, Ibadan, 2001"
This reeks of Col. Ojukwu kind of playing god even before he would secure his own "territory." The letter is quite telling, and I consider myself fortunate to be able to capture it into my own archive here.

Thanks for posting, @OP.

LogicPower:
I think the part in bold is one of the greatest mistakes GEJ has made a president. The very moment he was sworn in as president in 2011, the only thing that he seemed to be in his mind was how to get re-elected for a second term.

Every decision he made, every politician he courted, every prisoner he released, every convict he pardoned, every church he visited, he always seemed to have only one thought in his mind, and that is, how this would help him to win the re-election in 2015.

The result of all this is that he never had time to actually work for the people, or even appointed good and credible people who could work for the people. He could appoint the worst character from a state and appoint him a minister if he sensed that it could be in the interest of his re-election campaign.

And now the D-Day has come, and the ordinary people he ignored are determined to show him that they the real custodians of power through their votes.

As the recent primaries have shown, many of the few rogues he chose to empowered with positions and money with the hope of using them to win re-election are so discredited and loathed by their people that they could not even win primary elections for themselves or their favoured candidates in their respective constituencies, talk less of convincing their people to re-elect a failure like him for another 4 more years!
Very well put - and so apt.

As long as we can see the back of that man whose entire job right from his ascension, has been all about [his] re-election.
The part in bold is, oh, so true!

Downloaded the 64bit as my system is 64bit and downloaded java runtime environment since it was requested, but still not getting through easily.
what can be done?
Along the line of the response @codeaddict has given, please be aware that to successfully run Java apps on a 64-bit Windows system, you must have both the 64-bit and 32-bit JRE's installed. At least for now.

Good luck.

90% of Buhari believers are not even APC affiliates. Most youths support him based on his clean track record and anti corruption trademark as confessed by their parents and grandparents as well as news archive.

I personally love him because I hate corruption and I believe Nigeria will be great again if corruption is eliminated. I do not want anything from him other than bringing an end to corruption, fake subsidy, open embezzlement and impunity. He will leave after eliminating corruption and all its siblings.
Very well said, @Abagworo.
