In my own interpretation, the opening is for a Senior HR who will be managing a large team of HR personnels or maybe a Senior HR managing a large organization.
Either ways, 500k isn't suitable, no matter the industry.

A senior HR in my organization earns between 19 million - 30 million per annum

Remember, I asked which industry? If you do a salary grade for that level what will the outcome be? However, put out the vacancy and up it a bit say 280/300 that should be fair. The cost/process of hiring is cumbersome. Imagine getting one for your desired amount and the person gets a better offer and leaves almost immediately. If your organisation has a better Evp (employee value proposition) that could help.

300k is still wickedness. Anything below 500k after 7 years experience is slavery

If his goal was to start in the same field he was in Nigeria, he ought to have prepared himself with international Certifications to lend credence to his experience and skillsets or even gone to get the Canadian education. They are extremely biased about foreign experience and education even after verifying your education through their approved boards. I know a young man that was in banking IT security in first bank in naija, guy's first job here was in same field earning 150k/annually. That's because he had all the experience with international Certifications before landing here.

Besides, the most successful people here are the Asians who just do businesses and cooperate with one another in turning funds around. 5yrs in, they not only have successful businesses, they also have stability and citizenship.

But thinking about the 24/7 electricity costs, the tax, logistics, wages of workers (atleast three), purchase and maintenance of database server, internet subscriptions, clever shoplifters and shop rent etc, you need to be selling highly profitable products for you to get a high profit margin in a financial year. Sadly, people prefer to buy the highly profitable products in the local markets. How many people would head into a supermarket to purchase kitchen utensils and other home accessories?
Moreover, every government policy will drastically affect you either negatively or positively e.g money volume, fuel price hike, VAT etc.
