Back in the 17th and 18th century, Europeans had the time to focus on research owing to African slaves handling the hard labor.

As for Buhari, the reason Falz and other activist spoke against his medical trip is that he was someone who strongly condemned politicians medical tourism before coming to power and he went on to do the exact same thing he condemned.

As for Bashir, he seems to be too dumb to know that the people who shouldn't embark on medical tourism are the governors and president that have the means to fix Nigerian hospitals.
