“Well, it depends on what we’re doing in terms of the rule. I’ll give you an example. When you look at the last time, we also had electronic voting when we were going to elect the speaker [Femi Gbajabiamila]. It’s different from what happened this time when we’re going to elect the speaker [Tajudeen Abbas]. So the rules are different,” he explained.

He maintained that voice voting is a common practice in the House, adding, “I don’t think this particular situation is different.”

National Vice-Chairman of Peoples Democratic Party (PDP), Chief Dan Orbih, says the FCT Minister, Nyesom Wike, is working for Nigerians and not for All Progressives Congress (APC).

Orbih in an interview with the News Agency of Nigeria (NAN) Abuja on Saturday said having sought permission through the relevant organs of the party, PDP permitted Wike to serve in the President Bola Tinubu administration.

He said that in view of this, there should not be any issue with Wike working with the APC-led Federal Government.
“And I can tell you there is no record that the current acting national chairman and the members of the national working committee, or any of the organ wrote him in reply to his letter that he should not participate in this government.

“He wrote to the South-South Zonal executive. We had a meeting in Port Harcourt and unanimously we said it was a call to national service, and we gave him our nod.
“He wrote to the state chapter of his party and the response was positive; that he should take the appointment as a national call for service

“He wrote to his ward and Local Government chapters of the party. There is no organ of the party that came out to say no, don’t accept this appointment.

“He wrote to the Governors Forum and I can tell you, that at the end of the first meeting held by the forum, a delegation of that body went to congratulate him in Abuja,” he said.

He noted that political parties must be careful how they treat their members.

“Now I have told you that his participation in this government is not an issue, except for those who are mischievous.

“When he was given an invitation to serve in this government, he wrote to every critical organ of the party, informing them that Mr President has invited him to be part of his government.

“I am also aware, that not too long ago, the members of the Board of Trustees met him in his official residence, and throughout that meeting, none of them raised this issue.”

“So, Wike, the Minister of the Federal Capital Territory, is not working for APC; he is working for the government of the Federal Republic of Nigeria,” he said.

The PDP National Vice-Chairman also said that his relationship with the FCT minister and his friends in other political parties could not be defined by his politics.

“Let me make it abundantly clear here that my membership of PDP cannot determine those who are my friends and those who should be my enemies.
“If at my age, I now belong to a political party and the party tells me, this man cannot be your friend, then it is wrong.

“I have friends across board. I have friends in Labour Party, APC, and in many other parties, but that doesn’t affect my membership and commitment to the PDP.

“I want to say it very clearly, PDP cannot determine my friendship with Nyesom Wike, a very dependable, hard-working friend of mine, he added.

Imagine a Rivers State where President Bola Ahmed Tinubu hesitated to declare a state of emergency. The political standoff between the State Assembly and Governor Siminalayi Fubara could have continued and degenerated into violence. Impeachment threats might have spurred attacks on lawmakers by the governor's supporters, while militants in the creeks—primed to sabotage critical oil infrastructure—could have plunged Nigeria's oil production back to pre-2023 lows. Sensational reporting of the crisis by journalists and opportunistic litigation would have inflamed tensions further, paralysing governance and risking lives. Schools and hospitals would shutter; investors would flee. We can only imagine the human and economic toll.

Today, thanks to the president's intervention, Rivers State can breathe again. Political tensions have eased, banal headlines have quietened, and stakeholders—encouraged by the newly-appointed administrator—are charting a path to lasting peace. Critics who argue the crisis "did not yet warrant" emergency rule ignore a stark truth: waiting for the breakdown of law and order to escalate into anarchy before acting is like withholding firefighters until a house burns to ashes.

A responsible leader like President Tinubu, who swore an oath to protect the constitution and corporate existence of the country, can not fail to act when a constituent part of the Federation is careering towards the precipice. The political crisis in Rivers State between Governor Siminalayi Fubara and members of the State House of Assembly who owe allegiance to the Minister of Federal Capital Territory, Nyesom Wike, that blew open barely six months into the administration of the Governor has degenerated by 18 March. A chain of events since the war of attrition started 14 months ago among the combatants had indeed paralysed the government of Rivers State to the point where Fubara, copying from the bad book of former Governor Obaseki in Edo, emasculated an arm of government entirely. This reality informed the Supreme Court's damning verdict about the absence of government in the State as enshrined in the 1999 constitution of Nigeria, as amended. The court also excoriated Fubara for acting like a despot.

Rivers was in a grave situation, as the combatants refused to allow reason to prevail, even after the Supreme Court judgment, before President Tinubu declared a state of emergency on 18 March. The President took action in the best interest of the people of the State, who had become victims of the warring politicians, the people they elected to serve them. President Tinubu needed to act. He chose prevention over cure.

Section 305 of Nigeria's Constitution empowers the President to act when the nation faces a breakdown of law, order, and economic security —precisely the case in Rivers, a bastion of Nigeria's oil-dependent economy. Intelligence confirmed militants, told by Fubara to await signals, were already targeting pipelines, risking a collapse in output and a Niger-Delta domino effect. Historical precedents, such as the past emergencies in Plateau and Borno and the doctrine of necessity, support the President's proactive measures to avert disaster. The President's oath demands he must not fail in his sacred duty to safeguard national stability, not watch idly as partisan strife strangles our democracy and the material well-being of Nigerians, whose prosperity depends on the social and economic interdependence of every part of the country. Rivers State is a significant hydrocarbon economic artery in Nigeria, and any dislocation and politically motivated disruption of the oil industry in the state will have ripple effects on the national economy.

Answering the Critics:

Critics claim the emergency rule in Rivers undermines democracy. Their position misrepresents reality. The intervention is temporary, surgical, and aimed at restoring—not replacing—democratic institutions. The suspension of political actors for six months is no power grab; it is not a permanent removal but a reset to disarm warring factions. Notably, the same critics who assailed the President's action for suspending the political actors remain silent on Governor Fubara's refusal to collaborate with the legislature, exposing their partisan bias. Democracy can not thrive amid lawlessness—anarchy is its antithesis.

The appointed administrator, Vice Admiral Ibok Ibas (Rtd.), has already convened a meeting with traditional leaders in the State as one of his first steps to forge lasting solutions. This intervention ensures Rivers' people retain their democratic rights while shielding the Nigerian and Rivers State economies from collapse. It is worth repeating that President Tinubu acted within the law and his executive powers under the constitution until the Supreme Court says otherwise.

President Tinubu and the National Assembly remain committed to lifting the emergency once stability returns and also ensuring elected officials resume their duties.

The 18th-century English philosopher Edmund Burke once warned, "The only thing necessary for evil to triumph is for good men to do nothing." President Tinubu chose courage over complacency. His action prioritised Nigeria's interest over political expediency, averting a more profound crisis. To those who brand him a democrat turned "tyrant," my response to them is simple: Which democracy prospers in chaos? Rivers' newfound calm vindicates President Tinubu's resolve. He deserves commendation, not condemnation, not calumny for his statesmanship. Rivers and Nigeria are safer for it.

Former governorship candidate of the Peoples Democratic Party (PDP) in Ogun State, Otunba Segun Sowunmi, has hinted on how PDP National Working Committee will handle the Supreme Court Verdict in the case of Samuel Anyanwu vs Hon Udeh Okoye as National Secretary.

He also faulted the statement by National Publicity Secretary, Debo Ologunagba, describing the supreme court judgement as a victory for democracy.

Mr Ologunagba said that the party’s National Working (NWC) received the judgment of the court which affirmed that the issue was that of party leadership positions.

“Today’s judgment of the Supreme Court reaffirms the standing position of the party.

“It emphatically settles the emergence of Sunday Udeh-Okoye as the substantive National Secretary of the PDP, having been duly nominated, endorsed and ratified through the internal mechanism of the PDP statutory organs and bodies,” he said.

Hon. Ikenga Ugochinyere has rejected the declaration of state of emergency and appointment of Sole Administrator in Rivers state.

It is coming despite that the National Assembly had approved the declaration of a state of emergency by President Bola Tinubu in Rivers State.

The red chamber, which met behind closed-doors, ratified the six-month suspension of Governor Sim Fubara, his deputy, Ngozi Odu, and all elected members of the state House of Assembly, as announced by Tinubu, through voice votes.

Senate President Godswill Akpabio, who chaired the plenary, did not call on members to make their contribution after the two hours closed-door session.

In approving the emergency rule, the senate, however, said the National Assembly should oversight the activities of the sole administrator, Obot-Ette Ibas, a former Chief of Naval Staff.

The senate also recommended the setting up of eminent Nigerians, who would meet with the warring parties in the Rivers State political tussle.

House of Representatives, which sat earlier, also approved Tinubu’s emergency rule in Rivers State.

The decision was reached through a voice vote during yesterday’s plenary after the House failed to form a quorum the previous day, preventing any debate on the president’s proclamation.

Tinubu and his party, All Progressives Congress (APC), lauded the National Assembly for what they described as its decisive and patriotic ratification of the state of emergency proclamation in Rivers State.

They said it was a critical step to restoring stability after a protracted political crisis that paralysed governance in the state and endangered national economic security for over 15 months.

But Nigerians across many divides condemned the development, expressing disappointment in the federal legislature.

Addressing his colleagues after the decision had been taken at the executive session, Akpabio said the red chamber followed its rules and constitutional requirements needed to pass such a critical resolution.

According to him, “The senate in closed session discussed issues relevant to the workings of the senate, in particular, and the proclamation of a state of emergency by Mr. President and matters connected with the National Assembly, in general.

“Hence, the senate in the closed session received briefing from the President of the Senate on the circumstances of the proclamation of a state of emergency declared by Mr. President, Commander-in-Chief, Asiwaju Bola Ahmed Tinubu GCFR, President, Commander-in-Chief, Federal Republic of Nigeria, on the state of affairs in Rivers State and the senate resolved as follows:

“The senate invoked the powers conferred on it by Section 305 (2) of the 1999 Constitution of the Federal Republic of Nigeria (as amended) and approved the proclamation of the state of emergency declared by Mr President in Rivers State of Nigeria.

“The senate further directs that the declaration of the state of emergency as contained in the proclamation document and hereby mandates the president to review and even to terminate the state of emergency at any given time but not later than six months.

“The senate further resolved that Section 11(4) be invoked, providing the National Assembly the authority to set up a Joint Ad hoc Committee of both chambers to oversight the administration of Rivers State, henceforth.

“The senate further resolves that a committee of eminent Nigerians be set up to reconcile the warring groups within the government of Rivers State within the period of the state of emergency in Rivers State.

“The senate further resolves that the committee to reconcile the warring factions in Rivers State should consist of eminent Nigerians.”

Akpabio added, “Distinguished colleagues, the senate hereby approves the proclamation of the state of emergency 2025 declared by Mr. President in Rivers State of Nigeria, pursuant to Section 305 (2) and pursuant to our rules, section 1(b), of the Standing Orders of the Senate, and also pursuant to rules 134, 135, and 136 of the Senate of the Federal Republic of Nigeria.

“Distinguished colleagues, let me thank you for your cooperation and patriotism as enunciated, as expressed, as elucidated and as displayed on the floor of the senate today.

“It is our hope that this declaration of a state of emergency by Mr. President, will bring peace and ensure speedy resolution of all the issues that led to the impasse.

“I hope that all will abide by this and use this window of opportunity within the next six months to resolve all issues so that we can have peace and tranquillity with good governance in the Rivers State of Nigeria. I so thank my colleagues.”

In the House of Representatives, a similar decision was reached through a voice vote during plenary session after the House had failed to form a quorum the previous day, preventing any debate on the president’s proclamation.

The lawmakers, however, introduced an amendment allowing for a flexible review of the emergency rule.

However, the court later ruled that going by the provisions of the Constitution, the President has no power whatsoever to remove a governor or any elected officials even in the State of Emergency situation. That was why Goodluck Jonathan couldn't removed those governors in the North even when he declared SoE.

I'm quite appalled by the illegal act of suspending the Governor when the constitution is clearly against it.

Before Tinubu, Obasanjo was the first to declare a six-month state of emergency in Plateau State in 2004 due to clashes in the state between Muslims and Christians, which, at the time, reports say spread to some parts of Kano State.

The OBJ government accused Governor Joshua Dariye of not doing anything to douse off the killings in Plateau and said it feared the crises may spread further. Dariye was therefore suspended and Maj-Gen Chris Alli (retired) was appointed to administer the state for a renewable six months. But it wasn't renewed after it ended in November. Dariye, however,, came back with some skepticism over some allegations against him in the UK. But still, that's not reason enough for him to be denied resumption into office by Obasanjo.

Does it work? Partly yes. Alli handled the affairs of Jos almost like the military he was. The bloodshed significantly reduced, and people were able to move around, unlike before the state of emergency. We enjoyed relative peace on the Plateau at the time. I still remember this.

With the recent development in Rivers and the president's decision to suspend Fubara's government, we hope it turns out to be effective in calming situations down and not result in some political assassination.

Vice Admiral Ibok-Ete Ekwe Ibas, born on September 27, 1960, in Nko, Cross River State, Nigeria, is a distinguished Nigerian naval officer and diplomat. He served as the 22nd Chief of Naval Staff of the Nigerian Navy from July 2015 until his retirement in January 2021. In recognition of his exemplary service, he was appointed as Nigeria's Ambassador to Ghana in 2021.

Educational Background and Naval Training:

Ibas commenced his primary education at Nko Primary School and completed it at Big Qua Primary School, Calabar, in 1971. He attended Hope Waddell Training Institute from 1972 to 1976 and the School of Basic Studies, Ogoja, between 1977 and 1979. His naval career began at the Nigerian Defence Academy on June 20, 1979, as part of the 26th Regular Course, leading to his commission as a sub-lieutenant on January 1, 1983.
