Politics › Re: Why Mohammed Abubakar Will Dump Buhari For Atiku In 2019 – Nasiru Darazo by gare(f): 2:46pm On Oct 08, 2018

@NAIRATREND.COM.NG

A chieftain of the All Progressives Congress, APC, in Bauchi State, Nasiru Darazo has alleged that Governor Mohammed Abubakar of Bauchi State would rather support the 2019 ambition of former vice president, Abubakar Atiku, who yesterday emerged as the Peoples Democratic Party, PDP, presidential candidate.

This was as the APC chieftain lamented that party supporters in the state were in disarray and aggrieved following “the illegality and irregularities of the party’s so-called primary election”.

Darazo exclusively told DAILY POST on Monday in Bauchi that Governor Abubakar is a known Atiku’s errand boy in politics.

“In fact, Governor Abubakar is well known with Atiku in politics , so the emergence of the former President as PDP presidential candidate is a slap to President Buhari in Bauchi state because APC will surely lose to PDP,” he claimed.

Darazo stressed that Governor Abubakar allegedly voted against Buhari and supported Atiku in the APC presidential primary in Lagos in 2014.

He warned the APC national headquarters not to be deceived by the political posture of Governor Abubakar of his support for Buhari to win in the state come 2019.

“Abubakar will lose to the opposition in Bauchi and it will affect Buhari’s chances, especially now that no primary election was held in the state but imposed by the same Abubakar,” Darazo said.

He warned that if nothing was eventually done to replace Governor Abubakar as the APC gubernatorial candidate in Bauchi, nothing would prevent the party from losing to the PDP in 2019, stressing that Buhari’s chance of winning the presidential election in Bauchi is now slim.

Politics › Re: EFCC Has Powers To Investigate Benue State Accounts – Court by gare(f):
Nairatrenders:
@NAIRATREND.COM.NG

The Federal High Court sitting in Abuja, on Monday, dismissed a suit the Benue State Government filed to challenge the powers of the Economic and Financial Crimes Commission, EFCC, to investigate its finances.

The court, in a judgement that was delivered by Justice Nnamdi Dimgba, held that EFCC has the legal competence to investigate any allegation or reasonable suspicion of financial impropriety involving officials of any state government.

Justice Dimgba held that powers the law conferred on EFCC under sections 6, 7 and 38 of the EFCC Act were very broad and not confined or limited to geographical or territorial boundaries.

He said the anti-graft agency was not forclosed by section 125 of the 1999 Constitution, as amended, from demanding the release of specific officials of the Benue State government to assist its investigations.

The court held that the suit was predicated on the “fallacy and misconception” that only a resolution by the Benue State Assembly could empower the EFCC to look into financial activities of the state.

It further dismissed contention of the Plaintiff that only the Auditor General of Benue State has the sole responsibility of scrutinizing financial books of the state.

The court maintained that contrary to the position of the Plaintiff, the Benue State government was not the subject of the investigation, but named officials that were fingered in a petition that alleged the commission of financial crimes.

“Indeed, the definition of economic and financial crimes under Section 46 of the EFCC Act is so broad that it arises even in the context of the management of the financial resources of a State.

“I am therefore in total disagreement with the proposition that the 1st Defendant is foreclosed from investigating an allegation of corruption when it has to do with the finances of a state government.

“It is important to note that none of the officials which the 1st Defendant by Exhibits EFCC3 to EFCC6 have asked to be released to assist their investigation is a Governor or Deputy Governor who enjoy immunity under Section 308 of the Constitution.

“Therefore, from a totality of all these evidence as well as the depositions in the affidavit evidence before me, the suggestion that the 1st Defendant is investigating the Government of Benue State absolutely holds no water. It is clear that the investigation activities are directed at State officials and not to the State itself which in any event cannot possibly be engaged in the commission of economic and financial crimes since the State Government cannot possibly possess the mental element needed to commit such crimes nor can possibly be subject to the criminal prosecution that is the end-point of any investigative activities.

“As far as I can see, there is nothing in Sections 125, 128 and 129 of the CFRN 1999 which forecloses or precludes the investigative powers of the 1st Defendant in the matters over which the 1st Defendant has competence.

“The purpose of the surveillance and investigative powers of the House of Assembly and indeed of the Auditor-General are quite limited by the Constitution. There is nothing in any of the mentioned constitutional provisions that contains a language of exclusivity indicating that as far as issues of corruption in the administration of a State Government is concerned, it is only the House of Assembly that can detect or deal with such.

“In the absence of such language of exclusivity, and in the presence of the strictly limiting purposes set out under Section 128(2) of the Constitution in relation to the investigation powers of the House of Assembly, I am of the view that the 1st defendant retains the competence to investigate the financial administration of a State to see if a financial or economic crime has been committed by any official when a reasonable basis exists, as it does in the light of Exhibits EFCC1 and EFCC2.

“I further hold that exercising this competence as the 1st Defendant has done in the circumstances of the present case does not do any violence to the principles of federalism and separation of powers embodied in the Constitution.

“The proper view therefore is that in relation to financial and economic crimes in Nigeria, there are no holy grounds or exclusive territories belonging only to the State Houses of Assembly. The powers of the state legislatures to investigate and expose corruption in the management of a State’s finances exist in complementarity with the roles, mandate and powers of the 1st Defendant”.

“For the avoidance of doubt, my conclusion is that the 1st Defendant has the legal competence to investigate any allegation or reasonable suspicion of corrupt practices and all forms of economic and financial crimes in Nigeria in every strata of our public life, even if such allegations or reasonable suspicions arise in the context of the financial administration of a state or even local government in Nigeria.

“I also do not believe the argument that an invitation of key officials of the Benue State government pursuant to investigating allegations of corrupt practices and suspicious transactions in the financial dealings of the state amounts to an attempt to take over the Benue State government by the 1st Defendant. The State can still very much function if the requested officials show cooperation with the 1st defendant”, Justice Dimgba held.

The Judge said he was not unmindful of two previous verdicts of the Ekiti and Rivers Divisions of the High Court which stripped EFCC of the powers to investigate accounts of states.

However, he wondered why EFCC was quick to invite Benue officials for investigation shortly after Governor Samuel Ortom declared his intention to join the opposition party.

Justice Dimgba noted that while EFCC ignored a petition that was sent to it since 2016, it acted swiftly by summoning Benue officials on the same day it received a petition within the period governor Ortom threatened to decamp.

“Public institutions such as the 1st Defendant who are maintained with the public purse, must not only be impartial and politically neutral, but must be seen to be such. They must also sequence their activities in such a way as not to raise suspicions that they are motivated by considerations other than the genuine mandate for which they have been set up.

“The point is that it is the level of efficiency and frenzy displayed by the 1st Defendant in receiving a petition on a particular day and which received immediate and instant attention that has aroused suspicion and curiosity, in the light of the fact that a first petition received in June 2016 did not receive the same level of efficiency and attention.

“Speaking directly, and calling a spade its English name, it is the sudden display of efficiency by the 1st Defendant to investigate possible commission of economic and financial crimes by officials of the Benue State Government at a time of a change in the political affiliation by the leadership of Benue State, when such efficiency was not displayed on a petition received at a time when the leadership of the state was in the same political affiliation with the Federal Government, that has given rise to the suspicion and corresponding resistance that the 1st Defendant’s actions in carrying out its mandate in relation to the financial affairs of Benue State was being ill-motivated by malice and political considerations.

“This is a moral point, but which observation as I noted earlier, I feel obliged to make for posterity purposes”, Justice Dimgba added before he dismissed the suit.

Meanwhile, Benue State, through its lawyer, Mr. Emeka Etiaba, SAN, said it would appeal against the judgment.

Aside the EFCC, other Respondents in the suit are the Speaker of Benue State House of Assembly, the Clerk Benue State House of Assembly, Benue State House of Assembly, and the Auditor General of Benue State.

Benue State had in its suit marked HC/MAD/CS/42/18, urged the court to among other things, determine, “Whether by virtue of Sections 6, 7 and 38(1) of the Economic and Financial Crimes Commission (EFCC) Act 2004 (EFCC Act) or any other law, the EFCC or any other body, authority or person beyond the 4th and 5th defendants has the power to investigate or inquire into the accounts and/or appropriations, disbursements and administration of the funds of Benue State Government having regard to the clear provisions of Sections 1 ( 1) and (3), 125(2), (4) and (6), 128 and 129 of the 1999 Constitution of the Federal Republic of Nigeria (as amended).

It sought for a “declaration that the commencement or continued invitations of officials of Benue State Government on account of investigation of Benue Government accounts, investigations and/or inquisitions into the accounts and/or appropriations, disbursements and administration of the funds of Benue State Government by the EFCC or any other body, authority or person under any guise without authorization by the 2nd to 4th defendants vide a duly passed eesolution negate the Doctrine of Separation of Powers as enshrined under Sections 4, 5 and 6 of the Constitution.

As wellas an order of perpetual injunction restraining the 2nd, 3rd and 4th defendants from surrendering\or sharing their powers of control over the public funds of Benue State as provided under Sections 128 and 129 of the Constitution to the 1st defendant or to any other body, authority or person.

Aside the EFCC, other Defendants in the suit were the Speaker of Benue State House of Assembly, the Clerk Benue State House of Assembly, Benue State House of Assembly, and the Auditor General of Benue State.

It’s no news that Abubakar Atiku is the PDP flag bearer for 2019 Nigerian elections.

Obasanjo took a little time to talk about Atiku’s flaws on his social handle.

God knows I have nothing against Atiku but It’s patriotic I inform Nigerians that in June 2006, we got a letter from America, listing a number of people to be investigated and Atiku was one of them. From 2006 till now, I still don’t know why he cannot visit America. Do you?

Don't mind him. Read this The United States Department of Justice has denied having any record that indicates that Nigeria’s former Vice President, Atiku Abubakar, has a pending lawsuit in the US.
In an email to our correspondent on Friday, a spokesperson for the US DOJ, Peter Carr said, “Thank you for reaching out to us. I have checked the public court records, and they do not show cases filed against a defendant named Atiku Abubakar.”
This was stated as a response to SUNDAY PUNCH’s request for information on whether Abubakar is wanted in the US in connection with any issue of money laundering.
The mail also asked the department to confirm whether Abubakar has been banned from entering the US and if there is any court case against him concerning the Halliburton scandal which resulted in the conviction of a US lawmaker, William Jefferson.
Asked if it is true that the ex-vice president (now a chieftain of the All Progressives Congress) was banned from entering the US, the American official said the issue was confidential.
He said, “Visa issues are confidential under section 222(f) of the Immigration and Nationality Act. If your question is specifically about entry – not about visas per se – I would refer you to the US Customs and Border Protection.”
Last week, Kaduna State Governor, Mallam Nasir el-Rufai, had implied that Abubakar was avoiding a visit to the US because he might be charged with a case of money laundering.
He reacted to Abubakar’s interview which he granted to the Economic and Financial Crimes Commission’s quarterly publication, Zero Tolerance, where he had accused the Kaduna governor of corruption by offering him Transcorp’s shares.

Former President Olusegun Obasanjo is certainly not a fan of Atiku Abubakar, his former vice-president, who is now the presidential candidate of the Peoples Democratic Party. His various testimonials about his former deputy are trending online.
The 72 year-old former customs officer, emerged on Sunday as the opposition’s standard bearer for the 2019 election, to face incumbent Muhammadu Buhari.
Nigeria’s Twitterati have been dredging out Atiku’s testimonial as given by Obasanjo, who said in a BBC TV interview why he will never support Atiku for Nigeria’s highest office. He even stated the reason in his book, about his eight-year presidency. Watch the video

Here is Obasanjo’s testimonial in the book, My Watch:

“From the day I nominated Atiku to be my vice, he set his mind not for any good, benefit or service of the country, but on furiously planning to upstage, supplant or remove me at all cost and to take my place.

“That was what I brought him for, but he was impatient and over-ambitious. He was not ready to learn and to wait. His marabout, who predicted that despite being elected as governor, he would not be sworn in as a governor, which happened, also assured him that he would take over from me in a matter of months rather than years.

“All his plans, appointments of people and his actions were towards the actualisation of his marabout’s prediction. Once I realised his intention and programme, I watched him like a hawk without giving any indication of what I knew and letting down my guard. I could not succumb to the distraction, diversion and malevolence of an ambitious but unwise deputy.

“The work in hand was more important than a confrontational relationship with my deputy, a man over whom I knew I had far more experience and outreach in all matters. To alert him of what I knew he was up to, would only lead to lying, denial, more mischievous plans and more duplicity on his part.

“He was better managed that way. What was important was not allowing myself to be surprised or outmanoeuvred by him. I must always seize the initiative and know what was going on if not in his mind, but at least in his camp. That I did very effectively.

“Sometime in the fourth quarter of 2004, an associate of Atiku came to my residence at the Aso Villa from Atiku’s official residence. He felt uncomfortable and I tried to make him feel at ease. Then, he settled to tell me the story of what had just transpired in Atiku’s residence. I listened with rapt attention.

“He went on to say that Atiku told him that for him to become the President of Nigeria, the 2007 elections were only a formality.

“The seven ingredients he needed for his enthronement were already in his hands. He controlled the National Assembly because both the President of the Senate and the Speaker of the House of Representatives were in his pocket. He controlled twenty-eight out of thirty-six governors. He had control of the media. His influence over the judiciary was overwhelming.

“What he needed was foreign endorsement and for that he had employed two lobby groups in the US and one in the UK. And finally, the money for the elections was in his purse.

“When the man finished, I thanked him without passing any comment. The man was surprised at my reaction and asked, ‘You have nothing to say to these?’ I said that I had nothing to say and I immediately called my ADC, Chris Jemitola, to play a game of squash with me.

“On our way to the squash court with my ADC, I said, ‘People at times make plans and leave God out of their plans.’ My casual remark struck Chris and he said, ‘Sir, that was a profound statement.’ I said that I made the statement because of what I had just heard of Atiku’s plan. I was not convinced he had put God in his plans.

“Atiku was confident and God was laughing. Most of Atiku’s ingredients soon started to fall out of place one by one. The first was the party, PDP.

“He thought I was powerless and had no clue about the execution of his plan with his group; part of his attack on me was for national chairman of the party to give the first salvo, then other things would follow as his grip on the party would be firm and consolidated.

“That salvo came in the form of a letter to me from the chairman of the party, Audu Ogbeh, who had fully defected with (Iyorchia) Ayu to Atiku.

“The letter, which was not the product of any issue or matter discussed with or at any party meeting, came suddenly. When I received it, I could read the sinister intention behind it.

“I spent that night writing my reply and I sent it in the morning. My reply was clear. I wondered why Atiku and his group did not realise that with my reply, the battle line was clear or maybe they thought that the seven ingredients would remain intact to the end.

“My assistants had moles within the Atiku group. Anything that they planned would be reported. That was the case after Ogbeh’s letter. They decided that Ogbeh should appear remorseful and come with the National Working Committee to apologise to me. It was not from their hearts, but to lure me to a ‘killing ground’.

“All pieces of information that were reported were verified because it would not come from only one informant.

“Timely information is a very important principle of war and also of politics. In politics, just as in war, what matters is not just your plan, but knowledge of your opponent’s plan. Knowing their plan, I had the choice of playing along with them or being firm, I chose the latter.

“I told Ogbeh that my relationship with him as national chairman and me as national leader of the party was based on mutual confidence and trust. But with his letter, my reply and what I knew of him then, I could no longer work with him in confidence and trust.

“There were only two choices left for both of us in our best interest and that of the party – he, leaves as chairman or I leave as leader of the party.

“The following Sunday, I called at his house, which I had done on several occasions in the past when there was an important party matter to discuss. This time, I asked him to give me an undated letter of resignation as the national chairman.

“I waited, he gave me but it was wrongly addressed to me rather than to the national secretary of the party as stipulated in the party’s constitution.

“Ogbeh reported to his group and it was decided by them to play on and to wait for my disgrace whenever I presented a letter of resignation not addressed to the national secretary.

“The informants did their job and I, once again, paid another visit to Ogbeh at his residence. He entertained me to a meal and drink, and changed the addressee on his letter of resignation.”

The Testimonial given in August 2018 in an interview with PremiumTimes:

“How can I be on the same side with Atiku?” Mr Obasanjo asked. “To do what?”

“If I support Atiku for anything, God will not forgive me. If I do not know, yes. But once I know, Atiku can never enjoy my support,” he added.

“I do not have personal grudges with anyone,” Mr Obasanjo said. “If you do not do well for Nigeria, you do not do well for all of us.”

“It is not a question of working with or not working with an individual,” he said. “If you are working for the good of Nigeria, I am working with you. If you are not working for the good of Nigeria it does not matter who you are I am not working with you.”

“Most of you do not understand the way I operate,” Mr Obasanjo said. “And I thought your own paper will understand better.”

“I know Atiku very well. And I have mentioned my position with Atiku. My position has not changed,” he said.

“If my children are getting married, he has sent representatives. If his children are getting married, I have sent representatives. That is social. That is not political”.

OPINION:
Any keen political observer and one who understands how Nigerian politicians think would easily see that gov. Wike had the most bargaining chips to emerge as the running mate to Mr. Atiku.

The old guards in the PDP had their way in the emergence of Atiku, the new leaders of the party would most likely insist on picking the VP slot. Wike leads this group and being a 2nd term governor who hasn't shown any interest in the senate, he'd project himself for that slot.

The party wants some cohesion in the party and would be more than willing to concede to Wike. Remember, he also has the deepest purse to help the party. He's also known to have threatened the party before.

This would not be Atiku's choice but rather the party's.
Former gov Daniel though, laboured hard with Atiku and should be recognised, but it would be argued that so did the likes of Markafi, Fayose and Wike for the party when it was down. And you can forget all those assemblage of names from the south east.

The odds favour gov. Wike.
I dont see Wike taking that position, he may asked to Nominate someone

[s]
janetdaniels201:
MUHAMMADU BUHARI CAMPAIGN ORGANISATION ON EMERGENCE OF ALHAJI ATIKU ABUBAKAR AS PDP PRESIDENTIAL CANDIDATE

We wish to congratulate His Excellency, Alhaji Atiku Abubakar on his emergence as the candidate of the PDP in respect of the forth-coming 2019 Presidential Election.

However, we note with interest all the reports in the media as to massive vote-buying at the PDP primaries (especially with foreign currency). We contrast this with the speech of President Muhammadu Buhari in the 2014 APC Convention when he said as follows:

“I have always served Nigeria to the best of my ability. I have always tried to give more to the nation than it has given me. This is the principle of service that has guided my public life. Thus, I am not a rich person. I can’t give you a fistful of dollars or naira to purchase your support. Even if I could, I would not do so. The fate of this nation is not up for sale”.

There were also media reports in the 2014 APC National Convention that Alhaji Atiku Abubakar freely used the same method of massive vote-buying in foreign currency, but he came a distant third. Till date, he has not denied those media reports. The claim therefore that the process that produce him now as a candidate of the PDP was free, fair and transparent is suspect.

It is therefore clear that going into this election the issues that will agitate the minds of Nigerians most would be centered around the credibility of the candidate of the opposition and the kind of values he brings into our politics.

Nigerians would ask themselves whether he can be trusted with our national resources with this proclivity for “dollarising” the political arena, thereby taking us back to the warped values from which President Buhari is trying to extricate the nation. One wonders what such a candidate would do with public funds.

Nigerians would also note with interest the verdict of Atiku’s former boss when he was Vice President on his credibility and integrity, calling him unprintable names at different occasions. Nigerians would note that in all of these occasions, Atiku Abubakar had never defended these allegations against him by his former boss, but continues to court his support and cooperation.

Nigerians would want to know how candidate Atiku Abubakar intends to inspire a nation to believe in his ability to fight corruption in the face of very damning reports both locally and internationally concerning his records on corruption whilst he was in public service as a Customs Officer and later when he was Vice President of Nigeria.

We note with amusement that on many occasions Alhaji Atiku Abubakar has tried to claim some credit for certain “achievements” during the tenure of President Obasanjo when he was Vice President because, according to him, he was “part of that Government”. We also wish to remind Nigerians that as much as he claims the credit, he must be prepared to accept joint liability for all that happened in that Government. He cannot blow hot and cold. In due time we shall talk about all these.

Taking all the above into considerations, Nigerians would rightly ask whether a leopard can indeed change its skin despite all the sweet talk they expect to hear from the opposition candidate during the election.

Finally, in the history of elections in Nigeria, the choices before Nigerians have never been clearer than now: Nigerians would have to decide between a candidate with a history full of credibility crises, damning reports on corruption both home and abroad and another candidate, (the incumbent President) with an unblemished record in public service.

Thank you.

Ngozi that ruined our economy
It will never be well with Pdp
I will simply advice that you start getting set to relocate from Nigeria because your hatred will not allow you live in Nigeria, since you call your self a "Patriot" your major concern should be the Nigeria projects, but i have never seen any write where you say this government has failed, but in your hearts of hearts you know this PMB and his team has failed, but you have refused to see that, that is why i still say you dont understand the meaning of that word "Patriot".

Since PMB had failed let someone else try and see what happens.

OK, Well it is up to them, its never too late or them to come back together. But no matter the differences with the father, the mother should not have missed the wedding ceremony of the daughter.

To me with this kind of move it only shows that the woman is the one at fault she was only trying to blame the man... Cause we all know that kids support the truth in this kind of situation and they are beside the father, make unna sef reason am and with all the allegations the man no fall since
I feel this one is with the father, what about the other girl I never saw her pictures.

LadyNaija:
The Rivers State Governor, Nyesom Wike, left the venue of the Peoples Democratic Party convention before the convention ended.

Mr Wike left shortly after congratulating the winner of the party’s presidential primary, Atiku Abubakar.

He was promptly followed out of the Port Harcourt venue by many of his supporters.

The Rivers governor was one of the major backers of Sokoto State Governor, Aminu Tambuwal, who came second in the presidential primary.

Neither Mr Wike nor Mr Tambuwal had spoken on the result as at the time of this report.

Mr Abubakar polled 1,532 votes to defeat Mr Tambuwal who scored 693 votes and 10 other candidates.

The convention was televised live and considered free and fair by many observers.

Wike has one single objective....Tambuwal/Wike 2023...

They know 2019 is a foregone conclusion, the whole charade was/is just to position them for 2023 when Buhari will no longer be eligible & it would be anyone's game.

Atiku may not need him as a financier but for sure, Wike won't be deploying any rigging machinery for Atiku in Rivers .... That's for SURE.
Atiku can win Rivers without Wike. or is Wike going to Vote for APC or Rig for APC

I feel this is a good time to address this BMC thing. You referred to me as a BMC member. I don't know if such a group exists, but I am neither affiliated to any political group here or anywhere, get paid or even have a relationship with anyone here outside Nairaland where we discuss political matters.

The last time I got paid by the Government was when I was serving and that was N7500,and a long time ago.

I write as i feel and not explainable to both the APC or PDP here. If there are people getting paid to support any political party here, then I make bold to say I consider that person a FAILURE in life and should look for something to do with his/her life.

I will appreciate I am not associated with this BMC thing. It is starting to become insultive. Thank you.

In what observers have described as a possibility of alliance, the Sokoto State Governor, Aminu Tambuwal today sought and had discussions with one of the leading aspirants for the People's Democratic Party, PDP, presidential candidate, Dr. Bukola Saraki,

The residential primaries holding in Port Harcourt, Rivers State, Nigeria, has no less than 12 candidates jostling for the party's presidential ticket.

Meanwhile, there have been indicators to the effect that Dr. Bukola Saraki who is the incumbent President of Nigerian 8th Senate may emerge from the convention as the Party's presidential flag bearer.

The party's convention is holding peaceably amidst tight security at the time of report.

UPDATES:

South-East Delegates split between Saraki and Atiku. North-East Delegates split between Saraki and Atiku. All North Central delegate caucuses are supporting Saraki.
