Roads, bridges, flyovers, schools, hospitals and other public spending creates jobs, it put's money in people's pockets which in turn eradicates poverty, this is simple social economics because Roads, bridges, flyovers, schools and hospitals don't build themselves, human beings are hired to build them and the support services like vendors and so on also participate and reap their own benefits too.

Massive construction and infrastructure spending are the reasons why Kano is doing great, also why Kano is one of the top 5 IGR generators in Nigeria.

Lastly, transportation infrastructures like roads and bridges encourages economic growth because they facilitates free and easy movement of humans, goods and services, they also open up undeserved and impoverish areas to commerce and services.

The lady in question was born in 1994, meaning she is 26 years. She would have been 11 years old when she finished university & working in the oil & gas industry to have been eligible for the job.
