EXCLUSIVE: Fear Of Sacking Hits NDLEA, Code Of Conduct Bureau, Others As President Tinubu Moves To ‘Overhaul’ Agencies Chief executives of some Nigerian government agencies including the National Drug Law Enforcement Agency (NDLEA), Nigerian Correctional Service (NCS), Code of Conduct Bureau, Public Complaints Commission, National Human Rights Commission (NHRC), and the Legal Aid Council are reportedly anxious over moves by President Bola Tinubu’s administration to overhaul the agencies. This is part of plans for the justice sector reform, multiple sources told SaharaReporters. It was gathered that some of them would be sacked while others would be retained or moved to other agencies. The wave of reforms may be also extended to the Supreme Court, Courts of Appeal and High Courts. SaharaReporters learnt that the reforms may take effect after the National Summit on Justice to be held later in the month. The Attorney-General of the Federation (AGF) and Minister of Justice, Lateef Fagbemi (SAN) last Thursday in Abuja said President Tinubu would on April 24, 2024, declare Nigeria’s justice sector reform summit open. According to him, the reforms were in line with the agenda of Tinubu to protect the rights of the citizens, allow access to justice and ensure speedy dispensation of justice. Most of the heads of the agencies who suspect that they would be affected are reportedly apprehensive over the planned overhaul. The country’s justice system is currently fraught with delays in the adjudication of cases. Many criminal cases involving politically exposed persons like former governors and ministers linger in courts for upward of five to 10 years before they are disposed of. Multiple sources told SaharaReporters that the government has been uncomfortable with the NDLEA, PCC, NHRC and the correctional service, which underewent reforms under the administrations of the late President Umaru Yar'Adua and ex-President Goodluck Jonathan. One of the sources specifically identified NDLEA as one of the main agencies to be affected because it is a “strategic agency.” “Apart from the low rate of prosecution of suspects, there was rumpus recently in the NDLEA on alleged lopsidedness in the promotion of workers, and irregularities in rank assignments and regularisation. “There was also tension on the purported reappointment of the secretary of the NDLEA, Shadrak Usman Haruna, for a second term in office,” one of the sources said. “Despite the rating of the performance of the NDLEA Chairman, Gen. Buba Marwa above average by stakeholders and international partners, the Tinubu administration discovered that the former Military Administrator of Lagos State appears a lone ranger. "NDLEA bureaucracy is stinking for a meaningful war against drugs," the source in the presidency said. But according to findings, Marwa might be given an ambassadorial appointment given his track record as a defence attache. The likelihood of the restructuring of NDLEA has reportedly made Marwa to begin moves to save his job. "Marwa is also battling to stay on the job, at least to complete his tenure," one of the sources said. “Given his devotion to the Rule of Law, President Bola Ahmed Tinubu is interested in Justice Sector Reform. He was a pacesetter in Lagos, he will also reform the sector at the national level. "The overall objective is to enhance the Rule of Law, uphold the sanctity of fundamental human rights, ensure equal access to justice and speedy dispensation of cases. "Issues in the sector are around the judiciary, the National Drug Law Enforcement Agency (NDLEA), the Nigerian Correctional Service (NCS), the Code of Conduct Bureau, the Public Complaints Commission, the National Human Rights Commission (NHRC), and the Legal Aid Council among others. "In fact, the low prosecution of drug suspects by NDLEA is worrisome to the government. In the 29 months of Marwa's tenure, NDLEA arrested 31, 675 drug offenders out of which 5,147 were prosecuted and convicted. "The drug trafficking bust is increasing compared to the low number of prosecutions and convictions. NDLEA needs a drastic reform. The agency's bureaucracy is not giving adequate backup. "There are a lot of matters coming up, including the tension over the reappointment of the agency's secretary and promotion lopsidedness.” On the fate of Marwa, another source added, “I think he is being considered for a strategic ambassadorial appointment. "The Justice Sector Reform is really not about individuals; it is about putting the right institutions in place to become sustainable. "All the courts will undergo the reform too. The number of cases pending in the Supreme Court is alarming too. We need to decongestant the place." Last week, SaharaReporters reported how some NDLEA officers raised an alarm and accused the agency of lopsidedness in the promotion of workers, and irregularities in rank assignments and regularisation. The aggrieved officers alleged that while the names of certain officers had been released for promotion examinations, including those who were recruited at the same time with them, the names of Course 3 and 4 officers had not been included in the process. According to them, the omission of their names in the promotion examinations list has left them deeply troubled and raises serious questions about the fairness and transparency of the promotion process. They further accused NDLEA authorities of discriminatory practices in the recruitment and rank assignment processes. The officer said that many officers, including Course 3 and 4 officers, who applied with degree qualifications were “unjustly” recruited as junior officers while others were short-changed with one rank each. https://saharareporters.com/2024/04/08/officers-nigerias-anti-narcotic-agency-ndlea-allege-lopsidedness-promotion-process Nigeria’s Attorney General last Thursday spoke on the forthcoming National Summit on Justice. Addressing the press on one of the summit’s goals, Fagbemi said it was to “review, validate, and adopt the revised National Policy on Justice 2024 - 2028 to drive prison reforms, access to justice for the average Nigerian, as well as the review of electoral laws and procedures in handling election-related cases, among several other reforms". He said, “This comprehensive policy document outlines a broad framework and initiatives in 17 thematic areas aimed at reforming the justice sector to enhance its effectiveness and accessibility to all Nigerians, ensuring that justice is not just a privilege for the few, but a right for all. “The policy aims to address various challenges within the legal framework, seeking to promote social cohesion, bolster economic development, and foster good governance.” He added that the summit will deliberate on draft legislation proposed to address specific challenges within the justice sector, relating to the judicial appointments process, administration, funding and budgeting for the judiciary, and the elimination of delays and inefficiencies in justice delivery. It will equally evolve ways to reduce the amount of time for adjudication of cases, eliminate some of the associated technicalities, and reduce the number of cases getting to the Supreme Court. He said, “In this regard, we intend to look at a situation where many cases will terminate at the Court of Appeal to reduce the burden on our noble justices of the Supreme Court. “These proposed laws are expected to serve as a catalyst for collective action and provide a guiding framework for relevant governmental institutions at both the national and sub-national levels to establish an effective, efficient, and people-centred justice system. "The country cannot afford to remain complacent in the face of the obstacles impeding the efficient delivery of justice for all Nigerians. The Summit will present an opportunity for us to unite our efforts, leverage our collective expertise, and chart a course toward a more just and equitable society.” Fagbemi also expressed the hope that the national summit on justice will usher in a new era of positive change and progress in the country’s justice sector, ensuring a fair, accessible, and efficient legal system that upholds the rule of law while safeguarding fundamental human rights. |

Bj01:The Central Bank of Nigeria (CBN) has continued with the disengagement of staff in furtherance of its ongoing restructuring as it sacked a fresh batch of 40 staff mostly from the development finance department (DFD), Daily Trust authoritatively reports. Because the sack letters were released late Friday, details of those affected are sketchy but our reporter learnt that Musa Zgabawa Bulus, an Assistant Director of the CBN, heading the National Collateral Registry (NCR) was affected. NCR is an initiative of CBN aimed at improving access to finance particularly for Nano Micro Small and Medium Enterprises (MSMEs) leveraging movable assets. Daily Trust gathered that deputy directors and assistant directors were mostly affected with 22 from the DFD and the remaining 18 from Medicals and Procurement Services Department. Recall that not less than 27 members of staff, most of them directors at the Central Bank of Nigeria, were affected by the first batch of dismissals, even as more are set to be axed in the coming days. Amongst those affected were eight directors, 10 deputy directors, five assistant directors, two principal managers and two senior managers. With the latest number of affected staff, the total has now reached 67, in what appears to be a series by the Olayemi Cardoso-led Board of Governors. Why DFD staff were affected Daily Trust learnt that the move may not be unconnected with the refocusing of the CBN away from development finance interventions. The CBN governor had on several occasions voiced his concern about the development finance intervention of the apex bank. On October 12, 2023, the CBN governor said the apex bank would pull back from direct development interventions, stressing the need for the apex bank to return to its core function of monetary policies and advisory roles to support economic growth. Briefing after the last Monetary Policy Committee meeting, Cardoso said: “The intervention has two dysfunctions. One, it takes a lot of time for something you do not have an expertise to do, and two, if not carefully handled, creates a lot of distortions in your economy through inflow of money supply. “The interventions that took place in the recent past were estimated in excess of N10 trillion. I’m not talking about ways or means. What was the budget of the federal government of Nigeria? What was the budget of the largest states in Nigeria? Do the maths and it would tell you the extent of damage too much of what may appear to be good things can do to an economy.” Ag. Director signing currency an irregularity- Staff members Senior Management members of the CBN who spoke to our reporter on the condition of anonymity also raised concern about the perpetration of illegality which has seen the current Coordinator of the Currency Operations Department, Olayemi J. Solaja, append his signature on the Naira note. Daily Trust findings suggest that Mr Solaja has not yet gone through the process of being confirmed a full-fledged Director and his letter of appointment indicates that he is to Coordinate the affairs of the department. According to the source: “The process has not been followed by the CBN Governor who talks about institutional discipline. How can someone sign the national currency as Director currency when not confirmed or appointed? “From the history of currency to when naira and kobo were printed and minted, there is a CBN policy on modalities to sign Banknotes.” When Daily Trust sought to know who signs the currency in the absence of a substantive director, the source said: “They continue printing using the former director’s signature. Throughout the period of the acting appointment of the previous occupant, she did not sign the currency until she was given an appointment letter as a director.” Daily Trust gathered that when the Managing Director of the Nigerian Security Printing and Minting (NSPM) drew the attention of the CBN to the irregularity, The Deputy Governor, Operations, Mrs. Emem Nnan Usoro allegedly overruled, insisting that the coordinators’ name be imprinted on the currency. The CBN rule book( a compendium of policies and Regulations) stipulates the process of appointment in the Bank for appointment as Director is as follows: (a) Advertisement of the vacancy, indicating the requirements for a prospective candidate. (b) Screening of candidates/documentation (c) Conducting interviews for qualified candidates (d) Final results/ communications of appointment. Efforts to get the reaction of the Ag director of Corporate Communication, Hakama Sidi Ali was not successful as she did not pick her call or return the text messages to her line. |

FCSC’s Chairman, Tunji Olaopa, disclosed this at the maiden edition of the commission’s monthly seminar series held in Abuja The Commission, according to Olaopa, will roll out an online recruitment portal that will be accessible to all Nigerians and which will allow eligible candidates to pre-fill recruitment forms and update them from time to time in preparation for the placement of adverts for recruitment into the public service and to the Federal service and in preparation for assessment and interview. The Chairman also disclosed that henceforth eligible candidates will undergo computer-based tests and oral interviews with results collated and released in real time. He further revealed that the Commission was going into out-sourcing contract with the National Open University and by extension with the Joint Admission and Matriculation Board (JAMB) both as technical partners to take advantage of their infrastructure, networks and experience for online-accreditations, computer based test and examination as well as promotion-interview for officers in the Federal Service starting with Directorate level officers. Olaopa also announced the introduction of computer-based tests (CBT) for civil servants’ promotion examination exercise in 2024 to phase out traditional paper-based methods. He added that the commission will transit through the upcoming 2024 Promotion examination exercise from analogue to CBT in tandem with the modernization and digitization of Federal Civil Service core operations. Olaopa added that civil servants will also be taking through some orientation sessions conducted by the Head of Service in the form of mock-test to prepare officers for the 2024 promotion examination scheduled to be held in the 3rd quarter of this year. Citing COVID19 pandemic as a case in point, he pointed out that ICT were used to work remotely from office seamlessly, saying that the Commission will not be distracted by voices that believe that the initiative will not work. He informed that apart from digitization and computerization programme being contemplated by the organization, there were other phases to be unveiled in due course once the approval of President Ahmed Bola Tinubu is secured. |
freshyabstel:Deductions: Maritime workers issue 7-day strike notice WORKERS in the Maritime sector, yesterday, issued a seven-day ultimatum to the Federal Government to stop the implementation of the presidential directive on the 50 per cent automatic deduction from the Internally Generated Revenue of Federal Government-owned enterprises, as it affects the Nigerian Ports Authority, NPA. The workers, in a statement by the Maritime Workers Union of Nigeria, MWUN, and the Senior Staff Association of Statutory Corporations and Government Owned Companies, SSASCGOC, Nigerian Ports Authority, NPA branch, threatened to shut all port activities at the expiration of the ultimatum, if the deduction continues. The statement by President-General and Secretary-General, MWUN, Prince Adewale Adeyanju and Felix Akingboye, and President and Acting General Secretary of SSASCGOC, Akinola Bodunde, and Eko Alli, urged President Bola Tinubu to intervene in the matter, warning that if the policy is not reversed, it would lead to irreversible industrial action and economic damage of the nation. The statement reads: “The Nigerian Ports Authority, as the employer of workers who are our members, is self-funded and receives zero allocation from the government budget. This means that it needs to retain most, if not all, of the funds it generates to be able to continue to effectively discharge its duties, which include constant dredging of our Ports, regular maintenance of our Quay Aprons, maintenance of Ports, Jetties, and Terminals, man Power development and discharge of Corporate Social Responsibilities. “Without prejudice to the intentions behind the formation of policies to raise revenue for the Federal Government, it must be said that it is not advisable to introduce extractive policies to self-funding specialized entities as they will be subjected to unnecessary hardship and avoidable disruption of processes due to the revenue disruptions. “Since it came into force, the list of negative effects of this policy of 50 per cent automatic deduction is growing at an alarming rate. Suffice it to say that the 50 per cent benchmark for deduction is inimical to the survival and growth of the NPA. It constitutes a direct threat to its growth, its operations, and ultimately its very existence.” |
