It's a blackmail..I think the government decide to appeal because once they pay, many people will come forward demanding for compensation through court because there's already a precedence.

I don't know why the lawyer is blackmailing the government ..Appealing a judgment does not mean the government rejects payment of compensation .
It's the normal thing to do since there is still room for appeal.

In Lagos state, Igbos pay tax. In fact, Igbos pay more tax than any other group in Lagos state, and also Igbos are citizens of Nigeria, and the constitution guarantees Igbos the right to vote anywhere, just the same as Yorubas.
So Igbos have the right both morally, psychologically and otherwise, to vote for whoever they want to vote for, in Lagos
