There was a mild drama on Thursday during the inspection of the Lagos-Ibadan standard gauge project when one of the supervisors on site who said he was a civil engineer could not explain the ongoing construction work.
The drama happened at one of the project sites at Omi Adio, an outskirt of Ibadan, Oyo state, when the Minister of Transportation, Mr. Rotimi Amaechi alongside officials of the Ministry and Nigeria Railway Corporation (NRC) led by the Managing Director, Engr. Fidet Okhiria inspected the project.
The 154-kilometer project from Lagos to Ibadan with extension to Apapa awarded at a cost of $1.5bn to the China Civil Engineering and Construction Company (CCECC) is the phase one of the Lagos-Kano standard gauge project.
The project has a massive civil work composition comprising 81 extra-large, medium and small size bridges; 207 culverts and 708 32-meter beams.
It would be recalled that during one of the site visits, the Minister had challenged the contractor to employ Nigerian engineers to supervise the project after he discovered that only foremen were employed on site.
But Amaechi while inspecting the project at Omi Adio site where construction of beams was ongoing, demanded the list of indigenous engineers from the CCECC officials.
But drama ensued when a young man on site introduced himself as one of the engineers supervising the project.
The Minister asked him if he was a qualified engineer to which he answered in affirmative. He said he was a Graduate of Civil Engineering at Federal University of Technology, Abeokuta.
Not convinced, the Minister invited the Director of Rail Transport in the Ministry, Alhaji Baba Kobi to interrogate him. To the consternation of the Minister and other officials in his entourage, he could not explain the ongoing beam construction.
The Minister also threatened to get him arrested for lying against his country by saying he is a qualified engineer when truly he is not.
However, Amaechi instructed the contractor to have at least six Nigerian engineers on each of the sites which must be presented to him during the next inspection.
He said the construction of the beams is a critical component of the project which must be under-studied by Nigerian engineers.
“We want to be able to understudy how to construct these beams so that we can do it by ourselves”, said Amaechi, urging the contractors to employ more hands in order to meet up with the December deadline for the completion of the project.
Briefing newsmen earlier, Amaechi explained that the contractor is on target to deliver the project on schedule.
He also said the contractor and the project consultant had been given two weeks to complete the design of the main stations along the rail line, adding, “Some of the stations won’t take more than one month to complete especially now that the rain is over. So we are still on target.”

APC Disqualifies Two Buhari Ministers From Seeking Governorship Election
The All Progressives Congress (APC) has blocked two ministers from being governorship candidates in their states.
The Minister of Women Affairs, Aisha Alhassan, and that of Communication, Adebayo Shittu, were disqualified by the screening committee of the APC. Ms Alhassan seeks to govern Taraba on the APC platform while Mr Shittu seeks to govern Oyo State. Although no reason was given for the failure to clear Mrs Alhassan, Mr Shittu was disqualified because he failed to participate in the mandatory National Youth Service Corps (NYSC) scheme.
PREMIUM TIMES had exclusively reported how Mr Shittu failed to carry out the mandatory one year of service.
The minister told this newspaper that he refused to serve because he was elected a lawmaker after graduating from the university, a reason faulted by the NYSC.
Mrs Alhassan was the governorship candidate of the party in the 2015 election.
The spokesperson of the APC, Yekini Nabena, released a list of all aspirants cleared to participate in the primary election slated for this Saturday.
In the list, the name of Mrs Alhassan was followed by a short remark; “Not Cleared”.
Although the statement did not provide details or reasons for the decision, Mrs Alhassan was caught on video last year telling former Vice President Atiku Abubakar that her loyalty is with him even if he is running against President Muhammadu Buhari.
Mr Abubakar was in the APC before defecting to the opposition PDP and is one of the presidential aspirants in the party.
The leadership of the party had also recently replaced members of the State Working Committee of Taraba State with a new caretaker committee. Ex-workers of the defunct Nigeria Airways Limited (NAL) are getting set for a fresh verification following the federal government’s approval of N22.6 billion for the payment of their entitlements.
Godwin Jibodu, the Chairman, Nigeria Airways Elders Forum, confirmed the development on Wednesday at a meeting of the pensioners of the former national carrier at the Murtala Muhammed Airport, Lagos.
The News Agency of Nigeria (NAN) reports that the airline, which started flight operations in August 1958, was liquidated by former President Olusegun Obasanjo’s government in May 2003 with the workers yet to be fully paid their entitlements.
The Minister of Finance, Zainab Ahmed, had on September 24 announced that President Muhammadu Buhari had approved the release of the funds for the part-payment of the ex-workers being owed N45 billion. Mr Jibodu said that the approval of the payment was greeted with joy by the ex-workers who expressed their gratitude to the president and the minister at the meeting.
“The purpose of the meeting is to brief the workers about what the minister said and that the verification will begin very soon. “Everybody should prepare his or her documents for the verification,” he said.
According to him, no date has been given for the commencement of the verification, but the committee, which will arrange the exercise, will start work on September 27.
“The committee is made up of people from the Ministry of Finance, Ministry of Transportation, Office of the Accountant-General and ex-workers of Nigeria Airways. “So, we have told our members to prepare all their documents. Letter of appointment, letter of retirement and their identity card,” Mr Jibodu said.
He expressed optimism that the verification would be hitch-free and concluded within the shortest possible time so that the pensioners could receive their entitlements after waiting for over 14 years.
NAN reports that the pensioners were jubilating, singing and praising Mr Buhari and Mrs Ahmed for finally bringing succour to them following the approval of the payment.
