Did i say it was for deduction? He said he would pay 60% of CONMESS. Conmess is salary structure of doctors. For instance a doctor on grade level 13 say was earning 150,000 which was increased to 280k with conmess ie 130k but PO chose to pay 78k ie 60% when there was money. That's the reason for the strike. He didn't even agree to give them their complete money even after the 13months it was Obiano that came and commenced 100% implementation of conmess. Everyone can not work in the secretariat, it is not good to employ like 10 people to share one computer in a secretariat, whereas you can create other avenue and employ them so that they can be productive. hence some states are struggling with payment of salaries.
What drives the economy is the private sectors, even our oil rigs and what have you are been managed by private companies.
