Going by the agenda you're trying to set, the 700 KM Lagos-Calabar coastal road which costs over #15 trillion is about #210 billion per KM.
But that is not how it works.
I'll spare a minute to educate you and other ignoramuses.
Port Harcourt road is a 6.7KM, 6-lane road, making a total of 40.2 KM. So, at #30 billion, the project cost works out #746.3 million per KM. So, Abia State government is spending less than #800 million per KM.
Again, the coastal road doesn't cost #4 billion per KM.
The project costs #15 trillion and #15 trillion for a 10-lane 700KM is around #21 billion per KM. The project is a PPP between the FG and Hitech bears the bulk of the financial burden. The #4 billion you quoted is FG's share of the cost per KM, while the private sector will source the other #17 billion per KM.
The FG is spending a little over #2 trillion on the entire project, while Hitech will source the other #13 trillion, that's why the road will be tolled at #1,500 per car to recoup the cost. Your numbers are wrong and grossly deceptive. Read below. The total cost is N2.8trn @ N4 Billion per Km.
