The Nigerian Senate, on Wednesday, vowed to pass the controversial Petroleum Industry Governance Bill (PIGB) earlier rejected by President Muhammadu Buhari.

Igbere TV recalls that President Buhari had rejected the PIGB passed by the 8th Senate. The PIGB is a fraction of four parts of the proposed Petroleum Industry Bill (PIB).

The Bukola Saraki-led 8th Senate had on May 25, 2017 passed the PIGB which was first proposed in 2002. The bill subsequently went through harmonization and was jointly passed by the Senate and the House of Representatives on March 28, 2018, and sent to Buhari on July 3, 2018 for presidential ascent.

But Buhari in the same July rejected the PIGB on the grounds that its provision which permitted the Petroleum Regulatory Commission (PRC) to retain as much as 10 per cent of generated revenue increases the funds accruing to the PRC “to the detriment of the revenue available to the Federal, States and Local governments as well as the Federal Capital Territory”.

But on Wednesday, September 25, the Ahmad Lawan-led 9th Senate vowed to revive the Bill and also set 2020 deadline for passage of the PIB.

Senate President Lawan assured during plenary that the PIB would be passed before the end of 2020 to trigger reforms in the petroleum industry.

“Our petroleum industry is almost stagnant and for long needing profound reform. Our oil and gas-related committees are therefore expected to work hard to take the lead in our determination to reform this vital sector. It is the desire, indeed the design of this Senate that, the Petroleum Industry Bill is passed before the end of 2020,” he said.

The Federal Inland Revenue Service (FIRS) has threatened to file a libel suit against Timi Frank if he refuses to tender an apology over his recent claims in three major newspapers within the next 24 hours.

The FIRS was reacting to the allegations by Mr Frank that it allocated monies to Vice President Yemi Osinbajo to prosecute the 2019 general elections.

Igbere TV recalls that Frank, a former deputy spokesman of the All Progressives Congress (APC), had alleged that Osinbajo got N90 billion from the FIRS for campaigns.

According to Frank, Osinbajo’s rumoured troubles with the aso rock 'cabals' started after he failed to account for the said money.

But reacting in a statement issued on Monday, the FIRS said it does not have such amount of money, let alone appropriate same for election purposes.

The agency accused Frank of seeking cheap popularity, adding that it would proceed to file libel suit against him at the expiration of 24 hours.

TIMI FRANK’S TISSUE OF LIES

RE - Osinbajo in trouble over N90billion FIRS election fund – Timi Frank

The attention of the Federal Inland Revenue Service, FIRS, has been
drawn to publication in some online and daily newspapers by a certain
Comrade Timi Frank, the former Deputy National Publicity Secretary of
the All Progressives Congress (APC), who claimed that the FIRS
supported the APC, through the Vice President Yemi Osinbajo with a
phantom N90 billion.

The FIRS wishes to state as follows:

1.      That  the entire allegation being spread by one Frank  Timi  that
the  Federal
          Inland Revenue Service spent N90billion to fund the last election is
          mendacious, wicked, malicious and a calculated attempt to
smear the image
          of the Service and that of his Excellency, the Vice
President, Prof. Yemi Osinbajo. This campaign of calumny and villifying false claims are entirely, libellous, unfounded in fact, irresponsible and a
brazen assault on the integrity of the Service as a responsible and accountable
organisation and demonstrates an abysmal ignorance of the budgetary
and expenditure process of the FIRS.

2.      That in the last four years since Mr. Tunde Fowler has supervised
operations at the FIRS, the agency had not received  up to N100
billion, per annum,  as Cost of Collection from the Federation
Accounts Allocation Committee, FAAC. FAAC is a public institution,
whose records are open to the public.

3.      That it is from the remittances from FAAC—which had never grossed
up to N100 billion, PER ANNUM, that FIRS pays the salary and
emoluments and trains it’s over 8000 staff, runs over 150 offices and
provides for other needs of the Service.

4.      That given the above, IT IS NOT PLAUSIBLE nor DOES IT MAKE ANY
SENSE that FIRS will commit its resources to a phantom campaign of N90
billion as suggested by Mr. Timi Frank and FIRS does not fund
political associations.

5.      That FIRS is a creation of statute and its activities are governed
by the laws of the Federal Republic of Nigeria and financials
regulations and thus, IT IS NOT PLAUSIBLE, that its funds could be
expended in such a cavalier manner as suggested by Mr. Timi Frank.

6.      That FIRS Budget and expenditure approval processes pass through
the Budget Office and the Ministry of Finance, before such are
presented to the National Assembly for Appropriation into Law. The
National Assembly committees, consisting of all parties and
inclinations exercise oversight function on all agencies of the
Federal Government to ensure agencies keep to the letters of the
Appropriation Act. Thus FIRS’ operations are subjected to
Scrutiny and close monitoring by the National Assembly, the Federation
Accounts Allocation Committee and the Ministry of Finance.

7.      It is therefore unthinkable, malicious and irresponsible for the
said Frank to insinuate or infer that N90 billion or any part thereof
could be spent illegally and without budgetary approval.

8.      It is equally alarming to note that this injurious falsehood and
blackmail could find space in our mass media without proper scrutiny
particularly with the availability of the Freedom of Information Act,
which broadly allows Nigerians access to information on expenditure of
public funds by government agencies. This all goes to show an
orchestrated and invidious decision by paid agents to discredit the
Service in order to achieve their diabolical ends, which is at
variance from the interest of Nigerians.

9.      We ask members of the public to ignore the claims of Mr. Timi
Frank, with the ignominy it deserves as the former  Deputy National
Publicity Secretary of the APC is seeking for cheap popularity and
relevance.

10.     It is in the light of the foregoing observations, the FIRS
demands an unequivocal apology from the said Mr. Timi Frank and a
well publicised public apology in three major and leading newspapers within
the next 24 hours. The FIRS shall pursue claims for aggravated
damages in libel and injurious falsehood against the said Mr. Frank if
he fails to meet these conditions in the next 24 hours.

11.      This invidious publication is targeted as derailing the revenue
generation efforts for  the three  tiers of government in the nation.
This is calculated economic sabotage and hereby referred to the Office
of the Attorney General of the Federation officially.

12.     We finally wish to assure all Nigerians that the FIRS did not spend and could not have spent taxpayers money for political ends.
For the avoidance of doubt, every kobo paid by taxpayers goes straight to the
Federation Account domiciled at the Central Bank of Nigeria and that
the FIRS does not possess the constitutional right to touch the said
account or appropriate any kobo there from to itself.

The FIRS wishes to reassure members of the public that the FIRS is a
PUBLIC TRUST, which the agency operates on behalf of Nigerians.
Taxpayers money-including the operational funds of the Service- are
sacred.  FIRS remains committed to public accountability and
transparency in the sacred mandate of tax collection and public
expenditure.

The Chief of Defence Staff, Gabriel Olonisakin has given the reason service chiefs failed to honour the summon by the House of Representatives last Friday.

According to Olonisakin, the service chiefs recognised the concern of the house but were unable to appear on that day “due to other national assignments”.

The defence chief, who spoke on Monday at a meeting with the leadership of the green chambers, said their absence from the meeting was not a deliberate act to disrespect the lawmakers.

“We are here to listen to the security concerns of the house and address them with the support of the legislature,” Olonisakin said.

“Our various chiefs of operations were here to represent us, they are senior officers in charge of the various headquarters and are qualified to respond to issues.

“I wish to put on record that contrary to insinuations, the absence of the service chiefs on Friday was not a deliberate act to disrespect the institution of the assembly.

“We hold the national assembly in the highest regard and wish to appreciate the institution for the support in the fight against insurgency.”

Igbere TV recalls that Speaker of the House, Femi Gbajabiamila had invited the service chiefs to discuss the spate of insecurity in the country but they did not show up.

Gbajabiamila, who had expressed disappointment at their action which he described as an insult to the Parliament, threatened to report them to President Buhari.

Candidate of the Nigeria Peoples Congress (NPC) in the November 16 2019 Kogi State governorship election, Alhaji Muhammed Aliyu, has withdrawn from the race.

Aliyu, who until now was also the Chairman of the NPC in the state, resigned his position and withdrew his membership of the party.

Aliyu, who described his decision as personal, announced the development in a statement made available to newsmen on Monday in Abuja.

According to him, “Among several reasons for my decision, is my desire to continue to maintain the integrity with which I left the public service after 35 years of meritorious service as executive director.

“I discovered that the political arena is not a place where I can continue to maintain that integrity with unblemished records of service”, he said.

NAN reports that Aliyu had emerged the gubernatorial candidate through a consensus voting at the party’s primary election in Lokoja on September 3.

The Federal Government, on Monday, formally launched the National Emergency Toll-Free Number (112) in Katsina State, Igbere TV reports.

The government also officially commissioned the Katsina State Emergency Communications Center in the city centre.

The event which attracted several dignitaries and top government functionaries, held at the Kaduna city centre.

President Muhammadu Buhari, who is currently in New York, was represented by the Minister of Communication, Dr Isa Pantami.

The Minister, flanked by top dignitaries including the Kaduna State Deputy Governor, Mannir Yakubu commissioned the projects.

Earlier, Minister Pantami was at the Katsina State government house in Katsina on courtesy visit, where he was received by the state governor, Bello Masari.

He also made a stop-over at the palace of Elder statesman Sheikh Yakubu Musa, Hassan Katsina; before proceeding for the projects launch.

Nigeria’s President Muhammadu Buhari has departed Nigeria for New York, United States, Igbere TV reports.

Igbere TV had reported that Buhari will depart Nigeria today to attend the 74th United Nations General Assembly (UNGA).

According to the President's Spokesman, Buhari is number seven on the list of speakers who will be addressing the UN.

He is expected to speak on poverty reduction and fighting terrorism, Boko Haram insurgency in view.

In a tweet announcing the president’s departure, Tolu Ogunlesi, a presidential aide, said Buhari left Sunday morning.

A Nigerian man, Odeh Junior, has called our Air Peace for allegedly changing his flight schedule.

Taking to Twitter, Junior claimed his flight time was changed from 6:40 p.m to 8:10 p.m.

As if that wasn't enough, the Twitter user said Air Peace kept on selling the cancelled flight ticket to unsuspecting travellers.

He is asking the Aircraft management to "do the needful", apparently a compensation.

Reno Omokri, former aide to ex-president Goodluck Jonathan have reacted to the fresh seven-count charge slammed against detained political activist and convener of the RevolutionNow Protest, Omoyele Sowore, accusing him of treason, money laundering and cyberstalking President Buhari.

Igbere TV had reported that the Department of State Service (DSS) are charging the activist over alleged treasonable felony.

He is also being charged for ‘insulting the president ’, ‘cyberstalking’ Buhari, ‘conspiracy to commit treason’, among others.

President Muhammadu Buhari, on Friday, received the leadership of the Nigerian Association of Chambers of Commerce, Industry, Mines and Agriculture, NACCIMA, Igbere TV reports.

Our State House correspondent reports that the delegation, which were drawn from Nigeria and other West African countries, were received at the Council Chambers of the Presidential Villa, Abuja.

Speaking on the closure of the Nigerian border, President Buhari said the aim was to put an end to smuggling and dumping of substandard items from other countries into Nigeria.

He lamented the impact of fake drugs and foods on the Nigerian citizens, including how fake electrical items have led to fires in homes and loss of lives and property.

The president said since the border was shut, Nigeria has witnessed a significant drop in the volumes of counterfeit smuggled goods in Nigerian markets.

Buhari, who was conferred with "Grand Patron" of the association by the delegates, equally used the opportunity to thank the NACCIMA for the honour.

Today I met with a delegation of Chambers of Commerce and Industry from Nigeria and West Africa. I assured them of our administration’s readiness to work with them to bring an end to smuggling and the dumping of substandard items in West Africa and on the continent.

It is regrettable there there are traders who simply do not play by the rules; who choose profits over patriotism, and
whose selfish practices in perpetrating smuggling and counterfeiting help keep foreign factories working while closing ours.

We have all heard stories about the dangerous and sometimes, fatal impact of fake drugs and foods on our citizens. We have also seen how fake electrical items have led to fires in homes and markets thereby destroying lives and property.

Most of these substandard and illegal items are smuggled through our land borders. After many years of diplomacy and aggressive regulatory oversight which yielded few results, we decided to close our land borders for a limited time to assess the impact of this measure.

Within a few short weeks since the partial border closures began, we are already seeing a decline in the volumes of counterfeit smuggled goods in some of our major markets across the country.

This validates our action as a Government when we insist that the African Continental Free Trade Agreement must not only promote free trade, but legal trade of quality made-in-Africa goods and services.

We will soon finalise the National Action Committee on the implementation of the AfCFTA. We expect the organized private sector to continue to support us in achieving a Free Trade Area that employs Africans to produce high-quality made-in-Africa products.

Let me also thank NACCIMA for the honour done to me with the investiture today as their Grand Patron. I will not let them down. Trade is central to our economy; we are a nation of traders,and have been for centuries. I will ensure that we continue to give the sector full support.

Action Against Hunger, an aid group in Borno State have denied allegation that it is sponsoring terrorist groups such as Boko Haram and Islamic State, Igbere TV reports.

Igbere TV earlier reported that the Nigerian army has shut down the office of aid group, accusing it of “aiding and abetting terrorists” in a move the charity said endangered humanitarian assistance to millions of people.

Reacting to the allegation, the international aid agency in a statement released on Friday, September 20th said it delivers neutral, impartial and independent humanitarian aid to millions of people in Borno State by providing basic services to the most vulnerable, especially women and children.

It also calls on the competent authorities to let us continue work in the region.

The statement reads;
“On Wednesday, September 18, Action Against Hunger was ordered by Nigerian army soldiers to close its main office in Maiduguri, Borno State, northeastern Nigeria.

This decision, without notice and without any explanation, jeopardizes the assistance Action Against Hunger provides to the most vulnerable people in Borno State and halts, with immediate effect, the assistance Action Against Hunger provides to millions of people in Maiduguri, Monguno, and Damasak.

Action Against Hunger calls on the competent authorities to let us continue our work in the region.

Action Against Hunger delivers neutral, impartial and independent humanitarian aid to millions of people in Borno State by providing basic services to the most vulnerable, especially women and children.

Oyo State Governor, Engr. Seyi Makinde, has flagged off distribution of free books for primary and secondary schools in the state, Igbere TV reports.

Igbere TV learned that the decision comes as schools in Oyo state, on Monday, Sept. 16, resumed for the new 2019/2020 academic session.

It was further gathered that yesterday's distribution kicked off at Bishop Phillips Academy, Iwo road, in Ibadan.

A Nigerian policeman, Edward Onoride in his tweet said that Nigerian female soldiers are lazy as he backed First Lady Aisha Buhari who told military authorities to deploy female soldiers to counter insecurity challeneges witnessed across the country.

Recall Igbere TV reported that Aisha Buhari partly blamed the security crisis witnessed in the country on the yet to be definded role of women and cold feet in exploring their potential for operational effectiveness in the military.

Reacting to the report, the Nigerian policeman recounted fighting wars with female soldiers from other countries while also stating that there is a lot female soldiers can do if deployed.

He tweeted:

Nigerian musician, Johnson Oyindamola, aka Dammy Krane reportedly risks three years imprisonment as the Zone 2 Police Command is ready to arraign him on Monday, September 16, 2019.

According to report, a copy of the charge document states that Dammy Krane would be arraigned on three counts bordering on threat to life, defamation and conduct likely to cause breach of peace before an Igbosere Magistrate Court in Lagos.

According to a petition filed at the command's headquarters, the singer was accused of threatening the lives of staff members of betting company Merrybet Gold Limited on July 25th 2019 and also released a song in which he accused the firm of breach of contract.

The act is said to be in contravention of sections 301, 412 and 168 of the Criminal Law of Lagos State of Nigeria, 2015.

He was also accused of conspiring with others at large of conducting himself in a manner likely to cause breach of peace and threat to life in contravention of Section 412 of the Criminal Law of Lagos State of Nigeria, 2015. Dammy Krane was also said to have threatened public peace when he posted an audio and video message on radio in contravention of Section 168(d) of the state’s criminal law.

The charges read in part, “That you, Johnson Hunga Oyindamola and others at large on the 29th day of July, 2019 at Cool FM in the Lagos magisterial district did conspire amongst yourselves to commit felony to wit: conduct likely to cause breach of peace and threat to life and thereby committed an offence punishable under Section 412 of the Criminal Law of Lagos State of Nigeria, 2015.”

Another charge reads; “That you, Johnson Hunga Oyindamola and others at large on the same date, time and place in the aforementioned magisterial district did threaten the life of the staff of Merrybet Gold Limited and thereby committed an offence punishable under Section 301 of the Criminal Law of Lagos State of Nigeria, 2015.”

Section 301 of the state’s criminal law states that any person who, with intent to extort or gain anything from any person; accuses or threatens to accuse any person of committing any felony or misdemeanour, or of offering or making any solicitation or threat to any person as an inducement to commit or permit the commission of any felony or misdemeanour is guilty of a felony, and liable to imprisonment for three years.

It was learnt that the musician got into trouble after Merrybet Gold Limited wrote a petition to the police accusing the musician of threats and cyberbullying.

In a petition titled, ‘Petition against Oyindamola Johnson Emmanuel aka Dammy Krane for false and libellous statement against Merrybet Gold Limited and signed by its lawyer, Nwabueze Anachebe, the betting firm said the musician perpetrated cyberbullying and criminal defamation.

The musician was said to have attended a game show sponsored by the betting company but lost.

However, Dammy Krane was said to have demanded some money for appearing on the show but the firm disagreed, insisting that the sum is only given to winners.

The embittered musician subsequently went on the radio where he accused the betting firm of owing him money and breaching a contractual agreement.

The Director and Co-founder of BudgIT, Mr Seun Onigbinde, has denied deleting his Twitter account following his appointment by the President Muhammadu Buhari led government, Igbere TV reports.

Igbere TV had reported on Friday that Mr Onigbinde was appointed by the federal government as a Technical Adviser at the Ministry of Budget and National Planning, in Abuja.

The data analyst, who often criticised the Buhari administration, deactivated his Twitter account after some users reacted negatively to the appointment, saying such was not expected of the BudgIT co-founder.

But reacting 24 hours after he reactivated his account, Onigbinde said he did not deactivate the handle due to the criticism, saying he was only out of data.

In a tweet sighted by Igbere TV on Saturday, the BudgIT boss wrote;

“The truth is I didn't deactivate/delete my account because of the advisory role. Those who follow me keenly know that I do sometimes to declutter & focus.

“I didn't know yesterday morning would be the day. But, I knew it would come.

“I am also glad that I wasn't online. I ran of airtime & Data. Maybe if I read everything, I would have lost my emotional balance.

“I am grateful in all things. I pray to do my best & not undermine the values I mentioned in my note.

“If my tweets hurt you, I am sorry.

“Everything said had a context that was also packed with emotions and expectations.

“May the Lord make it easy. May our voice be strong.”
