BUHARI DROPS IN APPROVAL RATINGS FOR THE FIRST TIME A monthly poll tracking the performance of governments at all levels in Nigeria has recorded President Muhammadu Buhari’s first major approval rating slide. The February survey by Governance Advancement Initiative for Nigeria, GAIN, said more Nigerians for the first time since December 2015 scored Mr. Buhari low on jobs, economy, and power. In earlier months, the poll found that majority of respondents did not blame President Buhari for Nigeria’s current economic troubles. They blamed former President Goodluck Jonathan instead. The trend however shifted significantly in February as the nation’s economic crisis bit harder, in what the poll coordinators said suggested the president’s “honey moon” might have ended. “The survey was administered using electronic media between February 22nd and 29th, 2016. A total of 757 complete responses were received. The survey results have a 4% margin of error at a 95% confidence level,” said Malcolm Fabiyi, one of the poll’s coordinators, who previously served as a visiting professor at the Lagos Business School. The February result showed that Mr. Buhari’s approval rating dropped from 63.4% in January to 32.8%, and more Nigerians held the president responsible for the struggling economy for the first time. The president scored low on jobs, economy, power, and rule of law. A huge 79 per cent of respondents rated the government’s handling of recurring clashes between herdsmen and farmers poor. The poll also found that the Nigerian Senate maintained the lowest approval rating of all governmental institutions. The army was the highest rated national institution. Respondents also rated Ibeh Kachikwu, the minister of state for petroleum, as Nigeria’s best minister so far. Imagine the way these people are trying hard to paint Jonathan black. Suddenly everyone wants to pretend we didn't know of a former president that came out of jail with less than 100,000 naira in his bank account but ended up having a multimillionaire university, mega million farm, world class presidential library among so many other known and unknown investments and at least he is a multi- billionaire today. What about all those northern heads of states both dead and alive whose acquired/embezzled wealth after leaving office is enough to feed up to two small African countries comfortably. I often wonder if Nigerians have short memories or is it the intentionally pretend to forget? |

IS IT BECAUSE IT IS BUHARI? I marvel at the way and manner we think in this country, worst of it the way we think in the north. It is just a few months ago that we all continually lambasted president Jonathan's cluelessness, I referred to him as the "drunken master of Otuoke", and nobody harassed me, and now because they fear the power of the media that brought them to power they want to castrate the social media, with Buhari firing the first shot in an interview with Sahara reporters' Adeola in New York, why, is it because it is Buhari? We demonstrated against pump price increment for petrol, government of president Buhari wants us to swallow the same pill we rejected a few months ago, yet some of my northern compatriots see nothing wrong with that, is it because it is Buhari? When three sons of Sheik Zakzaky were murdered during the Jonathan administration, El-Rufa'i called it genocide by the jonathanian army, now under Buhari more than 200 are killed, their mosque and houses destroyed under Elrufai's nose as Governor of the same state, he has not called it genocide by the Buharian army, is it because it is Buhari? Under the Jonathan administration subsidy payments were termed as fraud, and there were hues and cries to crucify oil marketers, Buhari even called it a fraud himself, we also thought so, Six months later the same Buhari is paying for subsidy yet nobody is calling it a fraud, why, is it because it is Buhari? We criticized Jonathan for keeping a large fleet in the presidential fleet and wasting monies on maintenance, only recently President Buhari's spokesman admitted 2 billion Naira was spent on their maintenance, when other presidents are even doing away with their jets, yet we sit down and watch helplessly, is it because it Buhari? Fuel scarcity is biting harder, value of the Naira is going rock bottom, inflation is now on auto pilot, while profits are dropping, purchasing powers are becoming weaker, yet we are asked not to query them, is it because it is Buhari? If we criticized Jonathan for cluelessness, we will also criticize Buhari for helplessness. While tribal and regional jingoist see nothing because it is Buhari, what I see first is Nigeria and not whether Jonathan is a southerner or Buhari is a Northerner, we. Cannot continue to be trapped in the closet of tribalism,regionalism and religious bigotry yet expect our country to remain one and grow. Yes! we might be of different orientation and background but what is good is good any where any time and what is bad is bad, I cannot be suffering and keep smiling because "my brother" is the president. An Open Letter to Nigerian President Muhammadu Buhari by Bruce Fein (Constitutional Lawyer and Author) President Muhammadu Buhari Aso Rock, Abuja Nigeria Dear President Buhari: When you visited the United States Institute of Peace last July, you pledged that you would be "fair, just and scrupulously follow due process and the rule of law, as enshrined in [the Nigerian] constitution" in prosecuting corruption. Such loftiness is laudable. As the Bible instructs in Amos 5:24: "[L]et justice roll down like waters, and righteousness like an ever-flowing stream." But to be just, the law must be evenhanded. It cannot, in the manner of Russian President Vladimir Putin, be something that is given to punish your enemies and withheld to favor your friends. If so, the law becomes an instrument of injustice bearing earmarks of the wicked rather than the good. In the United States, you declared a policy of "zero tolerance" against corruption. You solicited weapons and other assistance from the United States government based on that avowal. But were you sincere? During your election campaign, you promised widespread amnesty, not zero tolerance. You elaborated: "Whoever that is indicted of corruption between 1999 to the time of swearing-in would be pardoned. I am going to draw a line, anybody who involved himself in corruption after I assume office, will face the music." After you were inaugurated, however, you disowned your statement and declared you would prosecute past ministers or other officials for corruption or fraud. And then again you immediately hedged. You were reminded of your dubious past by former Major General and President Ibrahim Badamasi Babangida, who succeeded your military dictatorship. He released this statement: "On General Buhari, it is not in IBB's tradition to take up issues with his colleague former President. But for the purpose of record, we are conversant with General Buhari's so-called holier-than-thou attitude. He is a one-time Minister of Petroleum and we have good records of his tenure as minister. Secondly, he presided over the Petroleum Trust Fund, PTF, which records we also have. We challenge him to come out with clean hands in those two portfolios he headed. Or we will help him to expose his records of performance during those periods. Those who live in glass houses should not throw stones. General Buhari should be properly guided." You then swiftly backed off your zero tolerance policy because you would have been its first casualty. You opportunistically announced that zero tolerance would be narrowed to the predecessor administration of Goodluck Jonathan because to probe further would be "a waste of time." That conclusion seems preposterous. In 2012, the World Bank's ex-vice president for Africa, Oby Ezekwesili, estimated that a stupendous $400 billion in Nigerian oil revenues had been stolen or misspent since independence in 1960. The lion's share of that corruption spans far beyond the Jonathan administration. Your zero tolerance policy seems to come with a squint to avoid seeing culpability in your political friends. A few examples are but the tip of the iceberg. A Rivers State judicial commission of inquiry found that N53 billion disappeared from the Rivers State Reserve Fund under former governor Rotimi Amaechi. Former Lagos governor and head of your campaign finance team Babatunde Fashola was accused ofsquandering N78 million of government money to upgrade his personal website. The EFCC has ignored these corruption allegations, and you have given both promotions: the Ministry of Transport to Mr. Amaechi, and the Ministry of Power, Works, and Housing to Mr. Fashola. In contrast, you have played judge, jury, and prosecutor in the newspapers to convict former PDP Petroleum Minister Diezani Alison-Madueke of corruption. Is this evenhanded justice? United States Supreme Court Justice Robert Jackson taught: "[T]here is no more effective practical guaranty against arbitrary and unreasonable government than to require that the principles of law which officials would impose upon a minority must be imposed generally. Conversely, nothing opens the door to arbitrary action so effectively as to allow those officials to pick and choose only a few to whom they will apply legislation and thus to escape the political retribution that might be visited upon them if larger numbers were affected." To investigate or prosecute based on political affiliation or opinion also violates Articles 2 and 7 of the Universal Declaration of Human Rights. It is unworthy of a great nation like Nigeria. Make the hallmark of your administration justice, not retribution, and you may live for the ages. I am a United States citizen and lawyer. I have no political standing in Nigeria. Some might argue that my speaking about the administration of justice in Nigeria bespeaks impertinece. But you chose to vist the United States to solicit weapons and other assistance from my government--a government of the people, by the people, for the people. The United States government represents me. What the United States government does reflects on me.
