The federal government has hinted on recruitment of new tax collectors or train the existing collectors to be civil in their approach.

The plan is part of the move to reform Nigeria’s tax system as the government searches for revenues to implement its N23trn budget.

The Chairman, Presidential Committee on Fiscal Policy and Tax Reforms, Taiwo Oyedele disclosed in a tweet on Wednesday that it was necessary to streamline multiple taxes in the informal sector and tackle unorthodox methods of collection.

Oyedele said, “We have a choice to recommend that new personnel be recruited and trained to drive compliance or we can train the existing collectors to be civil in their approach.

“While the former may lead to potential backlash, the latter offers a more sustainable solution, avoiding social crises and providing relief to small businesses. Our reforms stand a better chance of success when we find a win-win outcome for all stakeholders than those which seek to alienate others.”

He said the decision was driven by the number of illegal taxies and levies that have hindered businesses in the informal sectors.

The chairman said the country has over 60 taxes, levies and charges across the three levels of government with state and local governments administering 46 taxes and levies.

He highlighted some of the taxes as road taxes, motor park levies, truck, canoe, wheelbarrow and cart fees.


Oyedele said, “There are even more unauthorised taxes all disproportionately affecting small businesses including petty traders, hawkers, artisans, truckers, cart pushers, okada riders and other transporters. The associated costs are inevitably passed on to consumers, mostly low-income earners.

“The payers also have to contend with the unorthodox means of collection and harassment from untrained ‘revenue collectors’ on highways, markets, streets etc while there is very little to show for the revenues collected.”

The tax reform chair said his team has proposed for the repealing of many of the “burdensome taxes, harmonise the few that are justifiable, and digitise the collection process with multiple channels including USSD to drive efficiency, reduce leakages and promote accountability.”

The Executive Secretary/CEO of the Nigerian Shippers Council (NSC), Pius Akutah has revealed that he suspended the last recruitment exercise conducted in October 2023 by his predecessor, Emmanuel Jime for 45 workers due to irregularities noticed in the employment process under the Public Service Rules guiding employment into the agency.

Speaking with Tribune Online exclusively in Lagos, the NSC Boss revealed that efforts are underway to review the employment process and do it in line with Public Service Rules.

According to Akutah, “I am even surprised that this is just being talked about in January 2024 because this happened in November 2023 when I resumed office here at the Shippers Council. Is it possible for somebody to resume at a new organisation and sack people that have already been duly employed legally into the organisation? No, because there are rules governing the organisation in the first place.

“When I newly arrived here, I met a petition on my table already waiting for me. The petition, which was against the recruitment exercise of the 45 workers, was already on my table before I came into office, waiting for me.

“So when I came into office and saw the petition, I called the Labour Union in the Shippers Council and asked them if there is another way we can settle the issues surrounding the recruitment exercise because the petition was against the recruitment and wants it cancelled.

“When I asked the union if there is another way we could handle the issue surrounding the recruitment, the Union said No, that the recruitment was not done in line with extant provisions of the Public Service Rules. That they cannot allow the recruitment to stand.

“So, I began to ask, what is the problem? The issue is that there was actually a recruitment process that commenced under my predecessor, but the recruitment process had not come to the point where employment letters ought to have been issued. Employment letters were issued to the workers after my predecessor, the Executive Secretary/CEO was removed from office.

“Although the employment letters given to the affected workers were dated the 10th of October, the letters were not issued until after the 25th of October 2023 when my predecessor had been removed from office.


“All this time, I was not here then, and the Union kicked against the recruitment process and said it must be stopped. When I came into the office and saw the petition kicking against the recruitment on my table, I actually said we would go on and conclude the recruitment exercise. That we will do it in a manner that is in line with the Public Service Rules.

“So, we wrote the affected 45 workers and told them to hold on, that we are suspending the employment process and will review it to ensure it follows due process. Since then, I have refused to speak publicly about this issue since it’s an internal matter that we are trying to resolve. However, I was surprised to see that the affected workers have taken this issue to the public space, alleging that I cancelled their employment.

“The process to review the employment is on, that’s why I didn’t want to speak about this publicly. If you remember, I resumed here on the 1st of November 2023, and since I resumed here, there have been so many activities between Abuja and Lagos.

“We ought to have started the review of that employment in November 2023 when I resumed here, but because of my very busy schedule, we have not been able to begin the review. I have had to travel countless times between Abuja and Lagos to meet requirements of the Ministry of Marine and Blue Economy, including stakeholder engagement, even though it’s not something I enjoy doing. It’s the exigency of the work which I have no other choice than to do.”

On when the suspended employment process will be re-started, the NSC Executive Secretary explained that “We are calling everybody back very soon to see how we can go on with the employment exercise in a manner that it is supposed to be.

“We have not sacked the 45 persons involved in the recruitment. Nobody was given a sack letter. What we gave them was a letter telling them to hold on, and that there is a review of the employment process. We gave them the letter in December 2023.”

FG approves recruitment of 1650 scientists for research sector

In a bid to boost the staff strength of agricultural research institutions across Nigeria, the federal government has approved the recruitment of 1650 scientists.


The Executive Secretary of the Agricultural Research Council of Nigeria (ARCN), Prof. Garba Sharubutu, who revealed this at an interactive session with journalists Friday in Abuja, also said research institutions have released 23 quick maturing crops, like rice, yams, cassava, that are critical in the nation’s pursuit of food security.

Prof Sharubutu said that due to the importance of research in the attainment of food security, the federal government approved the recruitment of 1650 scientists to boost the staff strengthen of agric research institutes in the country.

“We were instructed to recruit breeders, those that will bring about genetic improvement of our local crops,” he said.

He disclosed that the council had completed training for the newly recruited scientist whom he said will go back to train others.

Sharubutu noted that the welfare of the workers was at the core of its strategy to boost productivity.

According to him, “We are working on improving the working environment of our staff. The aim is the help our workers function very well. We have stated capacity building for them and that is to build their knowledge and confidence. By three years ago, we had only three PhD holders, but I can tell you

that as at today, we have over 15 PhD holders.


“We are also providing working materials for our workers, first in the area of accommodation and the area of tools. As a Coordinating body, we should have materials for data generation.”

According to him, the nation currently has up to 16 research institutions with specific mandates to focus on specific crops.

“So there are those that are in charge of mainly cereals that is grains, like rice, beans. There are those that are in charge of tree crops, like rubber, palm oil. There are also those that are in charge of fisheries, Marine, and fresh water.

“There are those that are responsible for livestock, like the National veterinary research institute, as well as the national animal production research institute. There are also those that are responsible for extension, national agricultural extension research and liaison services.

“If we need food to be placed on the table, our advice to the government is to concentrate on quick maturing crops. What do we mean by quick maturing crops? We mean rice, yam, cassava, Guinea corn, millet. These are what we call the quick maturing crops.

“But our advice also is the fact that other products or order commodities should not be neglected. We cannot neglect the cash crop because of the need to diversify. And if you look at the mandate of Mr. President, and his priority list he mentioned food security as a priority.”

Sharubutu stressed the need for training and education of commodity associations in the food security

campaign to boost food production.

According to him, most farmers who are members of such associations listen only to their leaders without having an understanding of how to cultivate crops in line with evolving global practice and methodologies.

“We need a closer collaboration with our farmers, commodity associations and meteorological unit. If you recall when President Tinubu was talking about the declaration of a state of emergency, he said he wants to revive the commodity associations.

“Some of these farmers listen more to the leadership of their association much more than they listen to government, why because the politicisation of our polity in itself makes some people not to listen to certain radios, not to listen to television programmes. They listen to what they want to hear.

“So we think that the commodity associations will do better if they actually key into the programmes of government.

“Most of the associations were gearing up towards how much budget is going to be made so that they will be able to manipulate and get these resources to reach the farmers.

“The declaration of emergency is not just about pumping more money, it is also about education. And I call on our commodity associations to please key into this policy by way of educating their members as to the viability of some of these things we preach on,” he said.

“We now have four new varieties of maize that are resistant to army worm, a major

destructive maize disease. They are also quick maturing and resistant too oops the effects of climate change. We also have new varieties of beans that can resist insects that decrease their productivity.

“We have varieties of tomatoes and okro that are quick yielding to give us large number of products per hectares and many more.”

Noting that agricultural research is at the centre of all attempts to boost food production, he called on the media to support the council by not only reporting research results, but also informing people of where those researches are domiciled and how farmers can access the products of the research so that they can take advantage of them.

Due to the evident shortage of healthcare professionals in Nigerian public hospitals and the bureaucratic hurdles hindering staff recruitment, the Nigerian government has granted authorization to the Federal Ministry of Health and Social Welfare. This empowerment enables the ministry to approve recruitment requests from qualifying health institutions.

The decision, reached during a session of the Federal Executive Council (FEC), aims to streamline the hiring process for healthcare workers and mitigate delays. Ali Pate, the Minister of Health and Social Welfare, conveyed during the FEC meeting on Wednesday that the lengthy replacement of departing health workers is primarily attributed to the multiple stages involved in the waiver process.

According to reports from Vanguard Newspaper, Mr. Pate elaborated that President Bola Tinubu directed the council to delegate the approval of these waivers to the Ministry of Health and Social Welfare, eliminating the need for involvement from the Office of the Head of Civil Service of the Federation. This directive is expected to expedite the recruitment of health workers, addressing the issue of unemployed individuals within the constraints of fiscal resources.

It is noteworthy that in June 2023, President Bola Tinubu dissolved the boards of all federal government parastatals, agencies, institutions, and government-owned companies as part of his administration’s initiatives.

g. Nigerian Army Electrical and Mechanical Engineers. Applicants must possess a minimum of B Eng, BSc (Eng) (Second Class Lower) degree or HND (Lower Credit) in any of the following areas: Automotive, Electronics, Mechatronics, Systems, Weapon and Marine Engineering, Mechanical Engineering, Industrial/Production Engineering, Marine Architecture, Material Science. o. Directorate of Chaplain Services (Roman Catholic). Applicants must possess a minimum of Bachelor of Arts (Second Class Lower) degree in Philosophy or Theology or be an Ordained Catholic Priest from a Roman Catholic approved seminary, affiliated to a National Universities Commission accredited University or Urbanian University, Rome. Applicants must have good standing in the Church and be released by a Diocesan Bishop with a proof of ordination. Applicants must be vetted and recommended by the NA Directorate of Chaplain Services (Roman Catholic).



p. Directorate of Chaplain Services (Protestant). Applicants must possess minimum of BA (Second Class Lower) degree in Divinity Theology from any of the Seminaries/Universities recognized by the NA Directorate of Chaplain Services (Protestant). Applicants must belong to one of the 18 major denominations of the protestant faith. Soldier applicants must have served the NA with a minimum of 6 years experience in Chaplaincy work and must be vetted and recommended by the NA Directorate of Chaplain Services (Protestant). Applicants must provide proof of Ordination, attestation and certification by an ordained Bishop.



q. Directorate of Islamic Affairs. Applicants must possess a minimum of BA, B Ed (Second Class Lower) degree in the following areas: Islamic Studies, Arabic and Islamic Studies, Arabic, LLB Sharia, Islamic Theology, Qur’anic Science, Hadith Sciences, Qur’anic Exegesis, Islamic Jurisprudence, Comparative Religious Studies from recognized Nigerian universities, Azhar University, Cairo or Saudi University. Each applicant would be required to produce testimony of excellent character from a reputable Islamic religious organization in Nigeria.Applicants must be able to speak Arabic and English languages.



ENTRY REQUIREMENTS

3. All applicants must satisfy the following conditions:

a. Be a Nigerian as defined in the Constitution of the Federal Republic of Nigeria.

b. Be a male or female between the ages of 20 and 30 years. Medical consultants could be between 25 - 40 years of age by April 2024.

c. Be medically, mentally, and physically fit according to NA standards.

d. Be recommended and attested to his/her good character by at least 2 recognizable referees who are either a Local Government Chairman/Secretary or an officer of the Armed Forces not below the rank of Lieutenant Colonel and equivalent or an Assistant Commissioner of Police and above who must hail from the applicant’s state of origin. Passport photographs of referees must be affixed to the letter of attestation.

e. Applicants must submit a letter of Attestation from their former institutions.

f. Measure in height at least 1.68m (for males) and 1.65m (for females).

g. Must not have been convicted by any court of law. Military personnel applying must be free from any disciplinary case and endorsed by the applicant’s Commanding Officer/Commander.

h. Possess at least a first degree with not less than Second Class Lower Division or HND (where applicable) of not less than Lower Credit from any accredited institution of learning.

i. Possess a valid birth certificate endorsed by the National Population Commission, Hospital, or Local Government Council or a valid age declaration.

j. Possess a valid certificate of state of origin.

k. Applicants must possess an NYSC discharge certificate or valid exemption certificate as appropriate.

l. Graduates with professional qualifications must be duly registered by relevant regulating bodies recognized by Nigerian Laws at the commencement of cadet training.

m. Only Post-secondary academic credentials obtained from 2014 to date will be considered.

n. Applicants must present valid contact addresses and telephone numbers of parents/guardians and Next of Kin as appropriate.

o. Candidates must not have any bodily inscriptions or tattoos.

p. Candidates must tender all original copies of educational certificates (primary to Post-secondary).

q. Service personnel must present valid military identity cards and letters of recommendation by their Commanding Officers/Commanders. They must also present valid letter(s) of Service sponsorship to tertiary academic institutions (where applicable). Additionally, they must have served for a period of not less than 5 years.

r. Candidates must not belong to any cult/society/fraternity.

s. Candidates with the ability to swim will have an added advantage.



CONDITIONS OF SERVICE

3. The DSSC will be granted for a total of 15 years, for an initial period of 8 years, renewable yearly for another period of 7 years.Direct Regular Commission (DRC) may be granted on conversion after 3 years as a commissioned officer. Other Service conditions include the following:



a. The DSSC officers shall be on probation for the first 3 years of service.

b. Conversion to DRC is not automatic but based on application by an eligible commissioned officer. It is however based on availability of vacancy and other criteria that are or will be in force from time to time.

c. All graduating officer cadets must sign an acceptance of the terms and conditions governing the DSSC before they are granted commission into the NA.

d. The reckonable period of service for civilians who become commissioned officers will be based on the date of commencement of cadet training while that of military personnel applicants would be the date of enlistment.

e. Medical Consultants on successful completion of military training shall be granted the rank of Major with seniority effective from date of commission.

f. Officer cadets who successfully complete the military training shall be granted the rank of Lieutenant (except for medical consultants who will be commissioned as Majors) with seniority effective from date of commission.

Successful applicants would be required to take a written examination at assigned examination centres. Customs set for salary review – CGC


The Comptroller General of the Nigeria Customs Service, Adewale Adeniyi, on Tuesday, said that the service was due for a salary review.

Adeniyi made this disclosure during an interview session with Arise TV monitored by The PUNCH.

He explained that the last review the service had was five years ago, adding that there would also be a review of the allowances for officers.

Recall that in 2018, the then Minister of Finance, Kemi Adeosun, promised to ensure a salary increase for officers of the Nigeria Customs Service. Mrs Adeosun made the promise at the celebration of International Customs Day at the Customs Command and Staff College Gwagwalada, Abuja.

However, Adeniyi during the interview session said, “The last salary review we had w as over 5 years ago and I think we are due for another review.

“We would take a second look at some of the allowances our officers are getting while on the job. We would also look at packages for officers who are retiring so that they should be able to concentrate on the job while in active service.”

The customs boss added that the officers need to be properly motivated to be able to achieve the N5.1tn revenue target for 2024.

“I must say that the NCS Act 2023 ensures the need to have a conducive environment that takes into consideration all of these things that you talked about particularly creating the right environment to facilitate trade and ensure that Nigeria becomes a profitable trading community.”


Adeniyi also said that one of the things he planned to do as the CGC was to enhance the welfare of officers.

“And when you talk about that, you are talking about what their take home should be, ensuring the allowances were paid as at when due, making provision for insurance to be in place.

“And most importantly, career progression, on this we have made conscious attempt,” he said.

He added that over 6000 officers went for capacity training both locally and internationally in the second half of 2023.

“Several capacity programs have been organised locally and internationally for our officers. For example, in the second half, we had over 6000 customs officers that went for the capacity programs.”

“And promotion exercise which we used to roll over into the fourth or fifth month, we ensure that we started it in third quarter 2023 and by the end of fourth quarter 2023, promotion exercise had been completed and over 2,400 officers benefitted from it,” the CGC said.

He reiterated that the service while the service progresses in the deployment of technology, stakeholders would be carried along.

According to him, “We envisage that in 2024 and beyond, we would take more initiatives and provisions and particularly the dispute resolution to ensure that customs won’t be the accused and judge. And we have taken measures to begin the implementation of these initiatives right from the first quarter,” he concluded.

DSS Boss recruits over 100 from own home town

Publisher of Daily Nigerian online newspaper, Mallam Jaafar Jaafar, has accused the Department of State Security (DSS) Boss, Mr. Yusuf Bichi, of employing over 100 people from his hometown with degree certificates from Benin and Togo. Mr. Jaafar wrote on X that

“According to Federal Ministry of Education, the suspension of Benin and Togo degrees “persists pending the outcome of an investigation involving the Ministries of Foreign Affairs and Education of Nigeria and the two countries as well the Department State Services, DSS and the National Youths Service Corps, NYSC.”

“But the problem is that the DG of @OfficialDSSNG Magaji Bichi has employed over 100 Cotonou and Togo “graduates” from his hometown. Insiders said the service lowered its recruitment bar, set aside its strict, multi-level recruitment tradition to inject quacks into the once prestigious service. I hope DSS will not delegate officers with Tokumbo degrees to represent the service in investigating this academic fraud.
