Japa, power lingering problems in FMC, Umuahia – CMD

Chief Medical Director of the Federal Medical Centre, Umuahia, Prof. Azubuike Onyebuchi, has said that major challenges confronting the health facility and still lingering are ‘Japa’ syndrome and power shortage.


Onyebuchi disclosed this yesterday on the occasion of the end-of-year parley with the staff of the hospital, stating, “Definitely, one of our major challenges is the problem of power. It hasn’t gone away, but the Minister of State has assured us that his ministry is going to work to help us have renewable energy in the hospital that will reduce the load of our EEDC bill and of course the amount of money we spend on diesel.

“Averagely, we spend about N30 million every month on the EEDC bill, maintenance of generators and buying of diesel. That is why government is taking it seriously and in this year’s budget, the Ministry of Health, I think, has added something to help hospitals have some form of renewable energy that will reduce the load on them in terms of the amount we spend on energy.

“However, we have been able to maintain 24-hour power, despite the humongous amount we spend. That is basically due to the prudence of the management.”

The CMD further disclosed, “Again, the ‘japa’ syndrome is continuous. On japa, we have significant number of our work force who have ‘japaed’ and it is affecting our services and we are just managing to backup these services. Just today, I got a resignation from somebody. Two days ago, I got two resignations from some people.

“So, those two problems are still persisting, but I am sure that with what we are discussing with the Federal Government, and the Head of Service, very soon, the ability to replace those staff will be less cumbersome.”

On the payment of salary of those who have left the FMC service, Onyebuchi said, “For us, as soon as we discovered that you are no longer in service, we stop your salaries. That is the first thing we do and of course, take actions according to the public service rules to deal with the situation. If we give you a query and you don’t answer it, and you didn’t take proper permissions to travel, we will terminate your appointment.”

He also spoke extensively on his achievements in the hospital, stating, “We are almost through with one of the biggest Accident and Emergencies Centre that you will have in Nigeria. We are 90 per cent complete.


“We also upgraded the stores building, constructed a new micro-biology laboratory building, a 60-bed female orthopedic ward, and constructed a brand new NHIS clinic for NHIS patients in a one-stop shop. We are constructing a 20-bed guest house for FMC that will help us increase our internally generated revenue; we are also constructing a 30-room intern quarters, and constructing an ENT that will be furnished this year and be put into use.

“We installed two new dental chairs for our VIP patients, made the endoscopic unit very robust and all the equipment we need, their tower and all its accessories have been put in place and overhauled and we have started using them; the general surgeries and obstetrics and gynecology can now do their minimal surgeries very easily.

“We furnished the IVF building, including buying modern ultrasound equipment that they use in working. We furnished all offices, including the ENT complex that we constructed last year, all are in use now. At the medicine outpatient clinic, we have remodeled it. We installed two dental chairs for our VIPs in a VIP area, making it exclusive for those who can pay more than the normal people. We have been able to improve on security by revamping our CCTV, using technology.”

On the kidney transplant section, he said that “the nephrologist that drives the renal plant went to America to upgrade his knowledge and had just returned last week. So, in 2024, we are going to have a lot of renal transplant.”

Capital allocation has been on the increase since Onyebuchi came in as the hospital CMD and he said that the releases are also prompt, adding, “The releases have eventually been 100 per cent since last year that we had some issues. That is why you are seeing some massive infrastructural changes going on. You can count me a very lucky CMD. I am making use of that money and adding value for the money that we are receiving from the Federal Government.

“So, we have done a lot this year, hence I said we needed to thank God for what He has done for us and thank the Federal Government. Any year I thank God, the following year becomes better. So, why won’t I continue to thank God? I thanked God last, and I achieved 50 per cent of what I am achieving this year. So, I know, next year, I will achieve 200 per cent of what I have achieved this year. So, I will keep thanking God.”

George Akume, Secretary to the Government of the Federation (SGF) has warned against the use of his office to issue fake appointments in President Bola Tinubu-led government to members of the public.


Akume gave the warning in a statement on Sunday by Mr Segun Imohiosen, Head of Information, Office of the SGF, in Abuja.

He said that the warning was because of the purported fake appointments emanating from the SGF office by unscrupulous elements to swindle unsuspecting individuals.

Akume debunked the information circulating on the social media, emails, text messages, and other outlets luring members of the public to submit their Curriculum Vitae at a fee, to a non-existing desk in his office.

“The culprit has been using the name of the former Director Information, Willie Bassey, and these fraudulent contacts; Aliyu Isah; +234 9168487156, +234 8035557865 and email; [email protected], among others to defraud unsuspecting Nigerians.

“The general public is by this notice advised to be wary of the perpetrators of these dubious activities and their cohorts; and disregard such information being peddled around.

“Any official enquiry and clarification should follow the official communication channels of the OSGF via www.osgf.gov.ng and [email protected],” he said.

In view of the above, the SGF warns peddlers of such fraudulent requests to desist forthwith from using the Office to fleece unsuspecting members of the public or face the full wrath of the law.

FG approves recruitment of 200 doctors, others for FMC, Abeokuta

As part of efforts to replace health workers who have migrated to foreign countries from the Federal Medical Centre (FMC), Abeokuta, Ogun State, in recent times, the federal government has approved the recruitment of 200 medical and clinical staff at the hospital.


Vanguard, reliably gathered that the approval to employ the new staff was contained in a letter from the office of the Head of Service of the Federation, dated 24 November, 2023 and addressed to the FMC Medical Director.


The letter marked, HCSF/SPSO/ODD/E&WP/650361, was in response to a request by the medical centre to employ more staff, and it was titled, ‘RE: Application For A Waiver To Employ Staff At Federal Medical Centre, Abeokuta’.

The letter of approval read, “I am directed to refer to your letter ref. no. SMH.587/S.26/T/73 dated 31st August, 2023 on the above subject, and convey the approval of the Head of the Civil Service of the Federation for a waiver to enable Federal Medical Centre, Abeokuta, to fill a total of two hundred (200), positions,” the letter partly read.

The FMC was granted a waiver to employ 100 medical staff on the Consolidated Medical Salary Structure; 50 nursing officers and 50 nursing superintendents on Consolidated Health Salary Structure.

This approval, it was said, “is based on and limited to the 2023 Approved Establishment position of the Centre which covers the proposed recruitment.”

The Ogun FMC was advised by the letter to “obtain the clearance of the Budget Office of the Federation in line with the provisions of the extant circular issued by the Office of the Secretary to the Government of the Federation before the recruitment; and to adhere to extant rules including the Federal Character principle while filling the vacancies.”

Confirming the development in a telephone conversation, the FMC spokesman, Segun Orisajor, said the recruitment of new doctors and nurses would help in addressing the issue of staff shortages occasioned by the so-called Japa syndrome.

“Yes, it is (authentic). The Medical Director, Prof Adewale Musa-Olomu quite appreciates the Head of Service of the Federation and Ministers of Health for the kind gesture which will go a long way in reducing the heavy burden on the few hands on ground due to the Japa syndrome,” Orisajor said.

President Bola Tinubu has approved the suspension, removal, and replacement of the following Chief Executive Officers under the Federal Ministry of Aviation and Aerospace Development:

(1) Managing Director of the Federal Airports Authority of Nigeria (FAAN), Mr. Kabir Yusuf Mohammed has been removed from office and replaced with Mrs. Olubunmi Oluwaseun Kuku as the substantive Managing Director of the Federal Airports Authority of Nigeria.

(2) Managing Director of the Nigerian Airspace Management Agency (NAMA), Mr. Tayib Adetunji Odunowo has been removed from office and replaced with Engr. Umar Ahmed Farouk as the substantive Managing Director of the Nigerian Airspace Management Agency.

(3) Director-General of the Nigerian Safety Investigation Bureau (NSIB), Engr. Akinola Olateru has been removed from office and replaced with Mr. Alex Badeh Jr. as the substantive Director-General of the Nigerian Safety Investigation Bureau.

(4) Director-General of the Nigerian Meteorological Agency (NIMET), Prof. Mansur Bako Matazu has been removed from office and replaced with Prof. Charles Anosike as the substantive Director-General of the Nigerian Meteorological Agency.

(5) Rector of the Nigerian College of Aviation Technology (NCAT), Capt. Alkali Mahmud Modibbo has been removed from office and replaced with Mr. Joseph Shaka Imalighwe as the Acting Rector of the Nigerian College of Aviation Technology (NCAT), pending the appointment of a substantive Rector, in accordance with Section 13(2) of the Nigerian College of Aviation Technology Act, 2022.

(6) Director-General of the Nigeria Civil Aviation Authority (NCAA), Capt. Musa Shuaibu Nuhu has been suspended from office to enable the Economic and Financial Crimes Commission (EFCC) to conduct an unfettered investigation into the activities of the suspended Director-General and other senior officials in the Nigeria Civil Aviation Authority. Capt. Chris Najomo assumes office as the Acting Director-General of the Nigeria Civil Aviation Authority immediately.

Hi pls advice me
I was employed last year at this MDA different from my preferred location. I was asked to be on probation for 2yrs compulsory in which I've tried different ways aroundit but it wasn't working.
I stopped going to work and had currently been on suspension since September and not getting any salary till date.
Is it possible I get the confirmation letter after the two years probationary period?.I've done the neccesary verification for IPPIS but I can do away with the salary for the period of 2yrs.
I just want to know if at the end of the two years I can find my way back to get the confirmation letter and seek for transfer.
Note I'm not currently employed elsewhere I'm running my.owm business where I am located although it's very flexible that would have made it much more better to get the employment where I'm located.

I guess this agency is FMC or Teaching hospitals..... the office will be the one to send your name for confirmation and as you abscond from duty, you won't be confirmed, because this Probationary stage is to test employee if they are Good conduct and you already fail.
You can still go and lie to them you have medical conditions and you are fine now to continue your work till that time and it from your office that will release to be seconded or transfer to another Agency.

Reps query ministry for spending N4bn on recruitment of 100 staff

The House of Representatives has queried the Ministry of Water Resources for spending N4 billion on the recruitment of 100 personnel for a period of three months.


The money was said earmarked for a project known as Youth Engagement for Sanitation (YES) across the 774 local government areas in the country.

The Chairman of House Committee on Public Account, Bamidele Salam, issued the query at the ongoing investigation of Ministries, Departments, and Agencies (MDAs) for alleged mismanagement of COVID-19 intervention funds from 2020–2022.

He also queried the ministry for reportedly sinking a borehole for between N12.5 million and N25 million.

The Permanent Secretary in the ministry, Mrs. Didi Walson-Jack, told the committee that the boreholes were sunk in some locations across the 36 states and the Federal Capital Territory (FCT).

She said: “In total, 299 new water schemes were embarked upon during the period, just as a total of 188 old and abandoned solar boreholes were resuscitated during the period.”

The permanent secretary said the states received N10 million naira each in intervention items.

Salam, however, said the committee would embark on project verification, adding that it would not be limited to the ministry but to other MDAs who claimed to have done one project or another.


“The Committee will need to go and see exactly what is on the ground so that we can have value for money,” the chairman added.
