In as much as the punishment is humanly wicked. The boy will suffer burns from the sparks dropping on his back, fear and psychological trauma as a kid naturally afraid of the sparks coming from the welding, and some heat from the welding on the metal.
However he most likely will not suffer electric shock because welding machines operate at very low voltage about 15 to 42 volts about that but with high current of 50 to several 100s of Amperes needed to cause the metal melting heat.

In my youth years I did similar things too and it was mostly about the same approach for most of them. What is important is that the man has managed to put his idea together to get what he expected as result.
