The region needs reservoirs and good drainage networks in strategic areas.

Tree or no tree, the flood will still flow because it rains heavily and rivers burst their banks etc.
It may not corrode the soil if theres vegitation but the flood will impact on civil structures so planting trees without correct drainage is not a complete solution.
