On processing timelines - Part I

It has become increasingly clear since last year that IRCC is becoming overwhelmed by the number of express entry applications to be processed. I remember a discussion on earlier thread with @Tojued and others. In the face of overwhelming anecdotal evidence, I took the position that since IRCC maintains the 6 months processing timeline on its website it must still be true. I posited that applications are still being processed on time, maybe we are just not hearing about it. With my own 6-months timeline in sight, I've done further research and I'm re-evaluating my position.

If you check the current processing timeline (here), it states 6 months for Express Entry (EE). However, looking at the fine print reveals a different picture.

Below the "6 months" caption, on the lower textbox, it states: "We are committed to processing most complete applications within the above time."

Under the Question (here): "Why do some application processing times change and others do not?", see this response:
"The number of applications we receive for each program can affect processing times................Some posted processing times are a service commitment. Since the commitment applies, these times will not change.". Meaning the notice is a target and not an actual reality.

Does it mean that the service standard has not been met before? No. The most recent data online are from April 1, 2017 - March 31, 2018 (here):

"Federal Skilled Worker Program (via Express Entry)
Our service standard: process electronic applications within 6 months
Our target: meet the standard for at least 80% of submitted applications (within the approved annual immigration levels plan)
Our performance in 2017-2018: processed 93% of applications within the standard
We introduced this service standard in March 2015

Provincial Nominee Program (via Express Entry)
Our service standard: process electronic applications within 6 months (doesn’t include the time it takes the province or territory to process)
Our target: meet the standard for at least 80% of applications submitted (within the approved annual immigration levels plan)
Our performance in 2017-2018: processed 76% of applications within the standard
We introduced this service standard in March 2015"

The data for April 2018 till date are not available and that is the relevant one for this write-up. The apparent slow down became more noticeable as 2018 drew to a close.

The start of any analysis has to be when does processing time start? The answer is(this): "Your processing time starts the day we receive your complete application and ends when we make a decision."

The next is how are processing times calculated? The answer here states that there are 2 ways of calculating, projected and historical.

Projected: Processing times are measured based on the current number of applications waiting to be processed and how quickly we expect to process 80% of them.
This was changed publicly for some PR lines (paper based PNP, etc) in July 2018. I also believe there is an projected timeline for Express Entry that is only available to agents. That is why sometimes when you call, you will to told about an expected day of completion that is longer than your 6 months timeline. It could be 7 months or even 10 months.

Historical: Processing times are measured based on how long it took to process 80% of applications in the past. This is what is supposed to be shown on the EE public processing timeline, but as noted earlier, it is the service standard that is shown.

To be continued....

Pre-ITA stress. Acute stress.

Next on the agenda is Post-AOR waiting stress. This one is both chronic and acute.

Hello Doctors,

Please I need 5 doses of patiencemycin. Kindly administer if you have. I prefer injection because it works faster. In the absence of that , I will manage tablets or syrup.

After payment. If you don't to pay immediately, you choose "western union" option. You will get a reference number and can begin your transcripts processing.

When you want to pay, you can choose "card" option.

Hollarmighty:
Please at what point do we get WES Reference number? After payment? Seems I saw some posts mentioning that one can pay WES after you school has sent your documents to WES. If that is the case, what WES reference number would you quote on your application?

Yep, you are right! Woke up today with a burden to be sure on the time. Turns out that the deadline was going to be 1:00 am Monday morning (that's in the middle of the night). I entered panic mode, made some calls and raised the money and paid promptly via GTB and received AOR almost immediately.

So, thanks for the heads up. Monday morning would have been too late. I'm all sorted now.

It has been stated on previous threads that, based on gcms notes, there is a record. However, I don't believe it will affect him. Reference letters are there to be verified if IRCC so chooses.

ladymarshall:
If a person updates/changes the job experience section pre-ITA, will there be a record showing the change and would it affect the application post-AOR? Asking for a friend who did not get a reference for previous jobs and used one year experience based on the reference he was able to get, CRS is 445 and is still in the pool. But now he has been able to get references for previous jobs and wants to claim 3 year experience, CRS will be 470 but he is scared that CIC would have a record showing the changes in the CRS score and the edited parts. Is this something he needs to worry about pre-ITA? I feel there's no need to worry, but he will prefer me to ask here. What do you think?

We have had this discussion a few weeks ago back.

For FSW it might not be mandatory, however it is advised if you change from a job you are claiming points from.

No, no need for a reference letter.

You will raise a CSE.

hipstar2:
Hmm. Does that mean CIC must be notified if one moves to another organization? Will there be need for a new reference letter?
How will this info be updated?

Your JD fits nicely with 4012 Post-secondary teaching and research assistants.

It appears that your concern is with this line: Grade examinations, term papers and laboratory reports.

I wouldn't stress too much about it as your JD fits the other roles:

Compile research results and assist professors in the analysis of results and the preparation of journal articles or papers.

Organize reference materials, visual aids and other materials as required by university professors or college teachers for lectures

pkaistha:
Research NOC Code Query

Hi Everyone,

I am confused regarding my NOC code. Logically it seems that I should fit under 4012 NOC. I hold a Masters degree worked as a full time paid research assistant at a university. I only had research duties and not teaching ones listed as follows:

Undertake literature reviews/ systematic reviews
Collect and analyze data
Recruit subjects for interviews and perform data collection through telephonic or face to face interviews
Maintain accurate records of interviews, safeguarding the confidentiality of subjects by obtaining, handling and storing data in accordance with ethical guidelines
Assist in project management
Perform data entry, data cleaning, data modification and analysis of survey data
Attend project meetings with internal and external stakeholders
Attend school meetings as necessary
Provided assistance and support to researchers in the collation, analysis and reporting of study findings
Summarize/synthesise findings of the study
Prepare other articles, reports or presentations as necessary
Prepare research manuscripts for publication in journals and provide assistance in the preparation of manuscripts
Can you please suggest an appropriate NOC? As per 4012, the duties are:

http://noc.esdc.gc.ca/English/noc/QuickSearch.aspx?ver=16&val65=4012

Main duties
Grade examinations, term papers and laboratory reports.
Compile research results and assist professors in the analysis of results and the preparation of journal articles or papers.
Post-secondary teaching assistants
Conduct literature reviews, surveys, laboratory experiments and other research for use in scholarly publications
Conduct seminars, discussion groups and laboratory sessions to supplement lectures
Assist in the preparation and administration of examinations
Research assistants
Organize reference materials, visual aids and other materials as required by university professors or college teachers for lectures
This group performs some or all of the following duties:
Post-secondary teaching and research assistants specialize in a subject matter based on their field of study.
There seems to be a mismatch in research/ teaching roles. Kindly offer advice regarding the same. Thanks heaps smiley

OND is post-secondary.

If the job is NOC 0,A or B; you have evidence of payments and can get a reference letter. Why not?

You will put the year you graduated from the ND as the year you became qualified to practice. It may also make sense to evaluate the OND.

You can raise it or not. Do what gives you peace.

Since you submitted both accounts before, you are covered. If you get an ADR, you submit both accounts again. You can add a LOE to explain the transfer.

Please o; our POF is fixed in two accounts. Mine and my husband's; the one in my account has matured and has been rolled over. The one in my husband's account has also matured but we are thinking of transferring it to my account to fix as well because my bank gives higher interest.
Now my issue is hope it won't affect our application negatively cos I plan to raise a CSE to submit the new certificate. Our VO is Accra and we are 3 months post AOR. cc @Ifeoma.77 @joo2018 @Tops.mamen
