It is not commonsensical to make assumptions on Buhari's behalf! Power (and infrastructural development in general) is a major issue that has always ranked among the most pressing problems of Nigeria. If it is a priority for Buhari, he would explicitly MENTION it as a priority. Who are you to tell us on his behalf what he has not told us by himself?

What the constitution says is that a minister must be appointed in each state of the federation in addition to another six representing the six geo-political zones.

There is nothing like geopolitical zones in the 1999 constitution. The concept of six geopolitical zones is an entirely consensual arrangement arising from implicit understanding among the political class across divides.

Then there is nothing new in his stance. Even under the PDP, governors would only recommend, while the final decision on who to appoint was always the president's prerogative. If Buhari claims that he would not allow governors recommend ministers for him, but then allows characters like Tinubu and Atiku et al to recommend their loyalists as ministers, then what difference will it make?

I believe what the guy is driving at is that the constitution stipulates that at least one minister MUST be appointed from each of Nigeria's 36 States.

It may be difficult for any president to personally know credible people to appoint from every single state of the federation, which means he must at times rely on recommendations/nominations by certain influential people in certain states. This is the rationale for the PDP's tradition of allowing governors recommend ministers. In Buhari's case, if it's not the governors that will recommend, we also hope that it wouldn't be equally discredited political power mongers like Bola Tinubu, Atiku, Saraki, etc? Otherwise, it wouldn't make any difference.

Curiously, all the cases he filed in the past have been assigned to the same judge and he has always got favorable judgements. NDLEA and his political traducers are aware of this and that's why they'll stop at anything to ship him to U. S before Wednesday. On the other hand, if he gets that judgement on Wednesday, he can never be tried again in Nigeria or extradited till he dies!. He has planned to get the judgement before May 29th when GEJ is still in power. So, it'll get more interesting between now and Wednesday as OBJ and others have the last chance to ship Kashamu Buruji to the U. S failure of which he will legally walk freely for life. You are right but that is not the essence of sending soldiers to NYSC Camps. The discipline code of soldiers is different from those of NYSC members some of whom are disabled. Moreover NYSC secretariat is in a better position to appropriately discipline erring corpers.
