AMBASSADOR (LT. GENERAL RTD) TUKUR BURATAI, WOULD BE AN INVALUABLE ASSET TO THE GOVERNMENT OF PRESIDENT BOLA AHMED TINUBU.

For the sake of records, I'm not the spokesperson of Amb Tukur Buratai. I was neither commissioned to state the obvious fact contained herein in this intervention. This intervention is borne out of my selflessness and patriotism to the government of President Bola Ahmed Tinubu.

As a stakeholder in the Nigerian Project, and a strong and committed member of my great party, the All Progressive Congress (APC), from Oluyole Federal Constituency of Ibadan, Oyo state. I'm equally a youth and gender activist, and front line commentator on politics, political events and a security analyst, who with other patriots have been involved in supporting our security agencies, especially the Nigerian Army, in it's civil/military relationship and the robust non kinetic warfare strategy to eradicate all forms of violent crimes in our Country.

This intervention thus is a call to service, devoid of self serving politics or premordial sentiment. I believe the President needs capable hands to fully bring the dividend of democracy to the doorstep of the ordinary Nigerian.

I want to appeal to President Bola Ahmed Tinubu (GCFR) to ignore the rantings and vituperations of some disgruntled individuals who are grumbling and murmuring over the rumoured and yet to be announced role of Ambassador (Lt General rtd) Tukur Buratai (CFR) in this administration.

I am strongly appealing to the President to ignore those political jobbers and apostles of campaigns of calumny who lack both political and electoral values as shown during the last general election in the Country.

Amb Tukur Buratai is neither a traditional politician nor a political jobber but a Soldier's Soldier and a quintessential gentleman, who rose to the pinnacle of his career as a Lieutenant General, and Nigeria's Chief Of Army Staff, (COAS) and was subsequently appointed after retirement from the Army as Ambassador to the Republic of Benin, where he also served meritoriously, he's also a philanthropist of note, through the Tukur Buratai Foundation who does not need political patronage and or contract to make a living, but whom God has used and still being used to make meaningful contributions and developments to Borno State , its people ( indigenous and residents), the Nigerian Army, and our great country, Nigeria as a whole.

For, the sake of records, one could recall that before the immediate past administration came into the office, the previous administration then, for the most part of its six years of existence had battled, albeit unsuccessfully the Boko Haram terror group, adjudged as at that time, one of the deadliest, if not the deadliest in the world.

With the victory of former President Buhari in the year 2015 elections. Although the reins of governance at that time fell into the hands of the Former President, but the task of fighting terror was given to a certain General Tukur Yusufu Buratai by his appointment as the Chief of Army Staff and by extension the man upon whom the biggest responsibility yet, in recent times fell upon not only to win a most unconventional warfare against terror, but to organize a largely disillusioned, ill-equipped, low in morale army, that had so suffered on many fronts, in organization, motivation and infrastructure, more than in the fronts fighting terror.
Therefore the tasks were legion.

General Buratai approach was quite strategic, he changed the Nigerian Army with his Servant Leadership style, upon his retirement from the Army, Amb Buratai can be said to have equally achieved in legionary and legendary proportions for bringing his uniqueness into changing the Nigerian Army with his purposeful servant-leader military style of leadership in which the high morale of the soldiers was brought back and trust restored between the rank and file and the commanding officers.

Thankfully today, with the subsequent and incumbent leadership of the Nigerian Army, consolidating on the previous accomplishment and success of General Buratai, there is no organized terror attacks of the kind we used to see, only isolated soft-target attacks. Boko Haram / ISWAP terror has practically been decimated and reduced to nothingness.

How Was General Buratai Able To Do This?

There are a number of significant difficulties for today’s military – the global war on terrorism or what was previously termed the “Long War on Boko Haram;” weapon system acquisitions and personnel drawdowns was a hindrance, with denied access to sophisticated weapons and some previous administration mismanaging and embezzling of funds meant for weapons procurement.

But, General Buratai, as the then Chief of Army Staff, who in spite of many odds, and in the face of little international support, meagre equipment and falling morale, was still able to shape the Nigerian Army significantly as to make it functional, professional and a worthy army, a pride to the noble profession of the military, recognized all over the world for bringing terror to its knees. And in just such a short time to.

As earlier stated, Buratai’s servant leadership style was the major turning point in making the huge difference, from the period of his appointment to his retirement.

The Army’s definition of leadership is the process of influencing people by providing purpose, direction and motivation while operating to accomplish the mission and improving the organization.

Therefore an army leader is required to inspire and influence people to accomplish their goals.

From a culture of stealing army funds, stealing funds meant for procurement of arms, from a rag tag army with no logistics back-up, General Buratai as COAS during his stewardship simply put himself in the place of his soldiers, feeling their pain as his pain, knowing their needs as his needs — He wasn’t the boss who stayed to far from his troops, he lived among them.

Buratai is a leader who motivates people both inside and outside the army to help them pursue their goals, focus on their thinking, and shape decisions for the better of the Country.

Such is the kind of servant leader that Buratai is, his loyalty to Nigeria and now to President Bola Ahmed Tinubu is never in doubt. He’s a soldier’s soldier, a diplomat and a consummate patriot.

Loyalty is Amb Buratai's watchword. In leadership, loyalty although a vital ingredient, can only be acquired by those who are innately and inherently loyal. In the army, loyalty is perhaps more than just a need, it is a pillar upon which the military structure rest.

But Ambassador Buratai, to date, has left no one in doubt where his loyalty lies, to the country, and to the President. This was evidenced during the last Presidential elections where he played, though as usual silently, a significant role in deploying his abundant manpower resources and contacts across the Country to galvanize support for President Bola Tinubu across political, ethnic and religious divide.

Buratai’s philosophy seems to echo the very words of the great military strategist, Napoleon Bonaparte, “as long as there is the self-determination to do what is best for the nation, every other consideration is secondary”.

In one of his many interviews when he was in active service, General Buratai maintained that, “The main principles of leadership in the army are down to the acronym LDRSHIP —Loyalty, Duty, Respect, Selflessness, Honour, Integrity, Personal-courage.

These are the type of characteristics the army under his command instilled in each solider, and to all intents and purposes, General Tukur Yusufu Buratai, succeeded in
making the Nigerian Army regain it's pride in the committee of Nations as the pride of the blackrace.

Being an exemplary leader, especially in the Military requires having mental strength. There is a common misconception that people who are loudly and who always display being physically strong are the ones who make great leaders. But again, we have seen in the ever smiling gentle General that his greatest strength lies in his mental faculty and capabilities.

We have also seen in the example of Buratai, a good leader needs to be mentally strong and able to make firm and sound minded decisions.

Fighting terrorism is more of intelligence gathering and counter-espionage, more of a game of wits than bare braggadio, when the enemy you are fighting is not the conventional Army and may even be lurking in the market place, mosques, churches, where civilians reside. Perhaps, this is where Buratai when he was in command of the Nigerian Army have won, where some others have failed.

Mahatma Gandhi was an exceptional leader in that he was able to satisfy the basic psychological needs of his followers. Ghandi, though soft spoken but practiced resolute leadership style, is a prime example of being a servant leader. He was able to move thousands of people to action in India and at the same time inspired the entire globe with his non-violent methods.

Buratai, with his soft spoken, almost shy nature, has continue to gain the confidence of Nigerians, both in and out of the Army
that today, the Army he left for his successors leaders is the pride of our dear Nation.

As a patriot, I'll continue to salute this diplomat, exemplary leader, consummate soldier and meritorious Chief of Army Staff who came when his country needed him most and upon retirement has continued to serve humanity and has impacted positively on this generation. His name in the annals of history, I am very sure of worthy, most irreproachable place in which he will be remembered for his selfless services rendered to motherland, saving Nigeria from being consumed by terror.

Our President, His Excellency Asiwaju Bola Tinubu is a man of vision and mission, he has brought dynamism into governance, his clarity of thought, sense of purpose and action since his inauguration. He has demonstrated a high level of preparation, he has hit the ground running, what the President needs are able patriots with capacities and capabilities who will work with him loyally to bring the renewed hope to the door step of the common man in Nigeria. Hence Ambassador Tukur Buratai with his purposeful servant leadership style will definitely be an invaluable asset to the government of President Bola Tinubu.

President Of The University Of Ibadan Alumni Association Affirms Buratai As Ambassador Of Good Public Service Delivery, National Security




The President of the University of Ibadan Alumni Association (UIAA) worldwide, Pro. Saawua Gabriel Nyityo has reaffirmed the association’s assertion that Former Chief of Army Staff, Lt General Tukur Yusufu Buratai is the epitome of a good ambassador of public service delivery and national security.


Professor Saawua Nyityo stated this during his opening remarks at the 2nd stanza 2023 public lecture organized by the Alumni Association of the University of Ibadan on Friday, November 3rd, 2023 titled Public Service and the Imperative for National Security in Nigeria. He maintained that as Nigeria’s former Ambassador to the Republic of Benin, Buratai was solely charged with managing a very difficult diplomatic mission. The situation was even more demanding when, a couple of years ago he was called upon to assume the highest command position within the ranks of the Nigerian Army as Chief of Army Staff (COAS).
He admitted that Amb. Lt. General Tukur Yusufu Buratai rtd, CFR is a household name in Nigeria today for his role in fighting Boko Haram and for channeling his energies and intellect in the service to his fatherland. This informed the decision of the Executive Committee of UIAA to kick start the celebration of 65 years of the existence of the University of Ibadan Alumni Association by unanimously choosing him to present its Public Service Lecture on the topic, Public Service and the Imperatives for National Security in Nigeria. Thus, UIAA affirms that there is a strong connection between good public service delivery and national security:

The University of Ibadan Alumni Association (UIAA) Worldwide is being honoured today by an important visitation from the sahel region, in North East Nigeria. It is a visitation that will shine forth in days, weeks, and even years to come for goldfish they say have no hiding place. The more gold is burnt in the furnace, the better it shines forth.
As Nigeria’s former Ambassador to the Republic of Benin, he was solely charged to manage a very difficult diplomatic mission. Our Previous Lecture touched on the question of Nigeria’s economic production and rejuvenation. It was entitled Frontier Basin Hydrocarbon Exploration: The Nigerian Experience, and delivered by Dr. Mazadu D. Bako fnmgs, fnape. For all intents and purposes, there can be no gainful economic production talk less of transformation without a peaceful society. This is indeed the central thrust of today’s lecture in which the guest lecturer has opted to talk about. There is a strong connection between the provision of social services and securitization. A good leader must have a good listening ear, but he must also provide quality service and amenities to his people. He must always strive to work for the common good of the people. The lecture from it title promises to unveil to us the need to always strive to entrench peace and security in the society.
There have been heroes/leaders in history who share this line of thinking. Even nearer home, here we had Chief Obafemi Awolowo. You also have cited Shehu Musa Yar’Adua in your lecture. Farther away from here, we have the likes of Abraham Lincoln and Barack Obama. These are leaders who worked day and night for the common good of the people. Our prayer is for God almighty to grant you the grace to fulfill your heart's desire.
As an Association, the UIAA very warmly welcomes you and your entourage to this great citadel of learning, our alma mater, the University of Ibadan. Suffice it to state that the hallmark of our Association is not only to connect with our alumni alone but also to link up with worthy members of the Nigerian community to generate ideas and solutions to address societal challenges to move our nation forward. We also seek individual and institutional support for the purpose of contributing to the growth of our alma mater. Your Excellency Sir Dr. Michael Omolayole Alumni Complex has been named after the pioneer Chairman of the Board of Trustees (BoT) of the University of Ibadan Alumni Association.

Effective Public Service Is Essential For peace and Security Says Buratai



Former Chief of Army Staff, Lt General Tukur Yusufu Buratai has reiterated that public service is a crucial aspect of national security.

Buratai in his paper presented at the 2nd stanza 2023 public lecture organized by the Alumni Association of the University of Ibadan on Friday, November 3rd, 2023 titled Public service and the imperative for National Security in Nigeria, maintained that it is imperative that government invest in, and maintains a competent Public Service to ensure the safety and security of its citizens.





According to him, public servants are responsible for implementing policies and programs that promote peace and stability as well as for delivering essential services such as healthcare, education and infrastructure, and maintaining law and order which are vital to the well-being of the population.



Buratai also opined that the insecurity being faced in the country since 2009 was the creation of the Political class.



He maintained that political interference in military affairs can arise when politicians attempt to influence or control military decisions for their own political gains. This is capable of compromising service personnel, who are also public servants, thereby eroding public service.

“My colleagues and I faced the most political interference during our time. This interference often stems from a lack of understanding of the complexities of military operations, strategy, and the unique challenges faced by military leaders. When politicians impose their own or attemp to micromanage military affairs, it can undermine the effectiveness and autonomy of military leaders.”







Furthermore, political interference can erode the morale and trust within military ranks. When military leaders are constantly subjected to political pressures and demands that do not align with military expertise, it can create a sense of disillusionment among the troops. This can negatively impact their motivation, discipline, and overall effectiveness in carrying out their duties ”





During my tenure, I encountered a significant amount of interference from politicians and armchair critics who seemed to believe that the Commander- in-Chief lacked the necessary expertise to fulfill his duties. This unnecessary often hindered the smooth operation of military affairs and impeded the effective execution of plans”

Despite my extensive experience and dedication to my duties, the constant skepticism and second guessing by those outside the military sphere added an unwarranted layer of complexity to the decision making process This interference while well-intentioned in some cases, ultimately created a challenging environment for me.

Speaking on the calls for the sack of the then Service Chiefs, by the Ninth National Assembly, Buratai said their call was a call to derail the democracy by the military.

‘It is essential for civil authorities to have oversight and democratic control over the military in a democracy, however, those in civil governance should respect the expertise and professionalism of military leaders. There is the need to strike a healthy balance. A healthy civil-military relationship requires mutual trust, respect, and open communication. Politicians should rely on the advice and expertise of military leaders in matters of defense and security rather than playing to the gallery or politicizing national security. He concluded

Succor appears to have come to the people of Apele in Sagamu Local government as the Ogun State government has approved the road off High court road spreading to the international market in Apele Area among other road for rehabilitation and reconstruction.
This decision was taken at the state executive council last week after the presentation by the commissioner for works, Engr. Ade akinsanya. The road which stretches to Ijebu Ode-Sagamu express way is a major way that interlink various interchanging roads of the town. The road which was marked last week, also include a stretch of about 2km leading to the Ebiede Football Academy.
When completed, the road will allow farmers and other people to be able to move their product to Sagamu and its environment. In essence the road will not only enhance rural development but sport development in line with the vision of His Excellency, Governor Dapo Abiodun in taking the state to greater heights. Contactors are expected to be named soon and will hit the site any moment from now.
It is clear that Ogun State government seems to have replicated the practice in Lagos State where roads construction are spread across all the local governments which is highly commendable.

The Olubadan of Ibadanland, Oba Lekan Balogun has eulogized the Aare Akinrogun of Ibadanland, Lt. Gen. Tukur Buratai (rtd.) for his sterling records and achievements as a General, and diplomat and lauded his resourcefulness as he delivers UIAA lecture on National Security at the 2023 Stanza National Public Service Lecture.



















Oba Balogun made this disclosure in his Alarere residence while playing host to Buratai who was accompanied by a high-powered delegation on a congratulatory visit to the monarch in commemoration of his first anniversary as the Olubadan




The Olubadan also urged Buratai to ensure he builds his own royal house in Ibadan as the Aare Akinrogun of Ibadanland based on his Laudable contribution to the safety, growth and development of Oyo state in general.




The Olubadan along with his advisory council Gifted Buratai with royal souvenirs to show their utmost appreciation of His Excellency.




In his response, Buratai appreciates the Olubadan and assures him of his intention to be part and parcel of the Ibadan kingdom. He revealed that he is already working on having a place in Ibadan kingdom and appreciates the detribalised posture of the Monarch.

Lt. General Buratai, the immediate past Nigeria’s Ambassador to the Republic of Benin will be presenting paper on Public Service entitled, “the Imperatives for National Security in Nigeria” on Friday, 3rd of November 2023, at Dame Okowa Auditorium, University of Ibadan.

The Chairman of the UIAA 2023 Lecture Series Organizing Committee, Engineer Prof. Sarah Akintola, told newsmen in Ibadan, Oyo State, that the lecture will be a gathering of who-is-who in Nigeria.





Akintola, a Professor of Petroleum Engineering at the University of Ibadan noted that the Lecture Committee was very excited that the retired soldier turned diplomat would be the Guest Speaker of the UIAA 2nd Stanza National Public Service Lecture.




While expressing confidence of the UIAA Worldwide 2023 Lecture Organizing Committee in Buratai’s ability to do justice to the lecture theme: “PUBLIC SERVICE AND THE IMPERATIVE FOR NATIONAL SECURITY IN NIGERIA”, Prof. Akintola noted that General Buratai (Rtd) is a man with verse experience in public service and security and Nigerians all over the world are waiting to tap from his versed knowledge tomorrow as there will be Zoom Link for those that could not physically attend.



She called on UItes and Nigerians especially security personnel to attend the lecture adding that it would be an avenue to drink from Ambassador Lt. General Buratai’s huge reservoir of knowledge and fountain of wisdom.

To say that history never forgets those who wholeheartedly serve their fatherland is never a mistake as reference will always be made to their contributions to humanity.

I have seen people who made a significant impact in changing their world, but those who give their very best are few in numbers.
Making other people’s safety a responsibility is no small job, and to talk of a whole nation, of course, it’s a Herculean task, and that is why even when he has dropped the baton in the Nigerian Army, the name Tukur Yusufu Buratai continues to ring the bell every left, right, and center.






This is more like the very first time we will be having a former Chief of Army Staff, (COAS) in Africa giving back to the society in such a great volume as General Tukur Buratai, who ever since he retired has been seeing almost everywhere teaching the public the necessities of a safer society.


When others feel they have done much enough to quit, Tukur Butatai seizes every given opportunity that life present to make himself beneficial to the people so that our peaceful coexistence as a country remains unshaken.
How else should we describe this amazing personality who from a Soldier, (Chief of Army Staff) after retirement and became a Diplomat, (Nigeria’s Ambassador to the Republic of Benin)




He has several notable awards and traditional titles also to his credit as a mark of honour and recognition of his invaluable quota to nation-building among which are: the Garkuwan Keffi, the Balogun Agba of owu kuta, the Aare Akinrogun of Ibadan land, the Jagunmolu of Saki land, the Baakore of Akure Kingdom and more recently on the 27th October 2023, he was turbanned as the Betera of Biu Emirate (one of the kingmakers) and also on the 28th October 2023, he was conferred with the Honorary Doctor of letters by the Nigerian Army University Biu.
This Friday, the 3RD of November, 2023, Ambassador (Lt General rtd) Tukur Buratai CFR, the Betera of Biu, will be delivering a lecture, ” Public Service and the Imperatives for National Security in Nigeria”, at the University of Ibadan Alumni Center which as ever will undoubtedly be impactful and beneficial to the people and the nation.

In a significant development, the Nigerian Army University Biu (NAUB), during its maiden convocation ceremony on Saturday, conferred an Honorary Doctorate Degree of Letters (honoris causa) on former Chief of Army Staff (COAS), Lt. General Tukur Yusuf Buratai (Rtd) and Doctor of Law on His Royal Majesty, the Orodje of Okpe and Chairman of the Delta State Council of Traditional Rulers, Major General Felix Mujakperuo Rtd CFR.



Speaking during the occasion on behalf of the duo, Buratai who played a critical role in the establishment of the University in 2018 while he was the COAS, thanked the management of the university for the honour and expressed gratitude to God for seeing him through his 40 years of military career and blessing him with life and good health after retirement.



The former COAS noted that the award will motivate him to further rededicate his life to the service of humanity.



Noting that the Nigerian Army University Biu (NAUB) was established to curtail insecurity in the North-East through education, Buratai urged the management of the university to include in its curriculum, life skills that must be taught to the youths to make them become responsible members of the larger society.



The former Army chief congratulated the graduands and urged them to be excellent representatives of the university.



Buratai commended the Vice Chancellor of the University, Professor Kyari Mohammed for his diligence, hard work, discipline and prudence in the management of resources of the institution.



He also thanked his successors, the immediate former COAS, Lt.-Gen Faruk Yahaya (Rtd) and the current COAS, Lt.-Gen Taoreed Abiodun Lagbaja for maintaining the legacy he laid for the university.

ACCEPTANCE SPEECH ON BEHALF OF THE CHANCELLOR HIS ROYAL MAJESTY MAJ GEN FELIX MUJAKPEROU (RTD) ORHUE I, THE ORODJE OF OKPE KINGDOM AND CHAIRMAN DELTA STATE COUNCIL OF TRADITIONAL RULERS AND MY HUMBLE SELF, LT GEN (AMB) TUKUR BURATAI RTD, CFR FORMER CHIEF OF ARMY STAFF ON THE OCCASION OF AWARD AND CONFERMENT OF HONORARY DOCTORATE DEGREES BY THE NIGERIAN ARMY UNIVERSITY BIU ON 28TH OCTOBER 2023



Protocol

1. It is my good fortune and privilege to not only address this august gathering, but to also speak on behalf of His Royal Majesty, the Orodje of Okpe and Chairman of the Delta State Council of Traditional Rulers, Major General Felix Mujakperuo Rtd CFR. Your Majesty, I am honoured that you trust me to speak for the two of us as this young, promising and flowering university honours us with its highest degrees. I am also glad to be sharing the same podium with our First Chancellor on the day of his formal investiture and installation. Your Majesty, May your reign be long, peaceful and prosperous. We are therefore excited to accept the award of the degrees of Doctor of Laws (honoris causa) and that of Letters (honoris causa) on the Chancellor and my humble self respectively. It is indeed a privilege to be a part of Africa’s first green university, the Nigerian Army University, Biu, particularly on the day of its inaugural convocation. I would like to thank the Pro-Chancellor and members of Council, Lt Gen TA Lagbaja NAM, the Vice Chancellor Prof Kyari Mohammed and members of Senate, and the university community for finding us worthy of these prestigious awards. We understand these degrees automatically confer on us membership of the Alumni Association and Board of Fellows, like good alumni, we promise to be good ambassadors of the university. You have given us additional opportunity to continue our association with, and contributions to this exceptional institution.

2. His Royal Majesty, Gen Felix Mujakperou Rtd CFR is a well-known personality in Nigeria. Although, while in service, I was far junior, because as at the time he retired from Service, I was a Major in rank. I had admired him from far. Fortunately, I was privileged to meet and interact closely with him at his palatial palace in Orerokpe during my visit as then Chief of Army Staff. He is an enigma to behold. A highly respected traditional ruler at home and beyond, Gen Mujakperou personifies excellence right from his time in the Nigerian Defence Academy. In March 1971 he graduated as the Best-All-Round Cadet of the Academy Course 5. A professional Infantry General who saw action in Sierra Leone where he served as the force commander under ECOMOG. I am sure President Muhammadu Buhari, himself a retired general, must have weighted all these in appointing you, out of numerous deserving traditional rulers, as our First Chancellor. We thank the former President for this wise decision.

3. To the Nigerian Army University Biu, it is gratifying to see what has been accomplished in such a short period of only five years. I am confident that those of us who participated in the establishment of the Nigerian Army University Biu, will share my delight at the institution’s outstanding performance.

4. Since the arrival of colonial masters, the people of Biu and, by extension, Borno State, have been leaders and pioneers in educational initiatives throughout the country and beyond. This is because our people recognize the transformative power of education on individuals, their families, villages, and communities. For this reason, throughout contemporary history of this land, families and communities have made significant investments in education. They view it as a means to escape poverty, acquire gainful employment, generate wealth, improve the standard of living, and empower the next generation to live a better life than they did. The insecurity that has been the bane of Nigeria since 2009 has it's roots in ignorance as a consequence of lack of education by a large section of the society. The decision of the Nigerian Army to establish this university is strategic. It is a long term strategy to to contain insecurity in the North East through education.

5. Yesterday, the Biu Emirate Council, under the skillful leadership of His Royal Highness, Dr Mustapha Umar Mustapha II, CON graciously turbaned me as the Betara of Biu. Today, this university is doing me yet another honor by conferring upon me this doctorate degree of Letters honoris causa. I am grateful to the Almighty Allah for seeing me through my 40-year military career and for blessing me with life and good health after retirement so that I can continue to contribute to the betterment of our fatherland. These two prestigious awards will motivate me to further rededicate my life to the service of humanity.

6. I can’t avoid the thorny issue of security in a forum like this because I come from a military background. Let’s not forget that maintaining security requires teamwork, therefore I’ll remind everyone to heed the maxim, “If you see something, say something.”

7. As I conclude, I urge those in charge of this institution to include in their curriculum the life skills that must be taught to our youths in order for them to become responsible members of the larger society and develop good character, as education is not only about learning but also about character development. It is essential to acquire advanced technical skills, but it is also expedient to have the training and discipline necessary to live in harmony with other members of society. I have in mind skills that foster tolerance for the differing perspectives of others, skills that promote peace, skills that instill ethical behavior in the practice of our profession, and above all, patriotism for our nation. Only by cultivating individuals with a diverse set of talents can we ensure that they will contribute to their own well-being and to that of society.

8. Lastly, ladies and gentlemen, I would like to extend my congratulations to all of the graduates for earning their degrees. Be excellent representatives of this institution wherever you find yourself. I applaud the sacrifices your parents and guardians have made to support your education. I also applaud the university administration for it's dedication and sacrifice in achieving today’s success. I must appreciate the Vice Chancellor, Prof Kyari Mohammed for his diligence, hardwork, discipline and prudence in the management of resources. I call him the rescuer of this university following a shaky start during its formative stage. I thank Prof Kyari Muhammed most sincerely.

9. As the foundation Pro-Chancellor, I owe it a duty to thank all my successors who have kept the flame of learning in this unique institution burning. I say thank you Lt Gen Faruk Yahaya Rtd CFR (Zaruman Sokoto) for continuing with this legacy of financial and infrastructural support to NAUB. You continued and upscaled from where I stopped. To Lt Gen TA Lagbaja, the Chief of Army Staff I say thank you for maintaining the legacy also. Your first word to me when I discussed the university on your assumption of office you said that ‘I will support the NAUB.' You have kept to your words. You personally approved and signed this honour bestowed on the Chancellor HRM Gen Felix A Mujakperou Rtd and myself. Thank you so much.

10. As a way of reminiscing, I must thank and appreciate members of the Nigerian Army Committee that worked hard, who travelled round the country and to similar universities abroad that eventually led to the establishment of the NAUB. I thank and commend Maj Gen Mathaias Efevbokhan Rtd the chairman of the defunct establishment Committee that was later transformed into the NAUB Transition Committee. Maj Gen Mathaias Efevbokhan Rtd is one gentlemen senior officer who showed commitment, dedication, selflessness, strong will and progressive leadership. I must also appreciate the National Universities Commission, especially its former Executive Secretary NUC, Professor Abubakar Adamu Rasheed, who along with then Honourable Minister of Education, Mallam Adamu Adamu, took personal interest in the establishment of this university. The Nigerian Army University owe these two gentlemen and elder statesmen gratitude. Thank you Mallam Adamu Adamu and Professor Rasheed. I must also thank the former ministers of Defence Brig Gen MM Dan-Ali Rtd and Maj Gen BS Magashi Rtd CFR for their leadership of the ministry and the Armed Forces during their tenures as ministers of Defence. Your support to the NAUB is highly appreciated. I welcome the new Ministers of Defence H.E. Muhammad Abubakar Badaru CON and H.E. Mohammed Bello Matawalle CON for their support to NAUB. Let me also on behalf of us the honorees, thank members of the National Assembly for their role in the speedy passage of the bill establishing NAUB and its eventual assent by the President. This is highly appreciated. I must thank Senator Mohammed Ali Ndume and Honourable Mukhtar Aliyu Betara for their continued support to the university especially in the areas of infrastructures. We also appreciate the good people of Biu who have been accommodative to the students and staff of the University who come from all walks of life and different parts of the country. I pay tribute to HRH the late Alhaji Umar Mustahpha Aliyu, during whose eventful reign this university was established. May Allah grant him paradise, Amin. HRH Alh Dr Mustapha Umar Mustapha II CON who assumed the mantle of leadership of the Biu Emirate has continued to support the university. We appreciate you, Your Royal Highness.

11. I will not fail to mention His Excellency Kashim Settima, the current Vice President, who then as the Governor of Borno State, did everything possible to see to the establishment of this university. The 5000-hectare land upon which this university stands was approved and donated to the Nigerian Army University by him. He was personally here to witness the ground-breaking ceremony. We are grateful to his Excellency Senator Kashim Shattima, GCON, the Vice President Federal Republic of Nigeria. I am even happier that his successor, Professor Babagana Umara Zulum has shown more than passing interest in the affairs of the University. Your Excellency we appreciate your passion for development, education and indeed personal interest in the Nigerian Army University Biu. Your Excellency, your love for the Biu people and the NAUB is highly appreciated.

12. I must also thank former President, His Excellency, Muhammadu Buhari GCFR, in whose time NAUB was established. Let me also appreciate our current President, HE, President Bola Ahmed Tinubu GCFR for his love for education and his support to our teeming youthful population who form the bulk of tertiary institutions students in our country. The students' loan scheme introduced by President Bola Ahmed Tinubu will transform the educational system in the country. I most sincerely thank you for the support to the Nigerian Army and the Nigerian Army University Biu. The ultimate gratitude and praise goes to Almighty Allah the most beneficent the most merciful. Former Chief of Army Staff (CoAS) and Nigerian Ambassador to Benin Republic, Lt. Gen. Tukur Buratai (rtd), has affirmed that infrastructural development in rural areas would aid the fight against terrorism in the North East region.










According to him, the provision and sustenance of rural infrastructural facilities are means of protecting lives and property in the country.
Buratai spoke on Saturday, October 28th, 2023 while presenting the first convocation lecture at the Nigerian Army University, Biu (NAUB), Borno State.





He called on stakeholders and authorities at the federal and state levels to commence the construction and rehabilitation of roads for accessibility to rural and ungoverned spaces.




Besides accessibility to rural areas, he added that the development of rural infrastructural projects would attract socio-economic development to stem the tide of insecurity in the country.




The former CoAS noted that most of the infrastructural development projects are located in the state capitals, tasking the six state governors in the North East region to look inward and see what they could do to open up their local councils with various facilities.
He noted that infrastructural developments in rural areas could also attract investors to harness the vast agricultural, livestock, and mineral resources in the states and help to curb poverty and unemployment.

It was another celebration galore for Lt Gen Tukur Yusuf Buratai, former Nigeria's Ambassador to the Republic of Benin and former Chief of Army Staff as he was conferred the degree of Doctor of Letters (D. Litts) Honoria Causa at the Nigerian Army University, Biu, Borno State.





The Nigerian Army University, Biyu (NAUB) held its first convocation for 417 graduates of the institution on Saturday, October 28th, 2023. The ceremony was held at the University's Main Campus in the Biu Local Government Area of Borno State.



According to the Vice Chancellor of the higher institution, Professor Kyari Mohammed, Buratai who was the first pro-chancellor of NAUB, deserved the conferment of Honoris Causa in recognition of his distinguished, meritorious, and dedicated service to the country and humanity.





Also, the Chief of Army Staff, Lieutenant General Taoreed Lagbaja, who is equally the Pro-Chancellor and Chairman Governing Council of the University felicitated with the newly turbanned Betara of Biu, Lt. Gen Tukur Yusuf Buratai for his outstanding leadership qualities. It would be recalled that the idea for the establishment of the institution was conceived by the then Chief Of Army Staff (COAS) Lt. General Buratai due to the growing need for manpower development and specialized training to cater to the technological needs of the Army in particular, the military ad the nation in general.









In his acceptance speech, Buratai lauded the institution as an epitome of academic excellence and commended its high standards of discipline.





He also urged the graduating students to invest their time and energy in making the right decisions.
He revealed that the story and history of this great institution are one of the right decisions that should be well studied by those involved in tertiary education globally.









Some of the notable dignitaries who attested to the worthiness of Buratai as deserving of the Honoris Causa were the deputy governor of Borno State, Umar Usman Kadafur, Governors of Naasarawa and Enugu who were well represented,









The Nigerian Army University, Biu, Borno State matriculated its first set of students on February 18, 2019, into five faculties Arts, Management and Social Sciences, Computing, Environmental Sciences, Engineering and Technology, as well as Natural and Applied Sciences.

Renowned psychologist, Philip Zambardo says, “…to be a hero means you step across the line and are willing to make a sacrifice, so heroes always are making a sacrifice. Heroes always take a risk. Heroes are always deviant. Heroes are always doing something that most people don’t and will want to change. This means heroes are people who came, saw, and conquered. Yes, we have many heroes; but ironically, not every hero is a legend.







However, Lieutenant General TY Buratai is a combination of both and much more. Through courage, selfless sacrifice, and exemplary leadership, he commanded the Nigerian Army that saved us from the brutal strangulation of insurgents and criminal gangs in Nigeria.





Therefore, Lieutenant General Buratai has amazingly surpassed the mark of a mere hero and has launched himself into the nobility of remarkable legends. A famous American athlete, Max Holloway says, “Heroes get remembered, but legends never die.” This is a perfect description of the persona of Lieutenant General Buratai

Whatever respite and exculpation Nigeria savours today from Boko Haram terrorism streams from the relentless sacrifices of Lieutenant General Buratai and Nigerian Army troops’ years of sleeplessness and battles in the trenches. Several testimonies from several generals within the ranks and files of the armed forces are testimony to this.











Lt Gen. Buratai depicts the image of an uncommon soldier; rugged and combative on the battlefields and a torn in the flesh of insurgents, insurrectionists, and other enemies of Nigeria. He is a soldier tough at the battlefront, but meek, kind, and humble at home. His humility and compassion always leave whoever encounters him in awe. He is the face of a perfect humanity, who shares the pains and agonies of suffering people and steps out to assist traumatized and helpless people. He counts his joy and happiness in the number of people he has freed from torments and the hangman’s noose and the lives he positively impacted. Because of his immense love for humanity, Lt Gen. Buratai goes out of his way to assist individuals and communities. The prosperity and development he brought to many communities across Nigeria are uncountable. His numerous philanthropic and humanitarian gestures touched many hearts.









Thus, the turbaning of Buratai as Betara of Biu today by the Emir of Biu, His Royal Majesty, Dr Umar Mustapha II, is a well-deserved honour on the worthy son of the soil. The Emir explained that the selection of Buratai was in recognition of his exceptional contribution not only to the Biu Emirate but to the country as a whole.





The Borno Deputy Governor, Dr Usman Kadafur, commended the Emir for finding him worthy of the title and for his commitment towards the peace and unity of Nigeria.

He then called on world leaders, especially their advisers, to watch their tongues, adding that provocation and escalation of the war would not be good for humanity and the world.
