Japan have been in a deflationary cycle since the 1990s crisis. Their inflation is only 3% and they need it after 3 decades of deflation or near-zero inflation. A decent variance in interest rates between Japan and USA will bring money home to Japan to help stimulate growth as Japanese invest/save heavily in USA since the crisis.
