You waste both words and grammar... You imagine yourself a working manual on governance but you know very little... Every minister receives their brief whether for council meeting or directive from that office.

Every agenda to be brought to council for deliberation gets cleared by that office...i have lived with an SSG and I'm telling you to set aside textbook or Google knowledge of what it is.

There is never want of ministers around the SGF, lobbying for one thing or the other...explaining in details the benefits of their programs.
The emboldened was as a result of the idiotic and wrongful misinterpretation of the functions of the SGF. A misinterpretation, that the present govt seeks to emend.

NB:The culture of setting important texts aside got us into this rot that we presently are.

Stop advertising this ignorance.. The SGF is different from the principal secretary to the president .. He is the secretary to the government of the federation not the president.

Your local town union secretary, is he equally the Secretary to your chairman or your company secretary doubles as the Secretary to the chairman and chief executive.

You don't know the awesome powers of the Secretary to even a state government not to talk about the federation.

That secretary will be in a meeting that even the vice president can be excused... Next time former heads of state assembles in Abuja for for their national council on state meeting see who will be absent

Next time there's a federal executive council meeting, note his sitting position vice versa that if the vice president and the other council members.
I dislike being hinged into unnecessary argy-bargies with shallow observers who will not study before running their mouths.

Please, go and study the functions of the SGF. When you are done, come and educate your fellow ignoramuses.

You need to be saved from your self..... Stop waving your ignorance like a flag.

What you refer to as "glorified house boy" is more important to government and governance than the office of the vice president
Your only problem is that your ego far outweighs your IQ. Forget the idiocy you lived with in the past 6 years and tell me what the role of the SGF is? You are no doubt among the ilk of noisemaking ignoramuses that think the role of SGF includes making appointments such as Pius Anyim did unfettered in the previous govt. Well this new govt knows exactly what the role of the SGF entails and sorry to burst your obtuse bubbles, but the SGF is nothing more than the president's secretary.
Politics › Re: Federal Appointments: Buhari Didn’t Inform Me Of My Non-inclusion -onu by Eruditor: 7:03pm On Sep 01, 2015
What's the role of the SGF really? Is Dr Ogbonnaya Onu not far bigger than that role? Are we not being hoodwinked into a senseless war of words concerning a post whose functions are nothing beyond being called a "glorified houseboy"? Or are we following the trend of the last failure in govt who appointed a former Senate President to take the role of someone who should have been a former civil servant?

Some of the things people discuss on NL really boggle the mind. Pius Anyim was deceived into accepting a foolish role as the SGF and he in turn deceived his paymaster by wrongly interpreting his role. The SGFs role includes taking minutes, organising memorandums of FEC meetings, organising Federal parastatals and agencies, organising the president's schedule etc. All very secretarial in nature.

Dr. OGBONNAYA ONU will have a big position in PMBs govt and I am glad that being the SGF is not part of it.

Laudate,

I am not sure you read the article well. Or maybe your primordial dislike for his background or ideologies is tainting your understanding of some of his actions.

The article said 2 things.

1. About 800 of the 1000 were already on their way out due to AGE and years of service.

2. That he is not responsible for the lower cadre retrenchments. He only handled that of the GEDs, GGMs and GMs and he has delegated the responsibility of weeding out redundant, unproductive, overaged and overworked staff to those below him.

It is also important to take note that there is an ongoing recruitment process for EH and GT that I am sure will be used to replace some of the redundant workers in due time.

You are one of the reasons why employers are complaining that Nigerian graduates are not employable. Thinking that speaking grammar makes your point valid.

Do you know that just 2years ago, up to 50 contract staff members were given full employment status in one of the subsidiaries?
The problem is not that NNPC cant get to a point where they can justify needing extra staff but for now, the way they are operating is such that there's duplication of function.
I'm sure you are confident in your ability to "insult" but lemme assure you, you'll be shocked
Au contraire chief, it is your sort of intellectual laziness that makes Nigerian graduates unemployable. I made several posts in the political section and not once did anybody call me out for my grammar. They didn't even notice it. Now I come back here to make a post and that is the only thing that doesn't fly over you.

Also, if you're unsure of something, then let your posts carry the same mark on them. Don't go riding on any high horse calling people naive, ITK and fools because you do not agree with them. It smacks off the very same thing you are accusing others of- unemployability.

"Subsidiaries" like NETCO and co are known to recruit their own staff devoid of the supervision of the parent body NNPC. I am aware they recruited people in the fall of 2013. THIS IS NOT THE SAME THING AS NNPC UNDERGOING A NATIONWIDE GRADUATE AND EXPERIENCED HIRE RECRUITMENT SCHEME.

Please be informed.

Mr know-it-all a.k.a. Mr ignorant, firstly, each directorate has a GED and up to ten staff working directly for that GED. those people will have to be reassigned somewhere.
Secondly, NNPC is overstaffed. that's a well known fact. No multinational oil company operates with such redundancy in staff.
Lastly, did PMB call you to inform you that he is done with the restructuring?
And oh, lemme put "direct source information" so that it'll look like I know wat i'm talking about.
I tried to steer clear off this thread for a while but it appears I may still pop in every now and then to rid it off nattering nabobs of negativism like you.

The so-called staff working for any GED are direct NNPC employees that can be redrafted to any role or department as well as maintain their current role. Their job functions are not tied to whoever the GED is. Reducing the directorates to 4 like someone said is to minimise bureaucratic bottlenecks usually associated with having too many "Ogas at the top". Instead of having GED East, GED West, GED North and South, the GMD can decide to appoint just 2 and call them GED 1 and GED 2 where East and West answer to 1 and North and South to 2. That's exactly what he did in a nutshell.

As for your bafflegab on NNPC being overstaffed, I think it just lends credence to the fact that you do not know your left from your right WRT to NNPC and her workings. Contract staff does not make up for a deficit of the full-time employees that NNPC were fully aware of when they embarked on this recruitment.

And lastly, learn the difference between what PMB can do by fiat and what he would need new acts and bills that must be deliberated, signed and agreed by the national assembly when trying to restructure NNPC. The knowledge of this fact will help some of your very glaring confusion.

I hate engaging folks who are only smart by half and act based on sentiments and misinformed standards...

1)Why not first educate yourself by picking up the NNPC act so that you understand their activities, before pouring spits all over the thread?...

2)How much is expended on operational costs and overhead costs of NNPC?...

3)Was any law contravened?... No because NNPC act allows them to make those expenses and remit the balance to FA(which is what they did)...This stunt now is reminiscent of Sanusi $20billion saga which has been proved to be a hot lie and desecration of the seat of CBN by a deranged bigot due to partisan aspiration...

4)Oshiomole was playing politics with figures to shift blames...and retards like you will always fall for it...If $4.1billion was in ECA as at last NEC meeting and now it is $2billion...Has he crosschecked same figure with his finance commissioners because they meet MONTHLY with finance minister to deliberate on same figures?...Why not confirm from his finance commissioner first if he's being sincere?...NEC isn't regular but the latter is(Balance in ECA cum federation account and what to share is done in this meeting)...so we need minutes of such meeting not that of NEC...

5)Why not read again El-Rufai's speech...he's talking about future management of ECA and federation account because he has records of all...He's talking about maintaining the ORIGINAL PLAN for setting up ECA but unfortunately, that cannot happen again because same APC (Fashola & co) took Jonathan to court claiming illegality of ECA; and also current oil price may not even allow for ECA....they can't eat their cake and have it...karma has caught up with them now and they want to turnaround albeit too late....

6)Buhari would have made such statement too if existing records available to him were contradicting?...

7)NNPC isn't part of NEC...So Oshiomole singing about it as evidence of change shows the reason behind his rants...

coolI am not saying there may not be shortfalls...but it will always correspond with PWC report of NNPC audit...not this political figures and manoeuvre by Oshiomole and APC...

9)Finally, to avoid making your stupidity public...Always understand the operational laws of an organization before your naked dance of shame...

Thanks and nice day...

I wonder why some of you demonstrate crass ignorance and do so bravely......stay off what you know nothing about....
1. This NNPC is not a quoted company. It is a combination of the regulator, the government intermediation agent, holding companies of all government subsidiaries.
2. NNPC's had spent the projected cost in cash-call ahead. It was captured in Federal budget, It was spent many months ago, NNPC did not go borrowing to fund Cash-call, In fact lately NNPC is tacitly asking companies to fund Cash-Call and back it out of sales.
3. NNPC has a small E & P company, NPDC, and it is one of the small time companies who just crossed over 100k bopd. NNPC hardly participate in drilling operations as they are not the operators of the JV Assets, IOCs do.
4. In some cases, Sales from Crude is done by the trading arm of NNPC and nets out charges and what is accruable to the IOCs. So it's the net that enters into government coffers

Spin it as you want. Almost 50% unaccounted revenue is criminal

Bro,

You cannot not justify the unjustifiable and ignorantly doing so is even worse.

1. The fiscal regimes in the Oil and Gas Business is not only Joint Venture, so your cash-call arguement is flawed.
2. The average cost per barrel for Shell, Chevron, Mobil etc had always averaged a -$10. So spin it any how, average overhead cost cannot account for a whooping 4trillion
3. On PSC alone, government take is 70%, after Royalties and taxes. Government don't invest a kobo on PSC. Government starts collecting free money even from contract signing stage.
4. This is talking about moneies from Crude sales accruable to government. It is net of all the costs your talking about. Even at JV, government had paid the cash-call upfront i.e as at the time of drilling operations. You don't deduct cash-call as overheads from crude oil sales, and not without the approval of CBN.
5. These are the thing SLS was shouting to the high heavens back then that GEJ crucified him.

Good post.

2n2k:
I get your point but there is a lacuna. The constitutional provision is confusing on this matter. There is a difference between receipts and income. This same situation happened in BPE under El-Rufai during privatization in 2000 - 2003.

The question is - what should be remitted to the Federation account? Is it gross proceed or net of the cost of generating that revenue? In the case of Customs and Federal inland Revenue, it is easy because govt can easily meet the salaries and other overheads since they are service providing organizations.

In the case of NNPC and its joint venture partners, they are producing entities. If all money is remitted to federation account, all such money must be shared by the three tiers of govt. Note that the National Assembly has no power on federation account. It cannot approve budget for direct spending from federation account. Its powers are limited to the share of the FG out of the whole money.

That means once the money enters the federation account, all must be shared. Then NNPC, Shell, Mobil etc must wait for the legislatures at the federal level, each of the 36 states and each of 774 local governments to appropriate their own portion of the required production cost (cash calls) before they can have it and finance their operations!

Nigeria liquified gas company (NNLG) that is praised for efficiency is not run that way. It simply remits net proceed (profit and cost of gas due to FG) to the federation account. NNPC has a Board that oversees its operations. It is not the duty of shareholders of a commercialized companies to approve budgets, that is the Board's function. NNPC should be seen as a company, the way NNLG is seen, not an alternative ministry of petroleum.

I still maintain that NNPC is not a saint but not to the level being bandied.

1. NLNG themselves, announced that they remitted $1.6B not PMB or the presidency. So the "sources" are calling NLNG themselves, liars.

2. NNPC supposedly had $5B from LNG sales but are yet to pay off $1.48B that they have claimed to be paying off since 5 months ago?

3. Ousting of the Petroleum Minister, automatically translates into the dissolution of the Board of directors especially when we consider that at least 4 of the members of the board are long term employees of NNPC? And people are commenting on this?

I am not defending the Legislators but the Clothing allowance is for 4 years and not yearly as some have erroneously asserted. The only thing they receive that is yearly is the housing allowance.

Even at that, they can slash it by half so that they collectively receive N 4.32B for it, as against the N 8.64B. It will go a long way.

There was no bidding process whilst NPDC were left in the dark till the supposed 45% stake was paid for. Then Madam Deziani and Lawyer Muoneke immediately ordered all the NPDC workers on that facility to vacate it forthwith and you think there is nothing wrong or amiss? conversely, you justified the acquisition by analysing the pedigree of it's entities, my question is why do you want it that way? How will it help Nigerians?

Before you answer consider this example;

First Atlantic bank as an Entity did so well that banks like Inland bank etc was more than glad to form a synergy with it.

Three years after the consortium was formed, finbank lost its capital base, in other words "distressed".

Today, the consortium has been acquired by FCMB.

Why do you insist that NECONDE's capabilities should be based on the entities that formed it?

Ronaldo was criticised for having a poor showing in the FK department because of the 33 attempts he made, atleast 27 were very wide of the mark. Compared to Messi who either hits the bar, comes very close or pulls out a save from the keeper. Fact.

Messi also scored a free kick against Ajax in the UCL and I am not referring to Ronaldo's strike the ball, it ricochets off one defender and deceives the keeper.

Mou is a great manager when you lift the limits and tell him he is free to do anything he wants to do to win a trophy for you. In such a scenario, he is the man to call. He will mock opposition managers, poke hands in Ailing managers eyes, Insult refs, park hundred Buses, ask his players to cause fouls and surround the refs during games etc.

Once you tell Mou to play good football and follow the rules of fair play, he fails. QED.

Pep on the otherhand is the antithesis. You contract him when you want to play by the rules with an attractive style of possession football, winning games with finese and goals.

Pep's perceived failures only occur when he sticks to the reason he was employed- to play good football and win while Mou always fails when he sticks to what he is told, that's why Mou doesn't stick to what he is told.

So on the whole, who should be better?

Did Roman not want Chelsea to play good football? What happened 2 seasons ago? He started and before we knew it, he turned the team to a grinding machine. The same tactics he employed this season this time more deceptively till the league had been won.

Did Pep ever change? No. To some, that is his undoing. If he had parked the bus and hazarded a 0-0 game to FCB and then beat them 3-2 at the Allianz he would have been in the final now (Maybe) and on course to beating Juventus but it would not have pleased him or his paymasters.

But Mou parked buses against a 10-man PSG team at his home stadium and was still ousted. I think it solves the whole puzzle.

Listen to Valdano, " Pep is the Steve Jobs of Football". I heard it, I believe it, that settles it.
