Possible thing that can change the cost of such project significantly is the terrain. Lagos is a swampy area and any construction project is likely to cost more than conventional. Also the population that will use it determines the quality of things or will you want to waste millions for it to fail so soon?

The S-400 is highly flexible when it comes to engagement ranges. The system uses multiple types of interceptors based on the targets range using the insane 40N6 (~ 400 kms) interceptors you mentioned to bring down its target:

The patriot has a single type of interceptor (~150 kms range against aircrafts) for all types of targets, this approach has its own advantages and disadvantages. But suits the US / NATO and the other users just fine. But when it comes to detection and engagement ranges, the S-400 will probably detect, track and fire at a bogey long before the Patriot can even see it clearly.

Now we know the reason this country won't go anywhere. Tribalism is what's killing us. Just cos the person we want in power didn't win doesn't mean we should make sure the government fails. How will the economy pick up when all we can use to boost it is being destroyed?

Dont be too emotional about Nigeria, you can get killed easily if a Muslim accuses you of saying something bad about Mohammed even while you are preaching peace like this in a market place and nothing will happen.
