Since the dollar isn't a legal tender in Nigeria, basic maths tells me that CBN being the official seller of the dollar currency probably sold an X amount of the $ for the year 2012. If Y amount of dollar was accounted for via legitimate means then Z being the approximate unaccounted for would be X-Y, No?

Lagos state government probably need to start providing incentives to companies that move their main offices out of the districts with the most congestion.
