The All Progressives Congress has described the Assistant Inspector General of Police in charge of Zone 2 Command, Joseph Mbu, as a lawless and barbaric policeman, who should urgently be cautioned by his boss before he starts “another around of his trade-mark nihilism in his new posting.”
In a statement in Lagos on Saturday by its National Publicity Secretary, Alhaji Lai Mohammed, the party said Mbu’s actions since he was posted to Lagos had neither dignified the police as an institution nor portrayed him as a well-trained law enforcement agent.
It said the temperament, comportment, utterances and actions of Mbu, as a very senior police officer, were capable of inciting mass killings, violence and anarchy.
APC added, ”Since his posting to the Zone 2 Command, this contumacious policeman has exhibited an egregious act of lawlessness by barging through the Lekki Toll Plaza without paying toll and then ordering the arrest of policemen and workers at the Plaza. Is it not an irony that a man, who is trained to enforce the law, is the same, who is breaking the law?
”But that action, as bad as it was, pales into insignificance when compared to his most recent statement in which he was basically inciting the police against the citizenry and encouraging the killing of civilians. It is sheer irresponsibility for a senior policeman to say that for every policeman, who is killed during the election, he will kill 20 civilians.
”Lest we are misunderstood, our party will never condone the killing of police personnel or of any law enforcement agent for whatever reason, just as we will not condone the killing of any innocent Nigerian. If a senior police officer does not know how to convey to his officers and men that they should protect themselves while also avoiding extra-judicial killing of any citizen, then the funds spent in training him have been wasted.”
The party said such language as ‘fire-for-fire’ , ‘If one of my men is killed, I shall kill twenty of them’ or ‘you have the power to stop the Governor’ is inappropriate, inciting and barbaric, especially under a democratic dispensation, and most unbecoming of a senior law enforcement agent.
APC said Mbu should be held solely responsible for any violence or killing of innocent citizens before, during and after the elections in the area under his command.

THE Federal Government, on Wednesday, cautioned members of the diplomatic community against making what it termed “unguarded utterances” on matters that are strictly within the domestic jurisdiction of Nigeria.

Minister of Foreign Affairs, Ambassador Aminu Wali, gave the warning in Abuja, at an interactive session with the diplomatic community over the shift of the general election.

Wali expressed “the strong displeasure of the Federal Government with the conduct of some heads of mission,” who have continued to breach the laid down diplomatic channels of communication.

According to him, some heads of mission “have continued to behave in an imperial manner and in clear breach of the channel of the diplomatic communication.

“A situation, where a head of mission takes on the role of a government, seeking to impose the views and perspectives of his government and making unguarded utterances on matters that are strictly within the domestic jurisdiction of the host country is totally unacceptable.

“It is only in this country that I have noticed some envoys, who have taken it upon themselves and without recourse to the government to embark on social causes and political advocacy that are totally unrelated to conventional diplomacy and representational duties of ambassadors.”

The minister pointed out that Nigerian envoys abroad do not behave in such manners.

“It is, therefore, unacceptable for envoys to abuse their privileges and immunities by behaving in a manner that would have been met with the opprobrium in their countries were Nigerian ambassadors to behave in like manner.

“Let me be clear on this, the Federal Government will no longer tolerate the excesses of such heads of mission.

“They are, hereby, advised to operate within the norms and etiquette of diplomatic intercourse,” he said.

The minister declared that with the support of Nigerians and the international community, the elections would hold as rescheduled and in a peaceful and violence-free atmosphere.

He said it had become evident that elections could not hold as planned in the three North-East states of Adamawa, Borno and Yobe.

Wali explained that doing so could have put the lives of electoral officials, including observers and ad hoc staff in danger.

He said the decision to shift the elections, as stated by INEC chairman, Professor Attahiru Jega, was taken after painstaking consultations with all relevant stakeholders.

He said the Federal Government found the comments already made by some of Nigeria’s friends and partners on the polls shift as judgmental, precipitate and unwaranted.

“What we need at this time is not to be hectored or lectured as to the conduct of Nigeria’s internal affairs, but the deepening of democracy in our country.

“No country, no matter how well-intentioned, can love Nigeria more than Nigerians,” he said.

According to him, there is a broad-based consensus by Nigerians for the elections to hold in all parts of the country, to guarantee the credibility and acceptability of the elections.

“While security has been a major concern, it is obvious that INEC may not have been fully prepared to conduct the elections as earlier scheduled.

“It is a fact that over 34 per cent of registered voters are yet to collect their permanent voter cards.

“There are other logistical and operational challenges, such as adequate provisions for electoral materials including prompt delivery and the training of ad hoc staff, which are critical to the success of the elections.”

Wali said that President Goodluck Jonathan had continued to respect the independence and autonomy of INEC and the judiciary.

He pointed out that INEC had demonstrated its independence through the successful conduct of elections recently, where the ruling party lost.

He thanked the member states of the Lake Chad Basin Commission for their contributions to the operations of the Multi-National Joint Task Force in the fight against the Boko Haram insurgency.

“I am confident that as envoys accredited to Nigeria, you will continue to report events in this country factually and accurately, so as to deepen understanding, cooperation and partnership among your individual countries and Nigeria,” he said.

Vice President Namadi Sambo at the weekend in Yenagoa knocked the leadership of the opposition All Progressives Congress (APC) for parading falsehood as the plank upon which to accelerate Nigeria’s development.

He mocked the leadership of APC, describing them as a group of persons who hold questionable “Chicago and Toronto certificates”.

He stressed that the country’s future must not be in the hands of such political characters.

Sambo was speaking at the Peoples Democratic Party (PDP) presidential campaign in President Goodluck Jonathan’s home state, Bayelsa, which was held at the Samson Siasia Stadium, Yenagoa.

He admonished the APC to realise that “transforming Nigeria is not by accident”, adding that opposition presidential candidates must be very educated to understand the dynamics of change, growth and development.

The vice president said the APC presidential candidate, General Muhammadu Buhari, at 73, does not have the requisite capacity, strength and verve to pilot the affairs of a sophisticated nation like Nigeria.

According to him, the transformation of the country by the PDP-controlled Federal Government was under the safe hands of a well-read President who is a Ph.D holder supported by a vice president, who is also a professional architect.

Sambo said Jonathan had not disappointed Nigerians as he had transformed the country, shoring up its status to the largest economy in Africa.

“The leadership of APC is full of Chicago and Toronto certificate holders. Nigerians don’t want people who will parade Chicago and Toronto certificates.

“Mr. President has not failed Nigerians. He has transformed Nigeria, making it the largest economy in Africa. Transforming Nigeria is not by accident. He is educated and we need education, not prisons.

“Jonathan has built 14 universities in four years. Do you want schools or prisons?” he asked the crowd at the Samson Siasia Stadium, Yenagoa.

Sambo, who stated that they were not in Bayelsa to campaign but to thank the people of the state, noted that the state did not make a mistake to produce Jonathan.

He listed the completion of the ongoing cargo airport, East-West Road and the building of a new railway from Lagos through Yenagoa to Calabar as the additional programmes the Federal Government would do for the state.

Sambo, who called on the people to vote for PDP as they had always done, urged them to collect their PVCs to enable them vote their choice.

The Chairman of the Independent National Electoral Commission, Prof. Attahiru Jega, has said he does not have any plan to embark on terminal leave.

This was contrary to unsubstantiated report that Jega would proceed on a forced terminal leave on March 1.

But Jega’s Chief Press Secretary, Mr. Kayode Idowu, denied this saying his boss was busy preparing for the conduct of the elections.

He said, “Jega is busy preparing for the elections and you are asking about terminal leave. Does anyone planning to conduct elections go on terminal leave? There is nothing like that.”

Idowu had in an interview on a TV programme monitored in Lagos, on Tuesday, said Jega’s appointment was not guided by civil service rules and would serve until the end of his tenure on June 30.

He said the postponement of the elections would make INEC better prepared for the elections scheduled for March 28 and April 11.

Idowu also denied the report that Jega had resigned his appointment due to pressure from the Presidency.

Idowu said, “No, that’s (resignation) is not true, he has not resigned. He didn’t resign. It is a mere rumour.”

Similarly, the minority leader of the House of Representatives, Mr. Femi Gbajabiamila, said Jega could not be asked to go on a terminal leave because he was not a civil servant.

He said, “I do not consider the Chairman of INEC as a civil servant subject to civil service rules the same way I, as a member of the House of Representatives, is not a civil servant. There is a difference between a civil servant and a public servant or officer. Jega falls under the latter.”

However, it was learnt that by norm, political appointees had at several times in the past been ordered to go on terminal leave even though they were not civil servants.

The provisions of Public Service Rules 100238 states that officers are required to give three months notice of their retirement from service terminating on the effective date of their retirement. This means Jega might be forced to proceed on terminal leave before the elections.

For instance, the tenure of Jega’s predecessor, Prof Maurice Iwu, was due to expire on June 13, 2010 but on April 28, 2010, President Goodluck Jonathan, ordered Iwu to proceed on terminal leave.
