Lagos: The Federal Government said on Monday that it would refine more than one million barrels of petrol per day (bpd) by 2014.

The Minister for Petroleum Resources, Mrs Diezani Alison-Madueke, disclosed this at the Society for Petroleum Engineers (SPE) yearly conference and exhibition in Abuja.

Alison-Madueke said that the nation’s refining capacity would receive significant boost in the next three years with the building of three new refineries.

According to the minister, the turn-around maintenance of the four refineries in the country will be handled by the companies that first built them to ensure efficiency.

“The new refineries and the old ones will actually give us the result that we desire in this country,’’ she said.

The minister said that the turn-around maintenance of the four refineries would be completed within 24 months, beginning with the Port Harcourt refinery.

The Group Managing Director of NNPC, Mr Austen Oniwon, said that a Japanese firm, vast in the repairs of refinery, would handle the Port Harcourt refinery.

Oniwon said that talks were on with another firm in Italy, adding that hopefully by next year, the firms would move into Port Harcourt refinery to begin work.

“It is not just the turn-around maintenance, it is the full rehabilitation of the refineries,’’ he said.

According to Oniwon, the refineries have no limited capacity and there is not going to be a major change in configuration of the facility since the plant is still the same.

He said the major challenge of one of the refineries was the imbalance in one of the units, which had been expanded by the licensor of the unit in July.

“So our team will be going to U.K. to meet with the consultant to review the feasibility study.

“Thereafter we will engage the financiers and the contractors to examine the feasibility study to determine appropriately the type and the configuration of the Greenfield refineries,’’ Oniwon said. (NAN)

ABUJA—The Minister of Power, Professor Barth Nnaji has announced the immediate removal from office of four Chief Executive Officers of Distribution companies across the country.

The move which is aimed at strengthening the capacity of distribution companies nationwide to enable them serve the public better led to the immediate replacement of the four Chief Executives.

This was contained in a statement issued by the Media relations officer to the Minister, Mr Ogbuagwu Anekwe, in Abuja yesterday.

Those affected include Engr. Justus Obilomo (Eko), Engr. Oladele Adeola (Ibadan), Engr. George Chiatula (Benin), and Engr. Kosiso Nwaokoro (Jos).

The minister named their replacements as Engr. Oladele Amoda (Eko Distribution Company), Engr. Bolaji Mofoluso Oyesiku (Ibadan Distribution Company), Dr. Effiong Umoren (Benin), and Mrs. Vera Ngozi Osuhor (Jos).

Nnaji had told the top level managers of the power generation, transmission and distribution companies in a meeting last Monday that those who failed to perform and consistently miss their service level agreement targets would be replaced, to underscore government’s seriousness to pursue the reform agenda robustly.

The minister later met with the new CEOs and congratulated them on their appointments. He said that government’s expectation was that they would live up to expectation.

The minister also told the CEOs that the government would hold them responsible for meeting the service level agreements already subsisting in their various companies. The appointments he said, takes effect immediately.

Meanwhile, President Goodluck Jonathan has tasked the Nigerian National Petroleum Corporation (NNPC) to develop three new refineries in addition to the rehabilitation of existing ones in the country in order to meet the country’s common objective of attaining self sufficiency in petroleum products.

The president who was represented by the Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke, at the opening ceremony of the 35th edition of the Society of Petroleum Engineers (SPE) Nigeria Annual International Conference and Exhibition (NAICE) 2011 in Abuja, however did not give any timeline to achieve this.


He explained that the implementation of the national energy policy, which is expected to reposition the oil and gas sector for sustainable development has started yielding positive results as Nigeria’s domestic refining capacity is already on the verge of hitting over one million barrels per day.

According to him,  “Nigeria’s national energy policy recognises the multi-dimensional nature of optimal energy resources management, at the same time, it addresses diverse issues such as energy efficiency, environmental stewardship, research and development, as well as energy pricing and financing along the entire oil and gas value chain

He further said that, “These policy objectives are now actively being pursued in an integrated manner to give impetus to this vital sector of our national economy via incentivising oil and gas exploration and production while modernising its laws to create an appropriate institutional framework for the implementation of the policy.”

The president also challenged members of SPE to deliberate and proffer to government the best measures to be adopted in the process of ending gas flaring within the stipulated government timeframe

He said: “Government is also focusing on addressing the considerable environmental challenges in the Niger Delta through the adoption of environmentally  friendly technologies in our exploration and production activities”. According to him, “every nation with an important coastline must adopt best practices in its oil and gas activities to safeguard aquatic ecology of the coastline which many of our communities are dependent on” noting that, “the recent BP disaster in the Gulf of Mexico is an important warning signal to Nigeria and lessons learnt from the incident must be shared especially through professional bodies like the SPE. ”

Wake up and smell the coffee. Don't be deceived by the nonsense results declared in favor of GEJ.

The core north will rally behind a single candidate in the coming elections. If the results are free and fair, I believe our only hope is to convince General Buhari to run again, or else, it will be Oga Atiku. In that case, we are all screwed. Buhari is the only one that can receive full northern support or split votes with any other northern candidate, thereby allowing another region to take the cake.

In a free and fair election, all any northern candidate needs is 70 to 80% of NE and NW votes. Let us not forget the few NC votes that will add to it. We shall then laugh and see if SE and SS will vote for a Fashola. Or whether SS and SW will vote for an Okorocha, or Chime.

The North are preparing, and now that GEJ has chopped their kpomo, once they get the presidency, we call all say goodbye to it for another 12 years.

First thing I asked her is - do you know how to braid and weave hair??

As a student here in America, don't expect to have any ready employment coming your way, I told her.

But if you are able to braid and weave hair well, you can make as much as $18 to $25/ hour making hair from the comfort of your own home when you are not in class. There are many professionals with big degrees in America who are not even making that much.

It is beneficial in life for one to have a skill of some sort.

Osun, Korean Investors Sign MoU On N60bn Agric Investment •Project Kicks Off In 90 Days

Barely a month  after a proposal was presented before the governor of Osun State, Rauf Aregbesola, by a group of Korean Investors, Synctop Corporation Limited, the governor and the investors have signed a Memorandum of Understanding (MoU) for the establishment of $400m (N60 billion) agricultural company in the state.
The memorandum, which was signed under the Green Wealth Agricultural Project, is expected to generate 127,000 employments and boost the economy of the state when it takes off.
It would be recalled that the investors, led by Mr Moon Kyungsoo, early last month presented a proposal to invest in agriculture in the state to the tune of $400million with the state having to cater for the 10 per cent (N6billion) of the total amount as counterpart funding.
Aregbesola described the signing of the agreement with the Korean investors as historic, as he was able to bring investors to the state within his short stay in office without extra kobo of the state being spent, except the cost of the pen and the ink with which the agreement was typed as against the several trips abroad embarked upon by the ousted Governor Olagunsoye Oyinlola-led administration in the name of rooting for investors without anything to show for it except debts.
He said: “My joy is predicated on two clear platforms. The first is the prospect of generating 127,000 employments when this project kicks off. I have no doubt that this project would go a long way in tackling the monster of unemployment in our country, particularly our state. Even for that alone, no effort will be spared by us to ensure that this project works.
“Secondly, my joy is the promise of boosting the economy of the state. If there is anything this agrarian state requires badly, it is the possibility of using this primary engagement of our people to drive its economy. I am more than expectant in looking at how our collaboration will bring about this and I believe that this will work successfully”, the governor hoped.
Aregbesola noted that the state was not just going into the agreement because it desires it, saying that all technicalities, procurement, evaluation and other specified government procedures have all been fulfilled.
In government, he said, no matter how promising a proposal might be, it must be scrutinized and approved by all the government agencies involved in the civil service before one can beat his chest that effective process had been followed.
The governor added: “I am happy to say to the whole world that this is not just a question of running through one’s desire, but all arms of government that should look at this critically looked at it and the Solicitor-General even confirmed that it has passed the acid test of all the arms that should look at it.
“We are equally joyful that we do not have to go round the world in a mindless and reckless push for investors, as it was done by some people here for seven and a half years and nothing was brought except debt”, he reiterated.
While promising that the state would meet its obligations of the agreement, he enjoined the investors to also be faithful to the state and discharge their responsibilities under the agreement, just as he called on the people of the state that would benefit from the agreement to discharge their responsibilities as law-abiding, responsible, decent and reliable citizens.
Speaking earlier, the linkage between the state and the investors, Dr Adebayo Adewusi, confirmed that once the government fulfills its obligation, the project would take off in the state within the next 90 days.
Describing the signing of the agreement as the most important aspect of the project, Adewusi urged the state government and the Koreans not to derail from the seriousness they have given the project so far.

What guarantee does anyone have that the $4 -$5 billion saved from subsidy will be used for any development at all??


Did they use the $5 billion or more accrued to the Excess Crude Account yearly for any development??
Did they use the $30 billion or more in the budget for any significant development??

But GEJ and all these thief thief governors want us to think that it is this $4.5 billion that they will save from removing subsidy that they will use to revolutionize and build a better Nigeria, hereby change our lots.

Lets beg him to stop, and tell us how to get Ogun out of its predicament.

What we need to hear is what their solutions to the problems will be, I bet you, we will not hear anything definite about their solutions. What we need to see him doing is giving us definite road maps as to how he plans to tackle the situation over the next 4 years of his administration. SIMPLES!

If OGD sold Olumo rock, does the concession make Financial sense, dont just come and say that he sold it off, it is still the property of OGun state.

Exactly the point that I made in my previous post. Uncle Gbawe decided to ask what I expect them to do in 1 month.

I expect them to know the yoruba adage.

Translated: The pikin wey go know book, na from when him small we go know by the way he dey talk and him character/ sharpness.

I expect them to spend as much time talking about the solution as they do the problem.
I expect road maps, milestones, goal-setting, quantifiable achievements.

You don't need 1 year of GEJ to know that the man has no plan for Nigeria and that we should not expect any change from him. His actions in as little as 1 week can tell you.

Likewise,  1 month is enough for us to see the roadmaps and solutions that these governors have for their states. Nothing on ground yet. No Manifestos before election and no plans, milestones, roadmaps, and setting of measurable goals afterwards

Interesting change in perspective from ekt_bear in this thread.

I always used to consider him an apologetic for most of these ACN governors.

@ ekt_bear: I am thankful you appreciate that most of these new governors don't seem to have much planned for their states.


AMOSUN, AJIMOBI, FAYEMI, AREGBESOLA - There is no "Fashola" in any of these guys.

All we will get will be excuses, delay tactics, grandstanding, and backpedaling.

Some people here said there was no way for Amosun to know the true state of affairs while campaigning. Well,  that might be true; but that was the more reason to not make lofty promises of thousands of employment opportunities and jobs, roads, free education and healthcare and turning their states into "new Lagos".

If they could not restrain themselves when making all these promises for votes, whose fault is it now??

On inauguration, they will promise education and healthcare to some folks and some days later start backpedaling. As if someone put a gun to their heads when they were blurting out nonsense.

The average Nigerian's payment to PHCN is not commiserate with their energy consumption. NEPA fabricates bills to deliver to people.

How many times do we have to tell you this for you to understand it bro.

If GEJ wants improvement, the best step right now is to mandate that PHCN give out prepaid meters. This step is more important than tariff increase. It doesn't matter if he increases the tariff to N1000/kwh. Nigerians will still not pay for fabricated bills.

PREPAID METERS is the first step. Not Tariff increase.

Of  course the bank will retract the case. Do you expect any bank to begin fighting with a newly appointed Governor over "small change"??

Once you become a Rep, Senator or Governor in Nigeria, the banks begin chasing you around and offering you free loans, and other incentives to get you to patronize them. And in the case of a Governor, they would want you to keep some of that "massive allocation" and security vote in their bank.

Until the day Ajimobi was declared winner of those elections, he would be considered an average Joe;
however, once he became a Governor, the bank would see that they could possible benefit more from having him as a friend rather than foe.

That being said.

I believe that the fact that they had to chase Ajimobi for a while and even take him to court for this money is a revelation of his character.

It is one thing for one to have N450 million in an account and have someone credit an extra N15 million. The recipient can easily be said to not have noticed this.
However, to have N15 million in your account and then to see it double, that is totally different.


When we talk of men of integrity, it is "borderline circumstances" like these that cause such men to rise above all others.
Buhari has been shown to be an excellent example of such.

1. Golden Rule: Do unto others as you would have them do unto you.

2. How can you reap where you haven't sown??

God Forbid, If in paying Ajimobi's allowances, the government accidentally pays him N50 million extra from public funds, aren't we to believe that he will keep the money and not talk, and even become adamant when confronted.

Is reaping where one has not sown the reason why Ibori and so many others like him embezzled money that wasn't theirs??

So,  if the Executive Governor of Oyo gives out a contract of N250 million and the contractors claim they want to "compensate" him with N50 million. Are we to believe that he will not take it??


For those who are defending him, answer me this:

A man is standing in the bank and sees someone forget a bag and leave. He goes ahead and takes it home. At home, he discovers N5 million in the bag.
Can he go to church the next day to do thanksgiving for God's blessing and tell the crowd that he found the bag someone else left?? Will the church congratulate him or request that he return it to its rightful owner.


The Fear of God is the beginning of wisdom. If you have the fear of God, you will not take advantage of others for your personal gains.

This incident clearly shows the kind of person Ajimobi is. I pity Oyo state treasury.

I do have to say that Aribisala0 has a point here.

Biotech is good and nice. But we can still go very far with the most basic stuff.

Problem is we have not even tried at all. It doesn't take more than water, seed, and tractors to begin the process.
We just haven't been bothered yet.

I'm very interested in Agriculture. I need to get some arable farm land in my Ekiti State.
I'm not greedy. 500 hectares is enough for a start. wink

Kindly note that this land on which we stand is our greatest heritage and the only material legacy we can pass on to the generations that come.
It is from this land that they will get their crude oil, their solid minerals, and their water and food.


We must not mortgage our future and that of our children just so that we can have more comfortable lives.

I know that the land may have been sitting idle for decades, and some will say there is nothing wrong for us to give to them.

Please note that the reason it has been idle is because we have not been pushed to the wall. We still have options and plenty of oil money to depend on. It is this laziness for oil money that is causing us to overlook agriculture. A time will come when these things won't be available anymore.

If a tuber of yam starts selling for N1,500, nobody would tell Nigerians before they start investing in Agriculture. My point is that we still have what we consider to be other options and that is why we are neglecting this resource. (Ayo lo n pa wa).

Once we allow some foreigners to take our land, kindly note that this means that neither I,jensinmi, nor Kobojunkie's children or grandchildren will ever have the opportunity to participate in agriculture as anything more than glorified serfs (as stated by alpontif).

First it will be the Koreans, later na Saudi Arabia, then U.A.E, then China, and then before we know it, 20 years from now we won't have enough available land to feed our population that may have reached 250 million or more.

What do we do then?? Evict the Chinese?? Do we expect them to go back home without a fight?? Or would it just be easier for them to send their military over to keep us in check.

Investment is the only way to create jobs. Unless we want to mooch off of Niger Delta oil for all of eternity (or more accurately speaking, until it finishes.) And me, I don't want to mooch if I can avoid it.

There are definitely risks which we'll need to take into account. But there is no choice but to attract investment in order to create jobs. It is the only way out.
We're not saying they should not invest o. But we're not giving them large quantities of our arable farmland. They can go and take from Sudan if they want. Generations to come will need this land. As we say in yoruba, eniyan o kin fi ika mewewa jeun (A person must not use all 10 fingers to eat).

They want land? We say NO.

I don't know why some folks will come halfway across the world and tell us that they need 30,000 hectares of Ekiti's arable farmland and some folks like Ekt_bear and Kobojunkie will be telling us that it is a welcome development.

Do you folks think they want to use this land to produce food to feed Nigeria?? Or they are planning on using it to feed their own Nations.

1. Please note that even though they are promising to employ some of our graduates, most of those in the more technical positions will be brought over from their own countries.

2. Whoever owns the land, and the technology gets the benefits. We can't give up vast quantities of our land just so that some individuals can get jobs. How is this going to benefit us?? The land is our only resource as of now. Korean investment, Korean profits, plus 20,000 jobs (realistically,  much less for Nigerians). But the 30,000 hectares is gone at least for whatever the duration of the lease or agreement is.

This is not like some foreigners coming here to build a $400 million power plant. In case of a power plant, if you are not happy with the way the company is operating, you get someone else to build their own power plant. In this case here, once the land is given to them, it is gone. They will plant, harvest, get it to the ports and send it back home to their own countries. We would have gotten 20,000 jobs, and then taxes we charge before export. They would have eaten their cake and had it.

But God forbid we start needing to produce more food to feed our own nation and we've already given out our best land. Well,  hydroponic farming technology still dey sha.

Very few countries in the world play with their land, especially not arable farmland.

The December 2009 plane bomber, Umar Farouk Mutallab, reportedly collapsed over the weekend in the United States prison custody where he is kept as a result of the terror attack attempt he made on a Detroit-bound aircraft on December 25, 2009

A source working with one of the US security agencies reliably told our correspondent that the Nigerian would-be terrorist, Farouk, collapsed in the detention camp as a result of the new offensive moves made by the US security operatives on Al-Qaeda, a notorious terror group.

The source explained that the terror suspect first developed cold feet shortly after he heard about the killing of the late Osama Bin Laden, the leader of the terror group that had claimed responsibility for the 2009 terrorist attack.

LEADERSHIP exclusively gathered that the suspect, who was confident before now that the Al-qaeda hierarchy would stand in for him in the prolonged trial, became highly demoralised with the killings of Osama Bin Laden and another senior Al-qaeda commander, Ilyas Kashmiri, who was killed in a US drone strike in South Waziristan on Saturday.

Ilyas Kashmiri, considered to be planning another terror attack on the US was taken out on Saturday by a US missile launched from an unmanned aircraft that killed nine people during the attack.

Still grieving over Bin Laden’s killing, Farouk AbdulMutallab who had refused to eat since the incident occurred, reportedly collapsed in his prison cell when he heard about Kashmiri’s death.

Our correspondent learnt that the recent demise of the two prominent Al-qaeda leaders had substantially weakened the Yemen branch of the terrorist group which claimed that it sent Mutallab for the attack on the Detroit-bound plane on Christmas Day as retaliation for a US operation against the group in Yemen.

“Shortly after bin Laden was shot dead by the American security agents, Farouk Mutallab was persuaded by the FBI’s agents to mention the names of the remaining members of the Al-qaeda who sent him on the deadly mission and now there is hope that he will co-operate with the police since it has become glaring to him that there is no support from the Al-qaeda any longer,” the source noted.
