nduchucks: Most times your posts are spot on, but I'm afraid that this time around you are wrong.
The President can only veto Bills and NASS can override the said veto if they have enough votes. This veto power does not extend to amendments to the constitution which are not Bills which could become Laws upon the President's signature.
I challenge you to site the constitutional provision which contradicts my statement.
With respect, Nduka Chukwunenye. The constitution did not make provision for any limitations on presidential veto, haven said that, David mark is on a mission to destroy this country because he has lost his exalted position of senate president. why is this amendment not passed when Jonathan was the president? The aftermath will destroy this democracy. Legislature being more powerful than a president is a misnomer and we should be protesting that anomie as we speak. |

pazienza: Nigeria need constant or atleast improved power supply, without that, everything else is trash talk. You can't run a modern economy on abysmal power supply.
Buhari should fix the power problem if he can, but this must be done the right way. Don't rob Peter to pay paul. Build all the gas power plant in the Niger delta region, it's the just thing to do, plus the fact that it saves the country money that would have been wasted on pipelines to unknown destinations.
Build the wind turbines in the far North to harness wind Energy.
Build coal power plants in the East and Benue areas to utilize the Coal deposits there.
It's not rocket science. Fix Nigeria's power problem and you must have solved 1/3 of the problem of the country. If you hear there is a Gas power plant in Ogun state for example, it does not necessarily mean that a pipeline ran from the south to the west, you can tap from an export trunk line going to Lagos to those areas too. Your observation was the foundation of the NIPP and we are yet to see any fowl play, except for jonathan who proposed a coal plant for Kogi state at Igbotobe when Enugu has none!! I am yet to see the wisdom behind that, despite all the support he got from the South east.

maclatunji: Already a lot of companies outsource these functions, my plan is to expand the scope and lower the cost to them with government supported infrastructure.
The target for the international market is not the US alone, it is any company in any country that English is spoken. Hausa and Yoruba are also International languages. I don't think such amount of Jobs can come from there, what Nigeria needs is a restructuring of the Labor market, our economy as it is can swallow about 80% of our populace, it is nepotism that makes it seem like the Labor market is saturated. Where does the Jobs appear from once you make the right contact in Nigeria? why do i need to hire an unproductive staff simply because his brother is giving me contracts? Why do we build houses everyday yet we complain our civil and structural engineers are jobless? why do we patronize Chemists/Agbo vendors and complain our pharmacists are jobless. The list is endless. Curbing Nepotism alone can create 5m jobs, that is where anti corruption fight will make a difference. |

Dunvegan: This is interesting. It's amazing how people here are confidently confirming and disputing the presence of oil in Lagos . If you have not completed a comprehensive exploratory program of the area, you cannot tell for sure.
It won't be strange to find oil in Lagos (infact I believe in its occurrence there) but then comes the question of whether it is economical or not.
I'm sure these guys will do a thorough job to confirm what they're getting into before they sink all that money downhole.
Having read some comments here, I will like to say that, - 'Coastlines' do not translate to hydrocarbon reserves (or resources) - Bitumen in Ondo does not necessarily migrate and become Oil in Lagos (migration is not that simple) - Having oil in the Niger Delta and Ghana does not mean Lagos has oil too, they are completely different petroleum provinces with different structural histories; besides, it takes only a few hundred meters (not to mention 1000 km) to go from a gusher to a beautiful dry hole. The reporter is an olodo who has succeeded in exciting his fellow olodo!! do you really know what Bitumen is??

The aim of the first phase is to produce 10,000 barrels per day of oil from two target wells in the Oil Mining Lease 113 area. A re-entry of Aje-4 will form the first producer, while drilling of Aje-5 is expected to be the second. How are Nigerian journalists recruited because the kinda garbage they churn out these days is alarming, a proposed 10,000bbls still at exploratory stage is what is making the news? Lagos presently is wealthier than the 13% derivative even without the oil, what is "set" about the news is what I dont understand. “We believe that this development is good for Nigeria generally because our reserves base has not increased over the years as expected, because the international oil companies are not ready to invest since the Petroleum Industry Bill has not been passed,” an elated Commissioner for Energy and Mineral Resources, Lagos State, Mr. Taofiq Tijani, told our correspondent. Crude output has stagnated close to 2 million barrels per day over the past few years, owing partly to underinvestment. “We need to address the structural issues and leave the fiscal for now,” Senator Bukola Saraki, told Reuters. “A more transparent NNPC) is needed with reasonable accounting,” he said. What is Saraki saying? we got to over 2mbbls because OBJ was smart enough to institute the PSC system in 2004, that was what encouraged the investments we have on ground at least for now. The thieves of GEJ administration packaged a PIB which is anti PSC that was helping the investments and Bingo Saraki want investments to continue? Look at Gas, Madueke is proposing DSO for Gas shortages in the PIB, in a few years time Saraki will want investments in gas to grow, how is that gonna be possible?
It is only Saraki that doesn't know that low oil prices will discourage investments, insecurity and corruption as well, sometimes I wonder which IQ level our senators operate with.
Jonathan’s administration re-drafted a Petroleum Industry Bill (PIB) in 2012 that had been in the works for a decade. The PIB was meant to change everything from fiscal terms to overhauling the NNPC, environmental rules and revenue sharing, but its other details caused disputes amongst lawmakers. The only reason the senators kicked against the PIB is not because they could identify the stup!!dity therein and how it raapes the Nigerian people, they did because the northern senators was viewing it as a southern conspiracy to possess their possession, if they really understood the real implications of that PIB, they should shred it immediately. Let me quickly correct a misnomer, non passage of the PIB is NOT stopping further investments, its passage will see the disappearance of the existing investments and no new one will ever come. The thought of the PIB coming on board is already scaring investors, ask Saraki what will happen when the Bill is passed? Shell has already divested over 2billion barrels in 5 oil blocks waiting for the s!lly senators to pass the PIB. Jonathan and Madueke should kindly return to Otuoke with the PIB and use it to be running Patience, Nigerians don't need it.
Yet the main thing the oil companies were worried about was tax. The bill proposes 20 percent tax on offshore projects and 50 percent for onshore. Shell, Exxon and other majors had all complained publicly that the terms were unfair, given the risk associated with operating in Nigeria. they pay heavily for security where the government failed, the Government absolve itself completely from exploratory cost, The government foist on them middlemen/racketeers which has skyrocketed operation costs and the same Govt wants to increase Tax/royalties? I dey laugh!! PhD presido with NCE brain.
Uncertainty over the fiscal terms of the bill have been holding back billions of dollars of investment, especially into capital-intensive deepwater offshore, leading some to propose the bill be broken up into several pieces and debated separately. “It doesn’t need to be an omnibus, you can take things piecemeal,” one APC source said. You can't eat your cake and have it, pass that bill and kiss the industry goodbye

Sir, I believe you could use some help here. First congress inviting Netanyahu was just a way for him to improve his public statues in Israel ( his elections were around the corner at the time and he faced strong opposition, his ratings went down during that time). His visits has nothing to do with Vetoes, votes on vetoes are strictly for elected members of congress. Also don't forget that the president recently issued the said executive orders after the deal with Iran was successful ( maybe that was part of the deal?). Also, do you know why the Republicans went to court to block Obama's executive actions on immigration? because they do not have the votes in both chambers to Override his Veto. ( and Obama knows that because he is a Harvard Trained lawyer and a former Professor of "Constitutional law" in university of Chicago- Chicago IL. The posts were written in blue fonts to enhance visibility, where you respond with that contraption above, I will definitely overrule blindness but I will suspect comprehension issues, at this point, I will have to make it clear that I don't do well with those kinda people, most times I take it personal, I need no rubbish on my mention.
Nobody said that Netanyahu went to address congress to change Obama's veto, how you arrived there is where I need to wonder whether English is that difficult, you can stick with your fellow confucianists next time. And to believe that someone who has comprehension problems can really offer "practical help" murders logic.
To be clear, the last paragraph of that post is just there to emphasize "how far congress went" to garner public support for their motive, because being an ally with a plethora of lobbyists in congress already knows that his message will be hinged on his recurrent paranoia; how deadly Iran is, and how much a threat she is to the stability of the middle east.

"Omololu Ogunmade's report here that the President had signed but later withdrew his assent because of advisers who pretended to be working for the President's interest is one of the most thoughtless reports I have seen in recent time. It cannot be differentiated from one of those "highly informed" opinions usually expressed in most liquor parlours in Nigeria.
This is even more the time to commend Jonathan for acting most statesmanly - removing personal interest, vindictiveness and "let them be caught in their own trap" mentality - in his most crucial final national assignment in office. Let me explain: One of the most ridiculous amendment proposed by the National Assembly was the one that says, once the assemblies agree on amendment of any section of the Constitution, the presidential assent shall stand discarded. The primary target in that proposition was Jonathan himself. They thought that Jonathan was going to manipulate his way back to office and therefore sought to create certain legal structures and lay landmines that will severely whittle his presidential powers and effectiveness. The lawmakers deceived themselves that they were copying America but without first asking themselves whether ours is exactly America's history. That's a facade, their main and only reason was to hamstring Jonathan. If Jonathan is not a statesman to the core, or were he made in the mold of his opponents, he would have rushed to sign an amendment that will tie Buhari's hand or make his office almost meaningless when he assumes it, knowing he (Buhari) belongs to the same party as most of the legislators, and because Jonathan has NOTHING PERSONAL to loose or gain if he signs it. But that's not Jonathan.
I think rather than walking on that notorious path of "advisers that misled Jonathan," serious journalists should look at the bigger picture which is Nigeria, a picture that Jonathan has considered over and above his personal interest. A serious journalist should begin to write on why "patriotic" legislators refused to guarantee local government autonomy which Nigerians trooped out to the Senate/House public hearings to demand but rushed to propose amendment which rubbishes the seal of the number one office in this country. Were Jonathan to be vindictive and not a statesman, he would have sigend the bill. The legislators left existential issues that place challenges on our corportae existence but embarked on issues of supremacy of power between the Executive and the Legislature. Jonathan did the right thing by rejecting to leave a booby trap for the incoming President. He should be commended, not redicled with beer parlour narratives." The legislators would have crippled Buhari and the much desired change will not be felt by the people, they wanted to indirectly create a state where thieving legislators will be calling the shots and the president their madam. This can also be interpreted that Buhari is determined to cut down the NA budget, by indirectly sending a budget message of high recurrent expenditure, the NA actually wanted to block that move with this Constitutional amendment knowing that Jonathan has nothing to loose and may be tempted to seek revenge for his defeat. Badgers14: The president has constitutional power to veto any bill passed by the house/senate. And likewise the house/senate has the power to override his veto. Usually politicians don't go the later route even though it is constitutional. Be mindful though that the override must pass both chambers and sometimes the ruling party might have the vote for the override on one chamber and not the other, henceforth the override can't stand. Veto is a presidential privilege as such cannot be overridden by any arm of Government, it does not apply to only Nigeria alone, Just recently, Obama used his veto to remove some sanctions from president Rouhani of Iran, even the congress inviting Netanyahu to address the house did not upturn that veto. |

Only the National Assembly may alter any of the provisions of the Constitution after which the amendmends must be approved by resolution of the Houses of Assembly of not less than two-thirds of all the States.
The President has no authority to reject any doggone Amendment approved by NASS.
The four-fifth rule applies to State creation and Chapter 4 (Fundamental Rights). All other amendments to any provision only needs the said two-thirds majority approval. Do you understand what a "veto" means and why it is called a presidential privilege? |
