It seems you're the one who didn't read the article ,the VP just said he only approved a joint venture loan which is different from the contract in kachukwu's memo. The big question now is who approved the contract?
You are too dumb to realize that the JV contracts in question are structured like loans.

The contract is different from the loans. Vp approved the loans, who approved the contracts?
SMH, you guys are incredibly ignorant. The JV investment funding is structured as loans, if the IOC pays, then we settle with PSC depending on the location, if they pay while waiting, NAPIMS settle with cash calls, signing that contract is like approving a loan guarantee for future investments, no kobo exchanged hands, no service is rendered, that's how it works because we are joint venture Partners with the IOCs, they will not invest a kobo if we don't pay our 60% liability or at least give them a guarantee that we will pay, for the DSDP, it is like inviting someone to refine our crude and deliver products, logistics and financing are all factored inside it reason it is called direct sales and direct purchase, though it retained the name "contract" because the vendor owes us a supply obligation, the value Kachikwu attached to the said contract (perhaps to sensationalize it) is the value of crude expected to be exchanged within the period, in this case 1yr. again we paid nobody nothing, we only anticipate to give the person oil and receive products in return within the period, if we have from the DSO.
It's a simple process that by now, people clamouring for resource control but never mentions investment cost knows they are f00ling around.

Cleverly, the vice president just clarified the point i was trying to make on the other thread. What was approved was a financing arrangement and not a contract for procurement. Only FEC can approve procurement contract of over $20million for NNPC and not the president/acting president.

This clarification from the vice president is reassuring. It would have been a blow to the anti corruption posture of this government if they had continued defending the initial story that the acting president has the power to approve contract within the approval limit threshold of FEC.
Do you sincerely think that most folks here have a clue what is being discussed? I don't blame the opposition and the usual ignorant headquarters of Nigeria, I blame Kachikwu who should have known that Nigerians are too dumb to understand what he wrote, some low IQs actually thought the NNPC paid someone or some group $26b to execute a contract, grin grin grin

restructuring is the new word, everyone is saying it without telling us how it should be done. Just ask the guy to tell you how it should be done, and he'd disappear.
I don't need any unintelligent mofo to suggest to me what restructuring needs to be, they coined the word, it is their problem what they want to make of it. I am only interested in the so called losers who sing along with politicians as if there is anything in it for them.
The average Nigerian youth is a disgrace, god did not punish Nigeria with bad leaders after all, our leaders are selected from within, god actually punished nigeria with brainless youths.

Educated persons with the IQ of a mere cockroach, how can a sane adult be talking about restructuring when he or she doesn't belong to the political class? should the FG bequeath everything it has to states, does it guarantee a good life for you?
What impact did the 13% derivative make in the lives of niger deltans, was that not the last resource control bazaar in this country? did it place the Niger deltans on any advantage above others? the Governors are thieves, they lack ideas, they blame the FG for their ineptitude, what is the smartest thing to do as citizens? watch them on the sidelines.

Restructuring also means having control over ones resources.

You don't expect the governors to raise their IGR through taxation when the people & their businesses are too poor to pay taxes.
Can you mention a state and the resource you want them to control?

It makes no sense discussing a subject you have no clue about, mere introducing the word "Parasite" is a proof you are hopelessly ignorant, presently in Nigeria, your ignorant opinion count for nothing, take heart!!

Because Niger delta gets additional 13% derivation.

But you told us before now that allocations are given based on population only, so you know about 13% derivatives? Thats a new one, have you heard of the 3%, 1% and 0.3% derivatives as well?

I don't think you get my point. Every state can be self sufficient if they put their ass to work? Allocation has made states lazy. Restructure and let all man fend for themselves. Did you read El-rufia statement?
Why do you need restructuring to make the state work? You just sounded as if all governors are destitutes that needs restructuring to reason.

I think Kebbi have food. Let them send their large population to farm and produce excessive food. If they can produce 20% of rice consumed in Nigeria, they should be okay. They can even export sef. Why choose to be parasitic when you can work hard. Lazy North.
Why choose to be ignorant when you can study? you have no clue how Nigeria works

shocked shocked shocked I thought restructuring is about giving more powers to the states. Do they want to create more states for each region or what? Share resources in line with percentage contribution to national purse simple. If you give more you get more. This population and parasitic ill is what restructuring should correct in the first place. It will make states to work hard. Most states are redundant even with their large population. Large population can breed a lot of income if put to use. China is an example.
So how do you think it is shared currently?

The agitation for separation/restructure must be sustained for it to be achieved. None of these parasites wants to stay alone. Can anyone tell me what the likes of Jigawa, Kebbi have to offer Nigeria in terms of resources. They can barely stand on their own. They need the entire south to survive. It will happen but the agitation has to be sustained.
Can you tell me what Enugu and Ebonyi are contributing to the federation account?

If Osibanjo actually approved that huge money, trust me, he was coerced and blackmailed to do it. Any other reason he gives is a cover-up.

Northern leaders can be desperate, they don't value Osinbajo's office at all. They see this time Buhari is in power as a time to accumulate everything 'accumulatable'. And Buhari doesn't care.

But on a second note, Osibanjo should have stood his ground and asked necessary questions even though he looks too timid

So what was the initial plan?

What makes you think its a secret contract? It is not fun talking in public when you are poorly appraised of a situation, one of the contracts DSDP was packaged by Kachikwu when he was the GMD of NNPC, what qualifies it a secret contract?

Because the Act does not support Kachikwu's allegations?

Perhaps because he has more years in the oil industry than Baru?

The thing is, Kachikwu feels a bird without feathers as the NNPC GMD really doesn't answer to him as discovered.

Painful as it is, he simply has to suck it up or resign.

I'm more in support of him sucking it up.

Slight brush on his ego but nothing more.

He can appeal to the president to see if his portfolio could oversee that of the NNPC especially as regards contract award, which appears to be the bone of contention.

As it appears, that Kachikwu was not carried along doesn't mean due process wasn't done.
Kachikwu can not say that ignoring his office torpedoed due process, the GMD of NNPC doesn't report to the board chairman, while we want a corrupt free Nigeria, Kachikwu can not prove beyond reasonable doubt that his signature is an anti corruption mechanism, thats illogical.
