PRESIDENT TINUBU APPROVES THE APPOINTMENT OF THE FCTA HEAD OF SERVICE, PERMANENT SECRETARIES, OTHERS.



1. His Excellency, President Bola Ahmed Tinubu (GCFR) has approved the appointment of the Chairman and Commissioners of the FCT Civil Service Commission.

This is coming a week after the Federal Government sacked Chief Executives of Aviation agencies followed by directors in the ministry.

PRESIDENT TINUBU REAPPOINTS DIRECTOR-GENERAL OF NIGERIA AGRICULTURAL QUARANTINE SERVICE (NAQS)

President Bola Tinubu has approved the reappointment of the Director-General of the Nigeria Agricultural Quarantine Service (NAQS), Dr. Vincent Isegbe, to serve in the same capacity for another five-year term in office.

The President expects that the Director-General will build on the service's recent performance after it ranked in the top three agencies of the Federal Government of Nigeria in the efficiency and transparency index by the Presidential Enabling Business Environment Council (PEBEC).

Customs, NIMASA, NPA and all the major revenue collectors to stop collecting revenue..


The Executive Chairman of the Federal Inland Revenue Service (FIRS), Zach Adedeji, on Wednesday, February 28, said the collection of revenue by over 60 government agencies is a major cause of the leakage of funds.

Adedeji said the duty should be the sole responsibility of the Service to ensure greater accountability in the system.

He spoke when he appeared before the House of Representatives Committee on Finance, chaired by Hon James Faleke, for a budget hearing.


Chairman of the Finance Committee, Hon James Faleke, queried if the proposed single window revenue would mean whether Customs, NIMASA, NPA and all the major revenue collectors would be subject to the FIRS or the Service would be collecting revenue on their behalf.

Adedeji said these agencies should rather concentrate on their primary mandates and leave the revenue collection to the FIRS.

He said: “This is the way. If you look at the basis of the collection as you mentioned, I use NIMASA as an example, the basis of collection for NIMASA is 3 percent of FOB. That has nothing to do with Marine. FOB, if you have the single window, you know the total number of vessels coming into the country and going out and the fee is just 3 percent, so what does NIMASA need to do about that.

“What we are saying is that these agencies were set up to do core duties. When you talk about Customs, they are border and trade facilitation. Revenue is not the core mandate of Customs. Customs is about border and trade facilitation. So when you have a single window, all that you say Customs collects because the real principle of the single window is that everything coming to the country is in advance notified, so you know the number of containers coming, the volume, what is there and you know the amount and they pay you once.

“When you do that, the Customs collecting this and that or the NPA collecting also, this would go. When we talk about single that is why they say revenue service. If you go to the UK or South Africa, you don’t see Customs collecting revenue. They are merged.

“I am not saying it is bad but it is not the duty of FIRS to be approving payment for roads. I don’t have people who would monitor whether that road is done or not. So my duty is to access, collect, and account for all revenue due to the federation. So any other job may be good and laudable but that is not my core duty. So the same thing happens when you see a lot of other agencies collecting revenue. And that is when you see leakages.”

Chairman of the Committee, Faleke lauded the initiative to ensure payments are made directly to the contractors and not the MDAs.

He expressed the commitment of the Committee to ensure that leakages are addressed and revenue increased to make life better for the ordinary Nigerian.

He said: “No one here will doubt your capability, it’s just the political will. Thank God that we have a president who has given you the authority and of course back you with that political will to reform our tax system. What you have to do is to look inward and ensure that you have directors and staffers who will not negotiate you out.

“We have documents to show that we have operators of our revenue collection who also negotiate and say you can pay this, we will do this. That is exactly what we are facing.

“With all the things you have enumerated, only you cannot do the job. You also have to delegate. So what this means is that every one of your staff who are on oath will ensure that they do the right thing.”

On Civil Service Reforms and Cutting the Cost of Governance

President Bola Ahmed Tinubu has directed the implementation of the 2012 Oronsaye Report, which proposes reforms to the Civil Service and aims to reduce the cost of governance. The report recommends the scrapping, modification, and subsuming of some agencies, commissions, and departments, as well as moving some entities from one ministry to another to improve their operations.

To ensure the swift implementation of the proposed changes, a committee has been set up with the mandate to implement the mergers, scrappings, and relocations within 12 weeks. The Oronsaye Report contains several recommendations on Federal Government parastatals, commissions, and agencies, both statutory and non-statutory.

The staff of the Obafemi Awolowo University Teaching Hospital, Ile-Ife who were recently disengaged by the hospital management have been given the sum of 10 million naira by the Ooni of Ife, Oba Adeyeye Ogunwusi.


The monarch also gave the workers who had been protesting their disengagement one thousand bags of rice.

Oba Ogunwusi said the move was to ameliorate the worker’s suffering occasioned by the nonpayment of their 11-month salaries.

The Ooni of Ife, who announced the donation while addressing the angry youths who occupied his Ile Oodua Palace on Monday, assured them that he is currently working with relevant stakeholders including the Federal Ministry of Health among others to resolve the crisis.

He said, “It is your right to protest if you feel an injustice has been done to you all, but I want you to apply wisdom to achieve beneficial results. I am dedicating myself and the ancient throne of Oduduwa to fight this fight to a logical conclusion.

“I am happy that you all have demonstrated the core Omoluabi ethos of descendants of Oduduwa by allowing operations to resume at the hospital upon receiving my message. You have honoured me and I pray that God will honour you all.

“Beyond that, I wish to assure you that the palace will support your dreams and aspirations in life even beyond the OAUTHC. I believe that most of you have big dreams and you are only looking for how to achieve them but I am calling on you all to use me as a ladder to reach your peak in life,” the Ooni said.

Speaking on behalf of the disengaged workers, Samson Falope, appreciated the Ooni for his kind gesture.

He said, “Kabiyesi you have wiped our tears and we pray that God Almighty perfect all your affairs, sir. We cannot thank you enough especially as these people (OAUTHC Management) almost turned us to nuisance after using us for about 15 months without pay.”

Illegal Recruitment: OAUTH admits culpability, offers sacked workers refund of screening expenses


The hospital management noted that it was not insensitive to the protest and unrest occasioned by the mandate to implement the 2022 approved waiver. It, however, explained that it could not offer non-existent job positions.
As the protest by sacked Obafemi Awolowo University Teaching Hospital (OAUTH) workers entered day two on Friday, the management of the institution has admitted culpability in their sham recruitment.

In a statement by the management, which was posted by the hospital’s Public Relations Officer, Kemi Fasoto, on its website, it explained how the immediate past top echelon of the institution illegally recruited workers and created a crisis.

It revealed that some of the senior officers of the hospital, who were suspended for the illegal act, even slept with some female workers in exchange for employment.

The sacked workers began picketing the hospital premises on Thursday. They shut the main gates and disrupted activities at the hospital.




Some of the protesters, reportedly, refused to vacate the protest ground on Thursday night. They threatened to demonstrate indefinitely until the management reversed their sack and paid their arrears.

On its part, the management has promised to pay the pre-employment medical screening expenses of the affected employees. It disclosed that it would not re-engage them.

“The erstwhile Acting Chief Medical Director, erstwhile Acting Director of Administration and erstwhile Head of Establishment were all found to be culpable and complicit in the manipulation of the recruitment process, through deliberate subversion of extant rules and regulations and non-adherence to administrative procedures in the conduct of government business.

“The trio were subsequently suspended by the FMoH&SW over their involvement in the illegal recruitment and job racketeering in the implementation of the 2022 approved waiver from the OHCSF,” the statement read in part.

The management stressed that the deliberate wrongdoing was committed by the trio with flagrant disregard for extant rules and regulations guiding recruitment into public service and a lack of respect for constituted authority and norms.

“Consequent upon their suspension, the Permanent Secretary, FMoH&SW directed the Management of the Hospital to convene a Senior Staff Disciplinary Committee to deal with and dispose of all cases of illegal recruitment and job racketeering involving the erstwhile Acting Chief Medical Director, Acting Director of Administration, and the Head of Establishment Department.

“The FMoH&SW and the OHCSF were duly represented on the Senior Staff Disciplinary Committee that visited the Hospital Complex for the crucial assignments between Monday, 8 and Friday, 12 January 2024,” the statement stated.

The hospital management noted that it was not insensitive to the protest and unrest occasioned by the mandate to implement the 2022 approved waiver, in line with the recommendations and approval of the Federal Ministry of Health and Social Welfare (FMoH&SW).

However, it urged the affected persons to face reality, explaining that it could not offer non-existent job positions.


To demonstrate fairness to all the victims, and the public, the management expressed its willingness to offer refunds to those who may have inadvertently paid money to procure screening tests after they were given letters of employment.

“The OAUTH management shall refund all such verifiable receipted claims of ‘pre-employment’ medical screening expenses. All members of staff, visitors, patients, clients, and members of the public are advised to maintain decorum and civility as they transact their activities lawfully, within and around the Hospital.


“The Management is poised to maintain peace and security in the Hospital. The assistance of all people of influence and law-enforcement agents remains helpful in calming the inflamed situation and we seek all concerned to exercise restraint,” the statement added.

In a reaction, the spokesperson of the sacked workers, Samson Falope, said the strike would continue until all their demands were met. He declared that they would not accept the hospital management’s offer of refunding their pre-employment medical screening expenses.

Some newly recruited staffers of the Obafemi Awolowo University Teaching Hospital, Ile-Ife, Osun State, on Thursday, staged a peaceful protest following the decision of the management to lay them off.

The protesters, who carried placards with the inscriptions such as, ‘Say no to injustice,’ ‘Okeniyi must go, our salary must be paid’, ‘our 14 months salary or nothing else’, ‘Pay our salary OAUTHC’, demanded compensation, having worked for about 14 months before they were disengaged.

The management of the Teaching Hospital had in a memo signed by O. Omonije, the Acting Director of Administration, and dated January 31, 2024, retained 68 and laid off about 2,000 recruited through alleged job racketeering that took place in the hospital from early 2022 to 2023.

The memo also added that the Office of the Head of Service of the Federation, approved recruitment of only 450 staffers before the racketeering took place.

It listed 68 personnel as those that would participate in the fresh recruitment in compliance with the approval given by the Office of the Head of Service, saying all those recruited outside the approval, must stop parading themselves as staffers of the hospital.

Displeased by the decision to lay them off, the protesters, who stormed the entrance to the hospital in large numbers, said they had worked for over one year without pay.

Speaking on behalf of the protesters, Samson Ogunleye, who was recruited as Higher Executive Officer, said “I am one of the victims. I was given an appointment letter dated December 27, 2022, and I resumed work on March 7, 2023. I am part of the coordinators of the Association of Unpaid Workers of OAUTHC Ile-Ife.

“As regards the memo that came out yesterday from the management where they said they don’t need us, that is why we are here today. You can see my people around, we are demanding immediate payment for the work we have done. They put us on the roaster, they put us on shift.

“The management has failed. We paid for medical screening which is N50,000. In fact there was a committee that was set up from Abuja that came around for verification of our certificates. That time, I remember one of my colleagues was unable to get his school certificate.

“He only had a Statement of Result with him but they told him that without the certificate, he wouldn’t be screened. This man proceeded to his institution and had to pay a huge amount of N60,00 to get his certificate with the hope that he had gotten a job.

“He (the Chief Medical Director) has failed to address us before now, but today we have also come around to hear from him what he has in mind before issuing the last night memo.”

Efforts to get the hospital management’s reaction failed, as calls to the Public Relations Officer of the OAUTH, Kemi Fasooto, rang out, while she has not replied to a text message sent to her by our correspondent as of the time of filing this report.
