Every 20 minutes or so an internet explorer window will pop up with an Advertisement then it disappears? what is that? and its doing it even when my computer is not connected to the internet. . . . ,  an error would popup saying "failed because there was no connection"

any information would help before I follow my mind and buy a new computer b/c its very annoying
