The Federal Government, yesterday, suspended the tenure policy in the Federal Civil Service, which prescribes 60 years of age and 35 years of service for the mandatory retirement.

President Buhari In a circular to all Ministries Departments and Agencies, MDAs, by the Head of the Civil Service of the Federation, Mrs. Winifred Oyo-Ita, the government said: “The President has directed the suspension of tenure policy with immediate effect and all concerned are to comply accordingly.”

Vanguard learned that the suspended policy, which was introduced by late President Umaru Yar’Adua in 2009, had set a four-year tenure renewable only once for permanent secretaries in the Federal Civil Service in line with the 1999 Constitution. The eight-year tenure ceiling also affected federal directors without prejudice to the extant circular, which prescribed 60 years of age and 35 years of service for mandatory retirement. That policy is now suspended.

It was further learned that the suspended policy might not affect political office holders. A top director in the Federal Civil Service clarified that only mainstream officers in the service are affected by the new development.

Justice M.N Yinusa of the Federal High court, Enugu, on Thursday, 16th June, 2016, sentenced one Frank Joseph and Muonwuba Valentine, a final year student of Institute of Management and Technology (I.M.T) Enugu to two years imprisonment each for conspiracy, uttering, impersonation and attempting to steal, and offence brought against them by the EFCC. The duo were earlier arrested in March 2016, on an allegation that they visited an Access Bank Branch in Kenyatta, Enugu State,

presented themselves as customers of the bank and requested for an ATM card on a particular account claiming that the said account belonged to their grandfather who is bedridden. According to Edo state governor, Adams Oshiomole, the change Nigerians yearned for during the 2015 elections is the one they are experiencing now. Oshiomole says the Buhari led government who came into power on the change mantra, is correcting the mistakes of the past which will definitely take time. He said this while speaking at the national executive committee meeting of the Nigerian Bar Association today June 17th.


“I know that right now, everybody is talking in the country. Is this the change we asked for? And my answer is Yes. It is the change we asked for. For all of us in this hall, you know that the challenge of fixing a house that has been destroyed is much more cumbersome than even building a completely new house because for the one that has been destroyed, you have to start by removing the debris. You have to check whether the foundations are weak so that you remove them. You must first do a lot of cleansing and excavation. That is what President Muhammadu Buhari is doing. And people expect that in 12 months you would have fixed what was destroyed in 16 years. It is simply not possible and in any case, you must also recognize that even the pressure on the naira is the result of the so much dollars that was taken out and it will require a lot of efforts at a time of collapsed prices and the challenge of oil export to fix what was completely mismanaged. So, I ask us as elite, we have a duty to explain to the Nigerian people: Changes will come, but they won’t come by trying to remove a house with smoke under. You must extinguish the fire and make sure the foundations are strong, and start the process of rebuilding gradually. Is this the Change we asked for? Yes. It’s the Change we asked for. There is no way miracles can occur in the life of a nation. The challenge of re-fixing the house that has been destroyed is much more cumbersome,” Mr. Oshiomhole said. Attachments area

Immediate past Comptroller General of the Nigeria Customs Service, Abdullahi Inde Dikko, is being detained by the Economic and Financial Crimes Commission (EFCC) over an alleged N42 billion fraud committed while he was in office.

The former Customs chief is also being investigated for N2.6 billion which he allegedly used to purchase a mansion at 1, Audu Ogbe Street, Jabi, Abuja.

Dikko who has been on EFCC watch list since January this year, turned himself in yesterday Jun 16th. He arrived the EFCC headquarters at about 10am and was interrogated for about eight hours. A source in EFCC who spoke with the Nation said:

“The former Customs boss is at the moment being quizzed over two key allegations bordering on criminal conspiracy, diversion of public funds, theft, abuse of office and living above legitimate means. He is being grilled over the source of the funds with which he acquired the palatial mansion valued at over N2billion located at 1, Audu Ogbe Street, Jabi Abuja. There is also an allegation that he diverted over N40billion from Customs coffers. The funds were allegedly drawn from proceeds of the 7% cost of collection and 1% comprehensive import supervision scheme. There are lots of questions that he has to answer. Discreet investigation has been going on for months and this is the opportunity for him to clear the air on the allegation and other evidence that have emerged in the course of investigation".

The EFCC operatives believes that Dikko's Jabi mansion was funded largely through kickback from Customs contractors, the N100million spent to buy the land on which the mansion sits was provided by a Customs contractor. Ditto for the first tranche of N650m used in the construction of the gigantic building; and that the funds were allegedly paid to Dikko’s personal lawyer by the contractors. The Lawyer transferred the funds to the engineer handling the construction. Both the lawyer and the engineer allegedly admitted their roles, claiming that they acted on the instruction of the former CG.

EFCC operatives are also looking into how a former Assistant Comptroller General of Customs under Dikko allegedly got paid over N2.6billion, which was remitted into accounts of companies floated by the officer from the Customs’ coffers.

In addition to the EFCC’s probe, a pressure group identified as the Nigerian Customs Transparency Initiative(NCTI) has petitioned the Independent Corrupt Practices and Other Related Offences Commission (ICPC) over alleged abuse of office, disappearance of some containers and the N3.5 billion incurred on the installation of Internet facility by the Customs Service.

In the petition, which was signed by Dr. James Onoja, the NCTI said: “Purchase of vehicles: Prices of B.M.W vehicles for senior officers were criminally inflated. About N3.5 billion naira was siphoned and frittered away through an internet project that never saw daylight. Thirteen (13) containers at T.C.I.P. were impounded sometime ago. It was claimed that four Iranians were arrested with the containers, two of which disappeared into the thin air.

There is false declaration of Annual Customs Revenue Generation. In order to give false impression of excellent performance, the Customs Service adds figure of the Value Added Tax (VAT) which Customs collects on behalf of Federal Inland Revenue Service (FIRS) to the revenue derived from custom duties whereas the same VAT figure has been included in the VAT revenue declared and announced by FIRS as required by law, thereby creating a misleading duplication of revenue figure derive from VAT.

The contract for the construction of Customs Staff College was aided and abetted by a Permanent Secretary, Federal Ministry of Finance, who was not a member of Nigeria Customs Board. The company used for the contract was registered three weeks after the award of the contract. Also, the estate named Goodluck Ebele Jonathan Customs Barracks at Kuje was purchased at the inflated rate of N4billion and renovated with N10 billion.”

I woke up 2day with a smile on my face with full strength & a vision to start a beautiful day...but it all turns out to be a bad crying day, dat I can never 4get in my life....on my way to work dis morning I entered oshodi bus from fadeyi... Immediately I entered d guy on my left side started complaining dat d one at d bk was trying to pick his pocket next thing he changed position to my right side & said onipa wa oooo....next thing Immediately d one at d Bk hooked my neck and said don't shout.
D one beside the driver said allow her to lay down on d floor..... Dey drag me flat on d floor... He collected my bag Started asking question WHR do u work, I said I am student whc sch, whc course, wht level my name my state....I keep answering d question....he picked my ATM he asked 4 my pin I told him he gave it to one of dem and they dropped him...

I started crying if this is actually my end, are they going to use me, are they going going to kill me so many things started coming in to my mind, I remembered my mum & my siblings d 27years ago story DAT can't be forgotten in my family.....

Bauchi State Governor Muhammad Abdullahi Abubakar yesterday evening attended the Janazah prayer of his driver's father, Malam Musa Hassan (Bunun Lushi) who died Saturday after brief illness at the age of 80. The deceased left behind 7 children amongst whom is Alh. Sani, the senior driver to the Governor.
The Governor prayed that Allah Almighty grant the soul of the deceased peace, mercy and forgiveness and also prayed Allah in His infinite Mercy give his children and grandchildren the fortitude to bear the loss. Shortly after the Janazah, the Governor led the Asr prayer at the residence of the deceased.

A body of an aborted baby was found in the floods at Mallam Junction, Accra, Ghana. Parts of the city was submerged following heavy downpour in the early hours of today. According to media reports, areas including Kwame Nkrumah Circle, Dzorwulu, Mallam Junction and Kaneshie were inundated with water destroying household properties. 14 year old Amina Ibrahim who suffered severe burns after allegedly taking popular antibiotics, Septin, has died. Amina had gone to a chemist to buy medications when she was feeling ill and when she got there, she met the 19 year old son of the pharmacist who prescribed the antibiotics for her. She took the drug and immediately started reacting to it. Within an hour, she suffered sever burns on her face and neck. She was later diagnosed with Stevens-Johnson syndrome, a “rare, serious disorder of skin and mucous membranes that is usually caused from reaction to a medication or an infection.

Amina died at the Mohammed Abdullahi Wase Specialist Hospital in Kano State.
