Hello Kolagold.

Do you still need help with resolving your burnt popcorn issue?

I am in the process of launching a Gourmet Popcorn Company in Abuja that makes over 80 flavors of popcorn; So... I know quite a bit about popcorn.

Are you getting burnt kernels (seeds) or burnt popped pieces? If kernels, are you buying quality popcorn seed!? The poppability (percentage of popcorn kernels that will explode and pop into your white popcorn) of some of our local popcorn is suspect. Poor quality seed is similar to pouring regular corn into the machine. It won't pop and as temperatures rise, it will burn.

Are you adding sugar along with the popcorn into the kettle? (This is not a good idea as table sugar caramelizes i.e burns at 330 degrees Fahrenheit or 165 degrees Celsius) That means if your kettle gets this hot, the sugar burns and turns black while clumping your kernels together.

Kindly give me more information so I can better assist.

SECTION 175 OF THE CONSTITUTION OF THE FEDERAL REPUBLIC OF NIGERIA

175. (1) The President may -

.........(a) grant any person concerned with or convicted of any offence created by an Act of the National Assembly a pardon, either free or subject to lawful conditions;

........(b) grant to any person a respite, either for an indefinite or for a specified period, of the execution of any punishment imposed on that person for such an offence;

.........(c) substitute a less severe form of punishment for any punishment imposed on that person for such an offence; or

.........(d) remit the whole or any part of any punishment imposed on that person for such an offence or of any penalty or forfeiture otherwise due to the State on account of such an offence.

2) The powers of the President under subsection (1) of this section shall be exercised by him after consultation with the Council of State.

3) The President, acting in accordance with the advice of the Council of State, may exercise his powers under subsection (1) of this section in relation to persons concerned with offences against the army, naval or air-force law or convicted or sentenced by a court-martial.
Please note that the it repeatedly states "THE PRESIDENT" and places responsibility for initiating the process on "THE PRESIDENT".

A PARDON DOES NOT COME FROM THE COUNCIL OF STATE. A PARDON COMES FROM THE PRESIDENT.

Please stop making excuses for Goodluck Jonathan. He is responsible for this.


Looking at the Council of State meeting, you will see that only the YES-MEN former Presidents with no backbone - Shagari, Gowon, Shonekan - attended the meeting.

I wonder how long the Government of Goodluck Jonathan will keep deceiving themselves.

Assuming they saved N100 billion over 24 months. Let's say they detected all 45,000 ghost workers 2 months before Goodluck Jonathan's election in 2011. wink grin grin grin wink

N100 billion / 24 months = N4,166,666,667 (N4.16 billion)in monthly savings since then.

Now divide the total monthly savings by the 45,000 ghost workers to arrive at the amount saved from each ghost worker.

N4.16 billion / 45,000 = N92,592.

So, this government is saying that the average ghost worker was being paid N92,592 per month.
How many non-ghost civil servants earn that much?

And note that this calculation is all based on the impossible premise that they detected all 45,000 over 24 months ago.


Like I said, it is not difficult to see that the current administration is only deceiving itself. Critical-minded folks will not fall for this nonsense.

Shame on them all.

ABUJA/LAGOS (Reuters) - Nigeria's Attorney General has filed a court petition to prevent anyone implicated in a $6.8 billion fuel subsidy corruption scandal being prosecuted, after allegations the investigator himself took a bribe to manipulate the report.

Nigerian legislator Farouk Lawan blew the lid on a massive scam in state fuel subsidy payments, exposing a web of fraudulent transactions that enabled corrupt officials and fuel marketers to grow rich, some without delivering a drop of fuel.

But now his committee's report is being called into question over allegations Lawan demanded, and took part of, a $3 million bribe from one of Nigeria's richest oil tycoons to remove him from the list of fraudsters.

Police questioned Lawan last month and parliament is investigating the claims. His lawyer told Reuters on Thursday that Lawan took $500,000 offered by tycoon Femi Otedola, but only in order to expose him, saying he disclosed it to parliament and left the cash there.

"The report of the committee will be studied and given to relevant agencies of government but (we) will not prosecute or take legal action against the person or persons indicted by the report," a petition filed by the justice ministry on behalf Attorney General Bello Adoke dated July 3 states.

The move could kill any attempt to seek justice against those implicated in the scandal, an outcome likely to please Nigeria's downstream oil marketers and some corrupt government officials, but enrage the public.

SMEAR CAMPAIGN?

The report fingered several fuel companies, including a local unit of ExxonMobil, as being involved and called for the board of the state oil firm, including its head Oil Minister Diezani Alison-Madueke, to resign.

President Goodluck Jonathan has since sacked and replaced the NNPC but kept Alison-Madueke.

Lawan declined to comment but a lawyer speaking on his behalf said the allegation is a smokescreen.

"Some powerful oil marketers are diverting attention from the main issue, which is the committee's report," he told Reuters by telephone.

Lawan's report was scathing about some of Nigeria's most powerful people - few would dare take on the oil minister - and was an embarrassment to Jonathan, whose office repeatedly pledged to prosecute those implicated but urged patience.

Otedola this week published an alleged audiotaped conversation between him and Lawan, in which the participants make arrangements for the delivery of cash. Lawan says the tape is not his voice but has been doctored to sound like him.

The oil tycoon has been quoted in the local press as saying Lawan solicited him for the bribe, and that he paid it as part of a sting operation to expose him as corrupt.

"That is totally untrue," his lawyer said. "He never demanded $3 million or any such amount. Otedola approached him in his hotel ... The money he took he turned over the house committee on financial crimes."

My viewpoint for the 2015 election to hold 2 years and 10 months from now.

PREMISE ONE: CORRUPTION IS OUR MAIN PROBLEM.



To this end, we need a president who will wage an intense and even ruthless war against corruption and indiscipline.

Options: Muhammadu Buhari, Raji Fashola, El Rufai, Amaechi, Rochas.

A breakdown.

The vast majority of Nigerians want to vote along ethnic and religious lines.

NE and NW will vote overwhelmingly for a Northern Muslim
NC - A Northern candidate of any religion can garner votes from different groups. A Northern Christian will garner votes, a Northern Muslim will garner votes from some quarters. (Maybe other candidates from other regions can get votes here).
SS - Will vote for Goodluck Jonathan.
SE - is an unsure zone for any candidate. A lot of traditional elders her seem open to mobilize for the highest bidder.
SW - Goodluck Jonathan may receive some votes. Constituents would love to rally behind an achiever like Fashola.


I propose Buhari for president because he has that track record and the uncompromising will to destroy corruption. I do not know of Fashola's commitment to fight corruption. I do not support Fashola for president yet cause he still needs time to shake off the control of Bola Tinubu who is a thief.

El-Rufai has not gained enough credibility or respect to garner Northern votes. If he runs supported by Buhari, PDP can instigate a Nothern candidate from ANPP like Shekarau to split Northern votes. These NE and NW votes would normally go to Buhari. In his absence, they will be split between a man like El- Rufai and another Northerner. At the same time, El-Rufai has not displayed a record/ commitment to fight corruption.


Amaechi is a PDP Man. Goodluck Jonathan will not be chanced by a South Easterner.

Rochas is just starting in governance. He needs time to complete his work in Imo. At the same time, he cannot get SS votes, NW, or NE votes. Some of the SE voters will fall in line with Goodluck. That leaves Rochas with doubtful SE, SW, and NC votes. His votes can easily be garnished by a credible SW candidate or NC candidate emerging in the election.

I believe a Buhari/ Fashola ticket will get the overwhelming majority of NE, NW, and SW votes. Some NC votes will come in as well. The SS and SE will have to swing in another direction.

SW - 14 million voters


Nothing is certain, but I think this combination of Buhari/Fashola might be able to upset the PDP at the polls.

Buhari has less baggage and would be able to appoint men like Pat Utomi to serve as ministers.

The ACN on the other hand (especially Mr. Tinubu) have so many sycophants that must be compensated. If the ACN under Tinubu puts forward a presidential candidate, we can expect political positions to be shared among "the boys" rather than by track record and competence.

Buhari for President
Fashola for Vice President.

Fashola can't be a president yet cause he's still Tinubu's boy.
We don't want to trade our PDP chains for Tinubu's chains.


Buhari can get North Eastern and North Western votes.
Fashola can get South Western Votes.

Combined with some votes from the North Central, their chances together are good.

This combination would however require Fashola to ditch ACN as Tinubu will never ever ever nominate him for president.

I really commend goshen360 on some of the points he has made.
I want you to know that you can almost not change anyone's mind on this issue.


POINT 1 - BLESSED TO BE A BLESSING.

I believe this issue should be addressed from the perspective of God's plan for Wealth.

In reading the bible, we should have realized why God blesses people and why he blessed Abraham.
This reason is stated in Genesis 18:18

Genesis 18:18 - Seeing that Abraham shall surely become a great and mighty nation, and all the nations of the earth shall be blessed in him?

The sole purpose of God's blessing is so that we can be a blessing to all those around us. I want to believe this is a basic fact that all Christians agree with.



POINT 2 - GIVING IS A KINGDOM PRINCIPLE THAT APPLIES TO ALL ASPECTS OF LIFE

Luke 6:38 - Give, and it shall be given unto you; good measure, pressed down, and shaken together, and running over, shall men give into your lap. For with the same measure that you measure it shall be measured to you again.

I feel it is unfortunate that this verse is almost only used in reference to offerings. This verse has no direct relationship to offerings and tithes but to a broader principle, like gravity, that God has put in place from the foundations of the earth.

- For the farmer to receive, he must first give what is in his hand to the ground.
- In your business, you must always find what you can give for free, for through that will more come your way. If you walk into any food court in America, you'll be bombarded by people offering you free samples of meats and other foods. This is because they understand that all they have to do is give, and when they do that, they will cause you to give back by purchasing what you like.
- You have to give effort, to yield results. You cannot tell the fire to light up first and warm you up a bit and that afterwards you will go get more wood. NO. You give the fire wood and then it will give you warmth.

In the same measure you give, you will receive. If you put more effort in your work, you will most often yield more than someone who put minimal effort.

THIS IS THE PURPOSE OF THAT VERSE. By the way, there are far too many examples of this to stress upon.



POINT 3 - NO HUMAN BEING CAN CLAIM TO BE GOD'S CASHIER.


Nowadays, some pastors approach people with the mentality of - "If you don't give me this money, then you have not given it to God"
Some will say "If you don't bring this money to my church. then you have not given it to God."

I hope we call all see that this is wrong. For God has no cashier, but constantly stipulates in the bible what can be considered giving to him.

1. In Proverbs 19:7 - He that has pity upon the poor lends unto the LORD; and that which he has given will he pay him again.

DO NOT BE MISLED - THIS VERSE CLEARLY STATES ANYTHING GIVEN TO THE POOR HAS BEEN GIVEN TO GOD.

2. Proverbs 28:27 - He who gives to the poor will never want, But he who shuts his eyes will have many curses.

3. Proverbs 25: 41-46 : “Then He will also say to those on His left, ‘Depart from Me, accursed ones, into the eternal fire which has been prepared for the devil and his angels; for I was hungry, and you gave Me nothing to eat; I was thirsty, and you gave Me nothing to drink; I was a stranger, and you did not invite Me in; naked, and you did not clothe Me; sick, and in prison, and you did not visit Me.’ “Then they themselves also will answer, ‘Lord, when did we see You hungry, or thirsty, or a stranger, or naked, or sick, or in prison, and did not take care of You?’ “Then He will answer them, ‘Truly I say to you, to the extent that you did not do it to one of the least of these, you did not do it to Me.’ “These will go away into eternal punishment, but the righteous into eternal life.”

THE VERSE ABOVE CLEARLY STATES THAT ANYTHING DONE TO THE POOR HAS BEEN DONE TO GOD.


To Kobojunkie and others, here is the collation of all three points above.

IT IS PERFECTLY FINE TO TAKE YOUR TITHES AND OFFERING TO CHURCH.

HOWEVER, THE POINT IS THIS, IF THE SPIRIT LAYS IT ON A MAN'S HEART TO TAKE GIVE IT TO THE POOR, THEN HE IS FREE TO.


HOWEVER,

LET NO MAN DARE TELL ANOTHER THAT THE MONEY GIVEN TO THE POOR IS NOT GIVEN TO GOD. OR CONDEMN ANOTHER FOR GIVING GOD'S MONEY TO THE POOR. FOR BY DOING SO YOU ALL RISK GOD'S JUDGEMENT, AS GOD WILL NOT CONDEMN ANY MAN WHO GIVES HIS (GOD'S) MONEY TO THE POOR.

Proverbs 28:27 - He who gives to the poor will never want, But he who shuts his eyes will have many curses.
Proverbs 28:27 (NLV) - Whoever gives to the poor will lack nothing, but those who close their eyes to poverty will be cursed.




While I understand the problems associated with giving outside the church (such as giving to your younger brother who is in need and saying you have given to God), I want to believe that discretion and God's guidance must be employed in giving whether to the needy or to churches and pastors.


That is my contribution on this issue.

Products subsidized in Nigeria - PMS and Kerosene
Demand
PMS - 35 million litres /day
Kero - 8 million litres/day

Prices
PMS Open market Price (OPM) - N145/L ( this number varied from N125 - 165 in 2011 because of crude oil price in 2011)
Kerosene Open Market price  - N150/L (this also varies)

Subsidy Per Liter
PMS Subsidy per liter = 145-65 = N80/L
Kerosene subsidy per liter = 160-50 = N110/L

Subsidy Per day
PMS = N80/L* 35,000,000 L = 2,800,000,000/day  = 2,800,00,000*365days = 1,022,000,000,000 = N1.022 Trillion/year
Kero= N110/L * 8,000,000 L = 880,000,000/day = 880,000,000*365days = 321,200,000,000 = N321 Billion/Year

Total Subsidy

I beg to differ. On the contrary, for the small scale business man, illegal refining is the way to go.

Cost of PMS = Cost of crude + cost of refining + associated costs like transport.

The reason why international prices of crude are high are not because of the cost of refining. They are high because of the cost of buying crude oil at international prices.

That is why countries like Saudi Arabia and Kuwait have lower prices. They sell their crude for lower prices to themselves and refine it themselves. The cost of exploration and recovery of crude is low in some countries, export pricing is what is high.

If you are a small time business man who wants to make money, puncturing a pipeline and siphoning crude is the easy part. Finding the equipment to transport large quantities of crude to willing buyers is a nightmare. Not just anybody can own an oil tanker (ship) and you can't carry the crude around in Jerry cans. Conversely, if you siphon the crude and process it like "unrattled" suggested, you can then walk around with jerry cans and sell directly to folks or partner with a petrol station to sell your product.

Crude in your hands is useless to a small scale businessman. If you were Otedola and co who owned barges and shipping tankers, that would be a different case.

My point, for the criminal-minded businessman, refining affords you a scalable business model since

using this equation,


Cost of PMS = Cost of crude + cost of refining + associated costs like transport.

Cost of Crude oil is free since you stole it.
Cost of refining may be several naira for each liter.

The difference here is your target market.
If you sell PMS, your market segment is extremely large, if you sell crude, well,  you have a much smaller market segment.

Try standing along the road with a keg or even tanker truck full of crude oil. See what results you get.   grin grin

I think it is only deluded people that won't see that PDP members are behind Boko Haram.

Firstly, who in Nigeria has money for bombs? Do people think this is easy? Some people talk like you just walk into a supermarket in the North, order 2 bombs, and pick them up at the door. Only PDP and its members have money for nonsense in Nigeria. Is it CPC that barely has enough money to pay secretariat staff that would be using their money to build bombs at several million naira each? Or is it ACN that is looking for how to win more elections that would be running up and down looking for how to blow things up?

Next, wherever there is social injustice, people are vulnerable to influence for crusading. I am not a muslim, but I think it oversimplifies the issue when you say "Muslims are terrorists" or "It is because of Islam". A hungry man who has no hope, no dreams, and no prospects is a desperate man and given the right conditions can be easily influenced to take up a cause. How many suicide bombings are perpetrated by Kuwaitis? Bahrainis? Qataris? Even Saudi Arabians? Having lived in the middle east for 11 years, I've concluded that all human beings love to enjoy life. It is hard to find someone who wants to die, irrespective of religion. It is only those who are pushed to the wall who subscribe to such. Is it the average Kuwaiti who is enjoying life, driving around in a Mercedes at age 24, or an established business man at age 30 that will want to kill himself or send his son out to kill himself in the name of religion? When people have prospects, dreams, and ambitions, and see hope in their future, they will not want to throw that away.

On the contrary, In Nigeria, you will see a 30 year old man up north with no achievement, no money to feed their family, no hope for the future, no hope for change. It is not hard to know what will happen when evil men begin to influence him with talk of how he will make an impact, secure a legacy, become a martyr and all that stuff when he gives up his life for their cause. Who knows? They may even promise him they'll care for the family he is living behind. The same family he currently can't feed, clothe, or shelter and sees no hope of doing any of these in the future. Look at it from this perspective, and ask yourself, what does this person have to lose? It is not like he was doing something great with his life anyway. And that is how it is.

Look up and down, only the poor are going around blowing up stuff. It is extremely rare to see a rich person doing it. Few exceptions like Mutallab exist. The American government confirmed that the Yemeni terrorist group he joined begged him to go to Nigeria and use his influence to recruit and finance foot soldiers they could use and maybe even send out to be suicide bombers. They saw him as too valuable for that. But because the boy was not mentally stable, he said he would do the suicide bombing and kept insisting until they let him. PEOPLE WITH MONEY FINANCE TERRORISM, BUT THEY SEND DEPRIVED AND VULNERABLE PEOPLE OUT TO DO THEIR DIRTY WORK.

PDP is responsible for the deprivation in Nigeria today, they have sown the wind, now, they will reap the whirlwind (Hosea 8:7). That includes Goodluck "Fresh Air" Jonathan because he is and has always been a member of PDP. When it was in their power to do something to improve the lives of others, they did not. Now, their sins have come around and they will be consumed in the inferno they silently watched others create over the past years.  PROVERBS 24:11-12 - Rescue those being led away to death; hold back those staggering toward slaughter. If you say, "But we knew nothing about this," does not he who weighs the heart perceive it? Does not he who guards your life know it? Will he not repay each person according to what he has done?. Those who carried out the evil, and those who refused to speak out against it, they share the following in common - THEY WILL ALL SUFFER THE CONSEQUENCES.

Lastly, please do not think that Nigerians are not acting because they are docile, it is because we are still having things relatively good in a lot of places including southern, Nigeria. There are places in the world that are hell compared to Nigeria. Places where drug cartels will cut of 30 peoples' heads and hang it on display in the Nation's capital, places where people watch their children starve to death and die over a period of months. We, Nigerians are silent because like the children of Israel in Egypt, we have grown comfortable in our slavery. We are afraid of the uncertain, afraid of the wilderness, so,  we'd rather just stay in slavery and make the best out of it. And when we see people who want to take us out, we fight them. Did they not rebel against and say to Moses - Exodus 14:11 - and they said to Moses, "Why did you bring us out here to die in the wilderness? Weren't there enough graves for us in Egypt? What have you done to us? Why did you make us leave Egypt? In other words, Why did you bring us out of our slavery? It may confound many to think people you are trying to help can fight you for trying to save them, but it is indeed common. Nigeria is an example. To that end, I want to tell "1025, Dayokanu, Rhino.5dm, Kobojunkie," and all others who are constantly fighting for what is right in Nigeria to keep up the good work. I appreciate you. But know that like Moses in the wilderness, the people you are trying to save will fight you as you try to save them from drowning. Nonetheless, You have all chosen to do what is right as the Proverbs 14:11-12 verse I posted in the paragraphs before states. You are telling those on the path to death what they do not want to hear. You have told them the truth BECAUSE THE TRUTH IS THE ONLY THING THAT WILL SET THEM FREE.

Nigeria's military ruler, Major-General Mohamed Buhari, visited the northeastern Nigerian city of Yola - in Gongola state - February 29 to assess the extent of damage caused by violent communal rioting two days earlier.

The known death toll from the religious disturbances is nearly 140, with at least another 60 persons injured, some critically. Gongola's acting state governor, Colonel Cyril Iweze, blamed the turmoil on fanatical followers of Moslem fundamentalist Muhammadu Marwa Maitatsine's religious sect. Marwa himself was killed in vicious rioting three years ago, when an estimated 4,000 people died.

In disturbances on February 27, the army was eventually called in to quell resistance from thousands of religious fanatics, at least 715 of whom were arrested by security forces.

General Buhari visited the Yola Specialist Hospital during his one-day tour of the gutted city, and also met with the Lamido of Adamawa, Alhaji Mustapha Aliyu, to discuss the situation.

Senate Joint Committee on Petroleum Resources (Downstream), Appropriation and Finance yesterday formally unveiled the names of beneficiaries of the fuel subsidy scheme operated by government agencies. The list comprises both major oil marketers and independent depot owners, with 77 beneficiaries.

Major oil marketers include: AP; Oando; Total; MRS and ConOil, while the independent beneficiaries are Bovas, Eterna, Eurafric Oil & Coastal Services, Integrated Oil, Matrix, Northwest Petroleum Pinnacle, RAHAMANIYYA, Sea Petroleum, Maizube Pet, Triquest, Ecogree, Ontario, Dupot, IMAD oil, Nadabo, Brila, SIFAX, Taurus, Yanaty Petro Chemical, AITEO, AMG, Ascon, Dee Jones, Honeywell, Swift, Acorn, Avant Garde, Majope Inv, Spog Petrochemical, Knighsridge, Lloys Energy, Masters Energy, Dupot Marina, Lumen Skies, Nasaman, Somerset, Sirius Energy, Tonique, Ventro Energy, Channex Oil, Valzira, Zenro, Donny Oil and Gas, Naticel, AA Rand, Lingo Oil, Ocean Energy Trading, Ryden, Chiteld Pet, Avidor, Setana Energy, Shorelink Oil, Fradro Int, Linetrale Oil Supply and Trading, Sahara, Valcore, ASB Inv, Lubcon, Ceoti, First Deepwater and Agacan.

Committee Chairman, Magnus Abe, read out a list of the oil subsidy beneficiaries, as at August 2001. Some of them are: Oando Nigeria Plc (N228.506 billion); Integrated Oil and Gas Plc (N30 billion); MRS (N224.818 billion), Con Oil (N37.96 billion), Enak Oil & Gas (N19.684 billion), Bovas & Co. Nig Ltd (N5.685 billion), Obat (N85 billion) and[b] AP (N104.5 billion).[/b]

Others are: Folawiyo Oil (N113.3 billion), IPMAN Investment Limited (N10.9 billion), ACON (N24.1 billion), Atio Oil (N64.4billion), AMP (N11.4 billion), Honey Well (N12.2 billion), Emac Oil (N19.2 billion), D.Jones Oil (N14.8 billion) and Capital Oil (N22.4 billion), AZ Oil (N18.613billion).
Abe, however, differed from the amount of N1.346trillion earlier presented by the Executive Secretary of the Petroleum Products Pricing Regulatory Agency (PPPRA), Mr. Reginald Elijah Stanley. He placed the figure at N1.426trillion.

Group Managing Director of the Nigeria National Petroleum Corporation (NNPC), Mr. Austin Oniwon, incurred the wrath of the Senator Magnus Abe-led committee when he could not tell them the units of crude oil refined per day in the nation’s refineries.

He had earlier told the committee that all the refineries combined couldn’t operate below 60 percent capacity, while the Port Harcourt refinery has not been operational for more than a month now.
“By the design of the refineries, they can’t run below 60 percent when you charge it. That’s why we say it’s 60 percent. Unfortunately, for over a month now, the Port Harcourt refinery has been shut down. But when it runs, technically, it can’t run below 60 percent,” he said.

Committee member, Senator Bukola Saraki, whose motion triggered the Senate probe asked Oniwon to tell senators “the average capacity utilization of the refineries.”
Oniwon replied:” I’ll get back to you on that.”
This did not go down well with Saraki who pressed on with more questions. He asked again: “What amount of PMS would the refineries give us for the months of October, November and December?”
Again, Oniwon replied: “ At 60 percent, we’ll produce 13 million litres.”
An angry Senator Saraki repeated his question and demanded details and documents on the amount of crude refined for those months to which Oniwon replied: “I didn’t come with the figures but I can submit them later.”
