IP1/IP2

A topic that generates a lot of hot air is whether or not the so called IP1 or IP2 still has any relevance.

For those not familiar, the background check of your profile can read any of the following:
IP1: Your application is in progress. We will send you a message when we start your background check.
IP2: We are processing your background check. We will send you a message if we need more information
NA: Not Applicable

There was a time when progression between the levels was clear: NA – IP1 – NA – IP2 – NA. The last NA was sometimes omitted.

Over the course of 2018, the appearance and progression of the levels changed into the current form. In the current form, there are 2 types of profiles:
A. Those profiles that start with IP2 at AOR and continue like that till PPR is issued
B. Those profiles that start with IP2 at AOR, changes to IP1 at a certain time and changes to IP2 at issuance of PPR or before the issuance of PPR.

My postulation is this:

Profile A applications are batched for normal processing. Their timelines follow the stages described earlier. They get PPRs anything as from 6 weeks. Delay in getting PPR is due to review required or security screening.

Profile B applications are batched for delayed processing. After initial eligibility assessment, the applications are kept in view until a certain time has passed i.e. the files will not be touched again until the timeframe has elapsed. At the set time normal application queuing begins.

The timeframe appears to be 3.5 to 4 months after AOR for CPC-Ottawa. The trend of applications entering IP2 at around the 4 months mark has remained consistent until recently. It appears now that Ottawa is overwhelmed. Applications are now entering IP2 at around 5 months, 6 months mark.

Why are some delayed, you ask? It appears to be some sort of file management system.

What criteria is used to divide applications into profile A or B? Unknown at this point.

If you ask around or study GCMS notes, you will find that both profile A and B applications have seemingly simple and complex applications. Applications with zero and extensive travel history, application with eligibility met and applications with review required are all represented in both profiles.

On processing timelines - Part III

BATCH PROCESSING

It appears that IRCC processes applications in batches and not continuously.

A continuous processing will mean that applications are processed turn-by-turn, based on AOR date and time. A batch processing means that applications are grouped based on certain parameters and a batch is processed before another batch.

Batch A may contain September, October and November AORs, Batch B and C may also contain September, October and November AORs. Now Batch A will be processed before B and B before C.

This leads to a situation where some November AORs will get before September AORs, then October AORs will get, then November AORs again.

The interesting question then will be: ‘What are the criteria for batching?’ The information is not in the public domain, but guesses can be made:

1. Size of family: I’ve written about this before (here).
2. Type of review required: The types of review required include statutory questions, POF, work experience, etc. It is possible that this is one way.
3. Country of residence or citizenship: It is possible
4. NOCs: It is possible processing is batched based on the NOC of the PA, but somehow I doubt it.

On processing timelines - Part II

QUEUING
What is taking them so long? What are they checking? My file has been abandoned for months. Nobody has touched my file since.

The above are common comments we make when we are waiting for our PPR and month 1, 2, 3, etc. creeps by. The issue here is the lack of information on the queuing system.

It does not take an agent hours to respond to your call, it takes only a few minutes but you might spend an hour waiting to be put through.
It does not take an agent 1-10 days to respond to a CSE, it takes a few minutes.
It does not take Sydney 1 month to do completeness check, it takes some minutes.
It does not take Ottawa, London or Accra 6 months to process an application, it takes a total of a few hours.

The rest of the time the application is on queue, a sometimes very long queue of thousands of applications. The length of queue is a function of how many applications are being processed at that time.

The following stages are affected by queues:

R10 completeness check: In the early days of EE, it used to take a few days. The timeframe became 2 weeks and stayed there for a long time. It is now between 30 – 45 days.

Initial eligibility assessment and application triaging: Currently 1 – 2wks.

Selection Decision/Approval: Currently 1 – 2wks.

The above 3 stages describes the application journey of those get fast PPRs.

Review: Review is sometimes required on aspect(s) of some applications in between the initial eligibility assessment and selection decision. Data available is not sufficient to make an estimate of time needed for review.

Security Screening: Some applications are forwarded for security screening. SS is undertaken by 3rd party organizations, RCMP, CBSA and CSIS. Basic SS takes around 1- 4 months, while Extended SS takes 4 – 12 months. Some outlier cases take longer than that.

NOC 6235 is B and so is eligible.

Let me tell you about my application. As at last year, I had over 10 years work experience in one company with 5 job roles. 3 of them were NOC 0. 2 were NOC A.

In my EE profile, I filled the 3 NOC 0 roles for my work experience. I chose the longest role (6 years) as my primary NOC.

When I applied for reference letter, my company chose to give my a reference letter that covered 4 of the roles. One was discarded as I was told they don't give reference letter for NYSC. The reference letter was 5 pages long.

For my eAPR, I submitted the single reference letter in each of the 3 placeholders for the work experiences. In my personal history, I included ALL of the 5 roles I have served in the company.

My application is going on fine and based on my gcms notes, eligibility has been met. There is no question of complications. The fact that the work experiences are all in one company makes your information easy to verify.

Though, our official employment letter does not include your role pla pla ba ... Just your level in d organization. Even if you are promoted u can be doing same job as d one u joined the company with.

To advise better, may I know the reason you don't want to use your current role. Is it not NOC 0, A or B?

I have two roles that I have been in my current company. I have worked here 10years. The role I intend to use for the EE is a previous role with almost 8 years experience. My current role is different from this. Should I include my current role in my reference letter? It may be a colleague or myself that would write the reference letter since my org does not issue such ref letter in CIC format. Need to know before I commence pen to paper.

Just want to share a story... Please let's all endeavor to follow the rules laid out by cic. My childhood friend who convinced me on this journey just got refused.

He claimed points from a sibling who's temporarily out of Canada. When they got ita, I told them I'd read both here and on cic website that the family member must be residing in Canada as at the time of filing the application but his wife said she was on some group and was told it's not a biggie. As at the time-last August, I hadn't even passed ielts so my opinion wasn't good enough so I kept quiet.

They submitted in sept got 3adrs in November, December and February all pointing to the same thing--additional proof of sibling in Canada, in particular, the officer requested for utility bills because that was the only thing missing which could convince the vo the sibling was resident in Canada.

After over 6months, the dude decided to refuse them so they are back to the board.

Please don't let one group admin or padi who's not related to the members of the governing council of cic tell you what is not...

There are requirements, please follow them.

If your passport will expire before your medicals, you are likely to get an ADR for a new passport. But once you get a visa, the visa remains valid for Canada.

"Visa officers will not put a visa in an expired document and will not issue a visa for a period surpassing the expiry date of the passport or travel document. Occasionally, documents containing valid visas are cancelled or replaced. If a valid visa inside an expired document is presented at the POE along with a valid passport or travel document, the visa is considered valid."

Section 13.18 Valid visas in expired passports of the ENF4 Port of entry examinations (You can find it online. Linking pdfs have gotten me banned before).

Don't worry about probabilities.

You can get PPR by next week or way after July.

At six months validity, go and renew your passport.

Worst case, you get PPR and submit passport. If you get another passport, you can land in Canada as long as you submit both passports to the immigration officer at the POE.

Please i have a question:
AOR was January 10th 2019, as at then i had 11 months validity on my International passport.
Based on my cic profile supposed completion date is July 10th but my passport validity will be 5 months by then.
So, since i am not sure when i'll get PPR, i was thinking of renewing my passport and raising cse to inform them to be on the safe side.
But i was told by an immigration officer that i wont be able to renew my passport if it has over 6 months validity.
That means i'l have to wait and hope PPR comes after 15 June, because it looks like i cant start the renewal process until then since the passport is to expire on Dec 15th.
i would really appreciate any ideas on best approach in this case?

Pls,, is it possible to have the following scenario and still have a good chance of success in each of the stages:
One has commenced the EE program; then apply for study permit. If the study permit is successful, is it possible to continue with the EE in Canada if you have ITA just after you arrived in Canada to start your study? Won't any of the visa category affect the other?

I had been feeling down for a week and actually decided to type this on Monday as a therapy and put my PPR date as 10/04/2019 but hey what is one day? grin
I was jejely taking lunch this afternoon and my second son was fighting me for it, then i got an email alert, saw it was a "do not reply mail", omo, i no know when i drop the food o.
All in all, i am very grateful to God. 9months 18day wait was no joke but hey, the joy of PPR has overriden that. For everyone still expectant, may your joy be full and your expectation will not be cut off.

The NOC 0124 is it at least 1yr? If not, use the NOC 1123 as your primary NOC.

or will only current anual salary suffice.

Nigerian PCC is only valid for 3 months.

According to IRCC rules, the certicate must not be issued earlier than 6 months to your AOR for the country you are living in.

They both valid rules and in our case, the first supersedes the second.

Hello good people I am here again.
I am current filling the ITA form and I have a few Qs.
1. I am the PA and my spouse isn't claiming points for employment or education but we included her employment details and education pre ITA. Should I remove it at this point or leave it since it was as mentioned before and attach her reference letter and certificate?

2. Under personal activities, employment takes over 10yrs sef, adding other things I did will fall within that period which will cause overlap. Pls advise.
