Should The Opposition Be Worried?
I don't think many people especially of the PDP, have not realized the implication of the said judgment in the "life" of free and fair election in the Country, from now on.
It would be recalled that INEC, worried by the cases of incessant ballot snatching, tampering of voters register, snatching of result sheets and other electoral vices, genuinely came up with a masterstroke...a technology called Card Reader Machines, which sole aim was, to instill fear in the would be election riggers and also to render their "efforts" meaningless to an extent.

Consequently, to the Crédit of The Card Readers, a certain President Buhari Of the then opposition party (APC) Won an election, Ibrahim Hassan Dankwambo(PDP) Won election in APC filled State, Rochas Okorocha Won an election in a PDP Filled State Of Imo etc.

The implication of the Judgment:
Recall, the major ground of Nyesom Wike's Appeal, was on the non admissibility of the Card reader as a part of the election guidelines as enshrined in the Electoral Act and the 1999 constitution as amended, which the Supreme court in their opinion agreed with Wike and discarded the Use Card Readers as a part of election process.

Now what has the Apex Court done? It has returned INEC to the era of Manual accreditation and validation of voters card. It has returned everybody to the era of the "highest rigger takes all". It has energized ballot snatches. In fact it has removed every normalcy in the conduct of subsequent elections.. Yes that is what the Supreme Court has done..

So when next you hear of a political Party boasting of winning all the contested seats, it is not a fluke, it is achievable. And if you are contemplating of going to court, anyway I wish you "Supreme Court" luck..

Miss NgeneUkwenu, I have followed your discussions and arguments on nairaland and can say that you are both intelligent and partisan. You are a fervent APC supporter. Your observations though factual are not entirely true. I would rather you proffer a solution to the problem you have painted in your piece rather than promote electoral violence (Note: in response to your post some have started calling for fire and brimstones). My submission in view of the Supreme Court ruling in the case of Wike vs Dakuku, which is constitent with the ruling of the case between Agbaje and Ambode and in sync with the position of the law is:

1. Instead of the ruling to encourage electoral violence and ballot snatching as you predicted, it should rather task the ruling party/FG/INEC to liaise with the NASS to quickly incorporate the use of the card readers in the Electoral Act. This way, the card reader use will have the blessing and protection of the law and prevent politicians from circumventing it's use.
2. The ruling, methinks, would discourage the purchase and or currying of judgements from the lower courts/tribunals and the Appeal court if the protagonists know that justice will always be served at the end of the day via the Supreme Court.
3. Finally, I think politicians especially those seeking justice in the courts would be encouraged to acquire or secure evidences from the field and not rely on sentiments or a few bloggers'/reporters' reports of pockets of violence in an election.

PS.
I always try to see the positives in every situation. Jega introduced the card readers, the Current INEC Boss should see to its inclusion in the Electoral Act so that we move our elections to the next level.

My brother, please don't be fooled. Nobody is commending the APC-Led FG because there is no judicial reform going on at the moment. Rather, what we have is judicial rascality and Contradiction. It has been series of contradictory judgements from the tribunals to the Appeal Courts. Only the Supreme Court (which has a measure of independence and self-worth) has been consistent in her judgements. You can perceive how miffed the CJN was at the contradictory and rascally judgements bought or influenced at the Appeal Courts and Tribunals. Do you know the implication of these judgements?
Cases that do not go high up to the Supreme Court like those of the Senate, Reps and State Houses of Assembly have a very high probability of having their judgements not made in the true light of the law. Take the Rivers case for example - All the Senatorial, Rep and most of the HOA elections have been annulled and re-run called for . The card reader reason was given for their annulment which the Supreme Court has stressed for the umpteenth time is not superior to the Electoral act or manual accreditation. Those guys can't get justice because their cases do not go high up to the Supreme Court. They have been done great injustice to the benefit of the ruling party.

For now, No reforms. Let's wait for such time when there will be one. Thanks.

Do you live in Portharcourt or have ever lived long enough in Portharcourt or Rivers State to feel the pulse of the people? Are you a Rivers man? Or do you make your assertions based on propaganda and hearsay?
I've met people online who claim to have rode on the monorail Amaechi built not even knowing that they were talking to a Rivers son, who was born and bred in the state. I want to believe that you are not one of those!

Please, do a better research on this subject and your findings won't be far from my assertion.

My brother, your assertion is untrue. The best Governor Rivers have had is Alfred Diete-Spiff. All the iconic structures and hallmark roads were done by his administration and that was without Oil money.

Pls ask non-partisan Rivers indigenes for confirmation.

Many factors will determine who wins today’s Bayelsa State governorship election. The contest is between the incumbent governor, Seriake Dickson who is flying the People’s Democratic Party (PDP) flag and former governor, Timipre Sylva, as candidate of the All Progressives Congress (APC).

Analysts say the contest is going to be a fight between the two political gladiators and by extension between President Muhammadu Buhari’s APC-led federal government and former president Goodluck Jonathan who is from Bayelsa State.

The state appears to be Jonathan’s only PDP surviving state and will do everything humanly possible not to concede it to APC. It is believed that a loss of the PDP in today’s election will be a very big slight on Jonathan of which he will use everything at his disposal to ensure PDP clinch the contest.

Thousands of Bayelsans drawn from the three senatorial districts of Bayelsa Central (Yenagoa, Southern Ijaw and Opukuma), Bayelsa West (Ekeremo and Sagbama) as well as Bayelsa East (Ogbia, Nembe and Brass) will decide today, between Sylva and Dickson, who will be their governor. Dickson hails from Sagbama while Sylva is from Nembe.

One of the factors that will determine who wins the election is personality influence and the impact of the two politicians to the grassroots. Pundits say today’s poll will be the first time a real election will be conducted in the state as previous governorship ticket in the state was issued from the government house. They add that the people of Bayelsa will have a say on who will become the governor as every vote will count.

The first challenge Dickson will face is from thousands of Bayelsa civil servants who are owed arrears of salaries. Another group of people that will challenge the governor at the poll are political jobbers and hangers on whose ‘stomach infrastructure’ benefit he stopped. Unlike Sylva who is noted to be ‘open handed’ and created ‘stomach infrastructure’ where so many Bayelsans benefited, Dickson shut his doors against ‘stomach infrastructure’ policy. As soon as he came into power he stopped the policy on the ground that Government House vault is not an ATM machine where every Dick and Harry would come to withdraw money.

The governor according to analysts believes that for one to earn money such a person must work for it given the reason why not much was given out to the people. He was said to have impoverished the people through his harsh policies which is considered alien to Bayelsans ‘come and chop’ policy.

Another factor that will work against him is his alleged highhandedness and despotic tendencies which forced many of his supporters to abandon him. Some of his cabinet members resigned from a few months to the election and pitched their tent with Sylva.

“This election will be an acid test for Sylva and Dickson. It is going to be payback time for Dickson who sees himself as a demi-god. He did not see anything good in anybody apart from himself.

You need to see how he presides over our monthly transparency meetings where he shoots everybody down. You cannot give your opinion in that meeting and where you do you are in for trouble,” a top civil servant who spoke with our reporter in Yenagoa said.

“In that meeting nobody talks. You only attend the meeting and listen to him throughout the meeting and go home at the end. This is what we passed through with the governor. Many of his aides do not like his style of leadership and that is the reason why so many of the cabinet members resigned at the dying minute,” he added, asking not to be named.

The top government official also alleged that the governor converted Government House into his private property where family members were appointed into key political positions. He said all these factors will work against Dickson.

Another factor that will determine who wins the election is the personality of President Buhari and that of ex-president Jonathan. Jonathan is a strong supporter of Dickson who he installed as governor in 2011 against Sylva who was denied the PDP ticket despite the fact he won the party’s primaries.

Jonathan during PDP grand finale rally in Yenagoa told supporters not to be deceived by any politician but vote for Dickson. The ethnic sentiment that beclouded the presidential election may play out in this poll as the Ijaw may like to take their pound of flesh against the north for voting against their son.

Majority of Ijaw believe that a vote for APC is a vote for Buhari and northerners who voted against their son during the presidential election.
APC leaders are not relenting in their effort to take Bayelsa State. Their campaign direction tilted on the premise that the state cannot afford to be in the opposition hence the need to vote for a mainstream party.


The two candidates will have to test their popularity at the hinterland where majority of Ijaw reside. The hinterland has a large chunk of Bayelsa’s 1.7 million population. Despite the difficult terrain of the area and coupled with its volatile nature, the two governorship candidates will stage a fight for the finish in the hinterland.

Trash journalism. All the writer achieved/intended was to denigrate Dickson. No comparisons of the aspirants were made. They have both governed the state and so should have a basis for performance comparison. The writer didn't do that. He also didn't discuss what each party is bringing to the table. He also probably failed to discuss the very important factor of "tribalism" that is always key in elections especially now that the writer opines the election would be free and fair.

This is a disguised APC rally in the state. All the a claimed murders and atrocities were said to be committed before or on 28th March 2015. They waited till now to ask for justice! As they request for justice for the slain members, they should also seek justice for the ones they killed. Both parties committed murders during the General elections. Hmmmm Amaechi at it again. Some of the speakers in the rally unknowingly shout APC! Change! It's all politics.

Rivers State have been in relative peace but these guys are fanning the embers of trouble now. I suspect the PDP will take a cue and organise their own rally! This will only destabilise the state. I guess that's Amaechi's plan.

Kukah you compromise your previous nature of telling the truth as how it is when you bring the issue of forced marriage and kidnapping girls by Boko Haram as part of Islam which is totally lie and you knew it but you say it anyway in your attempt to destroy the Image of Islam.

Kukah what will you say about those Catholics who sleep with male children during former Pope? what will you say about those pastors who constantly rape or have sex with their followers in the name of praying for them?

Bro, please go through the article again before you criticize the man. For your information, Kukah didn't compromise, he said it the way it is. This is actually a paper he presented in an Islamic conference, so the discuss was on Islam and how to make it better and not on Christianity or any other religion. In that wise, you do not expect him to comment on Christianity or any of the ills/challenges the Christian Faith/Catholics are facing. I believe there will be a forum for that some other day. You only answer the question posed to you and not dabble into issues outside your scope.

He was not out to damage/ destroy the image of Islam as you erroneously posited he was rather making his assertions on how to mitigate against the problems bedevilling Islam in Northern Nigeria.

Understand the message and leave the messenger. You already agreed with him on the real crux of discuss so why the attack on him? One Love bro!

That 83 billion can be money accrued from numerous sources, moreso after the successful implementation of the TSA.

Have you considered the huge penalties MTN and co are facing, REMITA refunded commision e.t.c.

Must we all be zombies just to lap in all what the FG dishes even when they are questionable info.

You forgot to add the billions of Naira in penalties on First Bank, Skye Bank and one other bank for not returning NNPC's accounts to the TSA.
Those defending the minister and PMB also forget that revenues fluctuate and are not constant every month. Besides, there are some revenues (JVs and govt interests ) that come in once a year (e.g. the NLNG payments in June). All these could have increased our earnings in October.
Let's also remember that we have been having difficulty selling our crude. This could also result in deferred sales, payments/proceeds from our oil exports.

Finally, I want to believe that with the TSA, any unexpected or unplanned revenue receipt wouldn't go unnoticed. So, my conjecture is that the minister probably knows nothing about the returned loots, she knows about the loots but do not have all the details and so decides not to mention the amount or she knows all about the returned loots but hasn't been authorized to release the figure to the public.

If you are not living in Benin, you will not understand the dynamics in play in the State. Edo State is like an abandoned State. No jobs, no roads, no housing, no water; just taxes and taxes. The state is messed up real bad.

It seems, you Guys don't understand the message or maybe the way the Punch Newspaper presented it.

Let me explain:

The 8Trillion Naira will be the total revenue generated by the Fed. Government in the next fiscal year. This will be made possible with the current introduction of TSA. No MDA (NNPC, NPA, NIMSA, Etc) will have a separate budget from that of the FG Govt. Unlike what we used to have. Therefore, the Fed budget will capture all their budgetary needs.

In the times past, these agencies generate, spend and pay a certain percentage of the surplus to the govt. They run the agencies as a separate country financially.

Zero Budgeting: Each Ministry/MDA will be given a "plain sheet of paper" to write what it needs for the fiscal year based on the economic policy of the Federal Government. With it, every kobo proposed by any agency or ministry will be justified. This is totally different from what was obtainable under PDP, where it operated what was known as budget padding, where the ministries just dust up the previous years budget and add some figures and Pronto, it becomes the new budget.

Good explanation, Madam. However, you failed to explain how the FG intends to raise the N8trn total revenue considering the times we are in. Zero budgeting or budget padding as you called it, most Govt Agencies and ministries do not spend the revenues they generate without recourse to the approved national budget from which their budgets firm a sub-set.
NNPC, for one, I know have never operated a budget separate from the FG's; it's budget has always been approved by the FG and flows from the FG's budget . With NNPC, it has never been an issue of running a parallel budget but rather it is about budget performance and extra-budgetary expenditures (most times a result of Govt drawdown).
I would love to see us generate the 8trn but methinks that without obtaining loans that amount will be a mirage. Maybe I'm wrong, but then we have to wait for their explanation!

If the above is correct, then why has neither the EFCC nor the ICPC invited Amaechi for questioning? EFCC tells us that they act on petitions but why is this different ? Is Amaechi sacred or untouchable? Is the anti-corruption war only against a select few? Why would the petitioner be confident in the anti-graft agencies when the accused has not received a mere invitation for questioning from them?

In an ideal world, the Senate would stay action on Amaechi's screening, and request the EFCC to expedite their investigations after which he would be screened. PMB's tenure is at least four years, so there is still plenty of time for Amaechi to be made a minister if he is cleared of all the allegations.

A sane government especially in other climes, would withdraw the nomination of a nominee which is tainted with controversy and corruption-related allegations until such time when he is cleared. This is the change from our norms that I expected but nay....we are still in the same shit...

All you hear is that Amaechi did very well in first term and was distracted in second term because of politics.

Your last sentence closely describes his performance in office. Loved? By a few, Yes. Majority are disappointed with his last term in office and hate him for squandering the State's resources. Rivers people suffered the brunt of Amaechi's fights and "distraction" as you called it.

I think you lied! Sincere, apolitical ( neither pro-APC nor Pro-PDP) Rivers indigenes (myself inclusive) are miffed and disappointed with the way he managed the State's resources in the last four years. Only those who feed on the crumbs of politics and have been near the corridor of power in the state in the last four years see him as their hero.

This paragraph got me thinking.....Can APC probe this and deal with the culprits? Can OBJ ( who was in office from 1999 to 2007) and Yaradua (in office from 2007 to 2010) or his lieutenants (since he is late) be made to refund these monies? I have my doubts. But for GEJ and his lieutenants being probed? I have no doubts. My wish is that all the money is recovered.
