Texrec, owing money in Nigeria is not a criminal offence but a civil matter. Go to police or use lawyer as earlier advised if you're sure your friend is safe to deal with in that manner else hold your peace and hope you get paid soon and severe relations with that guy, I'm surprised you still call him your friend.

Normally you petition such cases to the EFCC but your case as it is hasn't gone bad, case no de spoil for Nigeria. Simply get a lawyer and petition AIG of the zone in charge of your state but better still petition the EFCC because when the EFCC goes after a person after preliminary investigation, they freeze the person's account so that they do not have access to money to influence the case. So your person has not escaped yet.

When you petition EFCC, they will write to the police station to hand over the case file. Most Nigerians are just ignorant about these things and the police plays on that ignorance. The system should be deployed on the most traffic heavy routes of Lagos-Ikorodu to Ketu to Anthony to, Costain to Akpongbon to Leventis to VI to Lekki to Epe. Another line should run from Badagry to Mile 2 to Coconut to Leventis, a link from Anthony to Oshodi to Cele to Mile 2.

The train line to Epe can link to a new town in Odogbolu or towns not as far.

You can bypass form M, you are the handler. Form M allows you to buy dollar at official rate to pay supplier but can be tedious to obtain.

You pay upfront, I advise you go through alibaba escrow. What are you bringing in, normally I don't even worry about shipping because I ask the seller what their product and shipping cost is to Nigeria. If you even go on alibaba and discuss with a seller, they can make all the information you need available to you. Just negotiate with 5 to 10 good suppliers and take the best price.

Ask the Chinese dealers you are buying from to ship it for you, get the cost from them and negotiate. When it gets to Nigeria, if they have representatives here they can do the clearing for you else get a competent clearing agent to clear your goods for you. It is that simple I have brought in machinery and 100kg aluminium foils into the country like this.
