Nyako personal account was not frozen on that date but Adamawa state account. It was done to prevent any issues arising from the impeachment of the governor.

The fact that it happened to Nyako doesn't make it right. Of course yu know that two wrongs doesn't make it right.

I want to finally nail the coffin over the issue of the proprietary of EFCC freezing the account of a sitting governor in Nigeria.

Many commentators, articles and social media post were writing by persons who know little or nothing about the law on immunity while some merely copied and pasted and assumed the position of attorneys at law.


For the avoidance of doubt, the Constitution of the Federal Republic of Nigeria which is the ground norm and the supreme law of the law provides that the president, vice president, governors and deputies are protected from civil or criminal trials while in office. It is trite law that any law inconsistent with the constitution shall be null and void to the level of its inconsistency. Meaning that not the entire law is void but that particular paragraph of the law which contravenes the constitution.

On the other hand, the EFCC Act which is a law subject to the constitution provides that the EFCC can investigate and freeze the account of anybody not withstanding any law. Now that's the problem of the EFCC Act. It cannot be above the constitution such that it oust the operation of the provisions of the constitution against it.

For those who doesn't know how an account is frozen, the EFCC must obtained an order of court ex parte to enable it freeze an account. Court processes must be filed and a judge in chambers will hear the application and grant it and same will be served on the bank to freeze the account. The owner of such account is a party to that proceeding even though at that time he is not to be heard as the application is being heard without his notice.

This point in my above paragraph is where the judge and the EFCC officials got it wrong. They have powers to investigate but they are barred from filing any process against the governor leading to his account frozen. No matter how suspicious the account looks like, once it is in the name of Ayodele Fayose who is a sitting governor, they cannot freeze it. That is the law.

The president swore to uphold the law and sworn by the Constitution and not the EFCC Act and he should therefore be seen to be protecting the constitution he swore to uphold. Anything else is pure politics and its a very dangerous trend and precedent he is setting.
It didn't happen to Nyako. Adamawa State account was frozen by EFCC just before his impeachment.

What!? You mean you have forgotten? Then, let me refresh your memory. You see, exactly 2 years ago, on June 20th 2014, our own EFCC froze Murtala Inyako's account. He was, at the time, still sitting as the governor of Adamawa State. He had immunity too.

The government of the day argued, that his account must be frozen so that proper investigation can be carried out, and so that he will not be sble to move monies that were supposedly belonging to that poor state out of the account. In fact, I made two posts supporting that government, for going after the man's account through EFCC.

That account is still locked down till today. Baba Nyako was (still is) unable to access that account. In fact, the next ruling for the care to de-freeze of Baba Mai Mangoro's account will be tomorrow, June 22, 2016; exactly 2 years and 1 day. Let Fayose go to court and get his bank account de-frozen. He needs the money like plant needs water. I heard "he is not a barawo". We don't want him to go hungry. Do we?

Oh, so you remember? Then if you want to criticize this government, please do. But don't say, "This is the only government that is witch-hunting opposition". I didn't see that one as witch-hunt. I'll not see this one as so. There was precedent in this 16 year old democracy, set by PDP in 2014.

You can even pretend to care so much about values by saying, "But two wrongs don't make no right". But please, do not insult our memory and intelligence by saying, "This is the first time...". It is not. And stop saying "We are drifting towards dictatorship" because of this case, when for the same reason we didn't in 2014.

Misinformation. Adamawa State government account was frozen by EFCC in June 2014 shortly before Nyako's impeachment in July 2014. Get the facts right. Nyako's son case for his account to be de-frozen is in court.

The United Nations Population Division, which tracks demographic data from around the world, has dramatically revised its projections for what will happen in the next 90 years. The new statistics, based on in-depth survey data from sub-Saharan Africa, tell the story of a world poised to change drastically over the next several decades. Most rich countries will shrink and age (with a couple of important exceptions), poorer countries will expand rapidly and, maybe most significant of all, Africa will see a population explosion nearly unprecedented in human history.

If these numbers turn out to be right – they're just projections and could change significantly under unforeseen circumstances – the world of 2100 will look very different than the world of today, with implications for everyone. It will be a place where today's dominant, developed economies are increasingly focused on supporting the elderly, where the least developed countries are transformed by population booms and where Africa, for better or worse, is more important than ever.

Here is the story of the next 90 years as predicted by UN demographic data and explained in nine charts. The charts are interactive; move your cursor over them to track and compare the data.

(1) The big story will be Africa

Right now, with a couple of exceptions, Africa's population density is relatively low; it's a very big continent more sparsely populated than, say, Europe or East Asia. That's changing very quickly. The continent's overall population is expected to more than quadruple over just 90 years, an astonishingly rapid growth that will make Africa more important than ever. And it's not just that there will four times the workforce, four times the resource burden, four times as many voters. The rapid growth itself will likely transform political and social dynamics within African countries and thus their relationship with the rest of the world. (More on this further down.)

Asia will continue to grow but its population growth, already slowing, is expected to peak about 50 years from now then start declining. As has happened in the West, rising economies will lead to declining birth rates. And that downturned curve could represent some problematic demographic issues; more also on this further down.

The story in those three little lines at the bottom is less promising. Europe will continue to shrink, which is worsening its economic problems. South America's population will rise until about 2050, at which point it will begin its own gradual population decline. North America is the least ambiguous success story: it will continue to grow at a slow, sustainable rate, surpassing South America's overall population around 2070.

(2) China shrinks, India plateaus; Nigeria is a very big deal

[color=#0000FF]This chart shows the futures of what are, today, the world's five most populous nations. The two big stories here are China and [size=16pt]Nigeria, the latter of which will have almost a billion people by 2100 and will be within range of surpassing China in population. Given that Nigeria is about the area of Texas, that's a truly astounding possibility.[/size][/color]

[color=#0000FF]Nigeria, currently Africa's most populous country, is poised for one of the world's most rapid population booms ever. In just 100 years, maybe two or three generations, the population is expected to increase by a mind-boggling factor of [size=16pt]eight.[/size][/color] The country is already troubled by corruption, poverty and religious conflict. It's difficult to imagine how a government that can barely serve its population right now will respond when the demand on resources, social services, schools and roads increases by a factor of eight. Still, if they pull it off – the country's vast oil reserves could certainly help – the rapidly growing workforce could theoretically deliver an African miracle akin to, say, China's.

Chinese leaders know their demographic crisis is coming. It's not a mystery: the country's massive working-age population is only allowed to have one child per couple, which means that when the current generation retires, there will be a rapidly growing pool of retirees just as the workforce starts to shrink. Those aging retirees will be an enormous burden on the Chinese economy, which is just beginning to slow down. As China ages and shrinks, its workforce will get smaller at precisely the moment that it needs them most. Make no mistake, China will continue to be an enormous, important and most likely very successful country, but its demographics are going to quickly shift from a big help to a major hindrance. Keep this in mind the next time someone tells you that China is about to take over the world.

As for the other three: India's rapidly growing population, which the country has somewhat harnessed but in many ways failed to serve, will finally plateau around 2065. Indonesia will grow moderately. The United States will grow as well, a bit more quickly than Indonesia but not a boom like India's. Again, that's good news for the U.S.

Supernumerary Police

What you should know

The Supernumerary Police officers were established under Section 46, of the Police Act CAP 359 of 1968 as amended under Section 418, of the Police Act CAP 359 of laws of the Federal Republic of Nigeria 1990.

Under this act, any person (including any government department) that desires to avail himself/herself of the services of one or m ore police officers for the protection of property owned or controlled by him/her may apply to the Inspector-General stating the nature and situation of the property in question and giving such other participation as the Inspector-General may require.

A large percentage of members of the public can identify the acronym “SPY” within the police but could not say what the “SPY” really is and the scope of their duties. Often time s, people see vehicles belonging to Banks and other key players, in the financial sector with SPY Police identification marks, but are always perplexed at the meaning of such marks.
Big multinationals and transnational’s in the petroleum, energy and other private corporate sectors also have SPY Police officers.

These officers are trained personnel with the necessary skills to maintain law and order within their organizations, unlike the regular police officers, who have greater responsibilities. SPY Police officers, understand the corporate culture that is obtainable in their primary environment.
Most of them, having worked in such organizations before undergoing the necessary training at the Police Training School, stand better chances to protect their environment. On the appointment of supernumerary Police Officers to protect properties, the party that desires such services is expected to apply through the Inspector General after the request, with the approval of the President, will be granted. Every officer so appointed shall be employed exclusively on duties connected with the protection of those properties. The officers shall have the powers, privileges and immunities of a police officer within the area he is appointed.

For employment on administrative duties on police premises, the supernumerary police officer so appoint ted shall be employed exclusively on duties connected with the administration or maintenance of those premises. The officer shall enjoy the powers, privileges and amenities of a police officer within the area of his duties. When a supernumerary police officer is appointed where necessary in the public interest, with the authorization of the president, such an officer shall have the powers, privileges and amenities of a police officer within the area of his primary duties.

On appointment of the supernumerary police officers as orderlies, the appropriate authorities are expected to route such a request through the Inspector General or the commissioner of police at the state to make such an appointment. The officer will be appointed with view to the attachment as an orderly to say, a Minister of the Federal Republic of Nigeria, a senior Government Official, a Commissioner of the Government of a state or a high ranking police officer above the rank of an Assistant Commissioner. Every supernumerary police officer so appointed, shall be employed exclusively on duties connected with the activities of the person to whom he/she is attached. The officer shall while under such an attachment, have throughout Nigeria the powers, privileges and amenities of a police officer.

Generally, every supernumerary police officer shall on appointment be enlisted to serve in the force from month to mo nth and accordingly, a supernumerary police officer may at any time, resign his appointment by giving one month’s notice in that behalf to the superior officer in charge of the police area where he is appoint ted. Above all, supernumerary police officers are subject to the same discipline as other members of the police force

By the time you divide that by 365.25 days

I am not an economist but I like to present things mathematically. Nigeria 2015 fiscal year budget was 4.4 trillion. What this means is 440000000000000000 was used to manage 180000000 people.

Here is the simple maths;

Divide 440000000000000000 by 180000000 = 2444444444.

In summary, #2.4B was used to manage each person in 2015. Daris God ooo!

A Federal High Court in Lagos has declared as unlawful the restriction of citizens’ movement during the monthly Lagos environmental sanitation exercise. Justice Mohammed Idris, in a judgment delivered on Monday, held that such restriction of movement, in the name of sanitation, amounted to a violation of the citizens’ right to personal liberty and freedom of movement protected by sections 35 and 41 of the Constitution.

The court held that there is no law in place in Lagos state, which stipulates that citizens of the state be kept indoors compulsorily between those hours. The court found that the Constitution of the federal republic of Nigeria, grants freedom of movement to every citizen, and such freedom cannot be taken away by executive proclamation, in the absence of any law to that effect.

On Monday March 9, 2015, Justice Idris, presiding over a federal high court, Ikoyi, Lagos, took arguments in respect of the suit filed by human rights activist, Ebun-Olu Adegboruwa, against the Inspector-General of Police and the Lagos State Government, to challenge the restriction of human movements on the last Saturday of every month, for the purpose of observing environmental sanitation.

Mr Ebun-Olu Adegboruwa, led Mr Gbenga Awoseye, to argue the case himself. Lagos State Govt was represented in court by Mr Jonathan Ogunsanya, chief state counsel from the ministry of justice. In the suit, Adegboruwa was contending that there is no law in force in Lagos state, presently, restricting movement of persons, for the purpose of observing environmental sanitation. He argued that section 39 of the Environmental Sanitation Law 2000, of Lagos State, which the respondents claimed to empower the Commissioner for the Environment, to make regulations, cannot be the basis of restricting human movement on Saturdays, as no regulation in force has indeed been made for that purpose.

He challenged the Lagos State government to produce such regulation before the court. He then urged the court to hold that even if there is such regulation in force, it cannot be enforced on roads that are designated as federal highways under the Highways Act, such as the 3rd Mainland bridge where he was arrested by the police and Lastma officials.

Ogunsaya, in his response, argued that section 41 of the 1999 Constitution permits government to make laws that may derogate from the right to freedom of movement and that the Environmental Sanitation Law of Lagos State, 2000, is an example of such derogation. He argued further that the practice of keeping people at home for three hours only on the last Saturdays of the month is meant to keep society and environment clean and safe.

Therefore, he said that there are classified exceptions to the restriction, including emergencies and ambulance services and those on essential services. After hearing arguments from counsel, the court adjourned the case till today for judgment. After the judgement Barrister Ebun Adegboruewa while addressing journalist at the premises of the court said: “I am committed to the struggle to eradicate all forms of arbitrariness and impunity from our society.”
