You even contradicted yourself, by quoting the bold comments, which clearly states That Buhari got more than one quarter of the votes in 27 states. Which is a constitution requirement.

You're the one arguing blindly.
You initially said Buhari had 2/3 votes in 21 states and GEJ had in 15. I told you that wasn't the case, and I went ahead to list the states in which they both got 25% votes.
You later started talking about Buhari winning in 21 states and GEJ in 15,and I still mentioned to you that it isn't important the number of states in which the winner won the election. The constitution is only concerned about the number of states in which the candidates polled 25% of the votes being at least 24 (ie 2/3 of the states in Nigeria), and the winner having majority votes.

So let me put it to you this way, if Jonathan had got a total of 15 million votes and Buhari had 14 million, Jonathan would have been declared the winner of the election despite outrightly winning in only 15 states plus FCT against Buhari's victory in 21 states. The reason is because Jonathan equally met the constituitional provision of having at least 25% of the votes cast in 2/3 of the states (he had 25% votes in 25 states plus the FCT. 25 plus FCT is greater than 24).

The Independent National Electoral Commission is yet to announce Mr. Buhari’s victory because the commission is still expecting results of the presidential election from Borno.

The point in bold is the important part of the whole thing.

That's why I said you didn't understand the constituitional provision you were quoting. The constitution never talks about the number of states in which the candidates gets the highest number of votes.

It only says that the person to be declared winner must get the total highest number of votes, and at the same time get 25% of the votes cast in ⅔ (or 24 states) of the federation. So even if Jonathan was the one who won in 21 states, but Buhari polled more votes than him, Buhari would have still won the election.

I'm done with this explanation. If you still don't get it, I'm sorry but I can't help you anymore.

It's simple get 25% or more in each of the 2/3 States you become the winner.

Buhari got the highest votes more the 25% in 21 states

GEJ got the highest votes more the 25% in 19 states including Abuja.
You seemingly don't even understand what you are quoting.
The requirement is that the winner must get a minimum of 25% of the votes cast in ⅔ of the states in Nigeria plus the FCT, while also having the highest total number of votes (simple majority).
Since there are 36 states in Nigeria, ⅔ of 36 is 24, so the winner must get at least 25% of the votes cast in each of 24 states including the FCT, and then he must have the highest total number of votes.

Jonathan got a minimum of 25% of the votes cast in each of 25 states and FCT. The only states in which he couldn't make 25% votes were: Bauchi, Borno, Gombe, Kano, Katsina, Kebbi, Niger, Jigawa, Sokoto, Yobe, and Zamfara. That's 11 states in all.

Buhari on the other hand didn't get 25% of the votes cast only in the following states: Abia, Anambra, Akwa Ibom, Bayelsa, Cross River, Delta, Ebonyi, Enugu, Imo, and Rivers. That's 10 states in all, meaning that he made the 25% in 26 states plus the FCT.

I don't know where you got the 25 states for Buhari and 19 for Jonathan from.

If the Six SW states had voted GEJ the story will be different today.
25% in ⅔ of the states is not the same as a win in ⅔ of the states. For example, Buhari lost in Ekiti state, but was still able to get 40% of the votes cast in the state.
Hope you are aware that Jonathan also got 25% votes in all SW states.
The SW could have still voted for GEJ and yet Buhari would get his 25% in ⅔ states intact.

Kai, you're not saying the truth. Both Buhari and Jonathan got 25% votes in ⅔ of the states + FCT (which is at least 24 states). Buhari won Jonathan only on simple majority.

Those SS/SE have never have a say in Nigerias politics and it will always be so as they were exposed during the 2015 election when they gave 95% of their vote to GEJ,no election can ever be worse than that
Please take note of these facts:

Buhari won the last election with only 2.7 million votes.

Jonathan lost a lot of votes from the SE (in 2015 relative to 2011) because of low voters' registration, and poor voters' turn out on election day. I'm not saying he would have won if the turn out in the SE was maximal.
Also, hope you remember that it took Ọhaneze a lot of time to adopt Jonathan. They agreed he failed Igbos, but only adopted him finally because Buhari was a worse option for Igbos.

Four of the North Central states voted for Buhari in 2015, compared to 2011 when they all voted for Jonathan. Buhari won with a greater margin in the NC than in the SW because his margin of win in the SW which was approximately 612k is less than the 678k with which he won in only Niger and Kwara combined.

Finally, South west only gave Buhari about 57% of their votes (2.4 million votes) while Jonathan had 43% (1.8 million). The total SW votes for Buhari is just a little more than the votes Kano alone gave him.
I pointed this out for you and others to stop bragging how SW will always determine the swing of election results. Even if you guys had given Jonathan an additional 1 million vote, altogether making it 2.8 million votes (ie 67% of your total votes), Buhari would have still won. It's to let you know how not-too-significant the SW contribution to Buhari's victory was.

Your argument makes no sense.
All branches of science, arts and humanities are taught in all major languages in the world. A Chinese doesn't need to understand English before he can learn Physics or Chemistry, cos he learns it in Chinese language. I had a professor in school who used to tell us that he learnt Medicine in German language, yet he didn't fail any exams in school.

Physics is neither taught in Hausa nor any other Nigerian language. Even if teachers in those places manage to explain things to their students in Hausa, they must write their exams in English because the examiners that will mark the scripts will most likely be from other regions of the country (that is how SSCE marking is usually done).

So I ask you, how come a student who was sitting for SSCE cannot understand English? How would she have answered the exam questions? Or are you trying to tell us that teachers in the North answer questions for their students on the board and they simply copy them into their answer sheets?

Igbos are numerous in Lagos and a few other parts of the SW simply because of business. Just like Fulanis are nomads, that's how Igbos are business inclined (traders). The SE is saturated business-wise, and that's why you see igbos scattered all over the globe trading.
Onitsha alone has 4 big markets. There are numerous markets scattered all over the SE, so many people travel to other parts of the country and the world at large to 'colonize' places that aren't very saturated with traders.

Guy, leave all those talk. Most Igbos in Lagos got there with very little resources or even nothing. They got their breakthroughs and made their money there. Lagos has the market for their trades by virtue of it's large population and also being the commercial nerve centre if Nigeria. Do you advise them all to carry their trades back to the east? How many customers will they have down there?

Those that build their own residential houses use them to save the money they would have been using to pay rent, while the houses still belong to them. Those that invest money into real estate make gains from them, while the houses still appreciate in value. By and by, they make their profits. Also remember that most of these people build fantastic houses in their own villages, so it's not like nothing absolutely is returned to develop their own ancestral lands.

Towns and cities will always be developed to the detriment of rural and suburban areas. Just the way Enugu City is more developed than the rest of the state is the same way Lagos is more developed than the rest of the country. Most of the people that build in Enugu aren't necessarily from Enugu state. Same applies to Lagos only that in this case, ethnic boundaries are crossed.

Point of correction, the south east is not in shambles. In terms of developmental indices across the 6 geopolitical zones in Nigeria, the south east is still better than most of the other regions. Even the south west only slightly edges out the south east just because of the influence of Lagos. If you judge by the remaining 5 SW states against the 5 SE states, the SE is better.

EFCC is funded by the government to prosecute cases of financial crimes. That is their sole responsibility. They should do it. The state government doesn't want to get entangled in the case cos if they don't have the backing of the FG, then the case is as good as dead. We know how these things work in Nigeria: threatening of the judges handling the case, blackmailing of the same, frustrating the entire judicial process with federal might etc.
Moreover, the guy (Amaechi) can even fail to honour the court summon knowing that he's the president's right hand man, and nobody can do much about it.

If the federal government is sincere about their fight against corruption, they should ask EFCC to invite him. That is the most effective route.

They can only invite him for two reasons.

a) acting on a petition from anywhere
b) acting on a petition from the federal government.

Should the petition come from the state govt, they can approach the court should the Efcc refuse to act on it.
In response to your points:

a) Petitions have been written to EFCC to investigate Amaechi, but they refused to act on it.

b) Why will the FG not subject him to investigations considering the amount of dust that has been raised with regards to his corruption. If he's innocent like other APC politicians (the way Buhari has made us realise that they are all saints), why not allow EFCC invite him so that He will go and floor Rivers State Government and their 'fake' judicial commission of enquiry?

Why did EFCC invite Ohakim? What of other past governors that have been invited and arraigned in the past like Ibori, Sule Lamido, Nyako, etc. Was it their states that arrested them?

EFCC is not the only agency with powers of prosecution. When a civil servant steals from the state government, they don't usually wait for EFCC to prosecute him. Tell the ministry of justice in Rivers to do their job since EFCC have refused to prosecute. This is a federal democracy and the federal government doesn't have a monopoly over which case to prosecute or not.
Which agency has so far handled the cases of corruption in this government? How many politicians have been prosecuted by any other agency apart from EFCC ever? Why has EFCC chosen to keep mum over accusations directed at Amaechi? Why not invite him and then clear him, if he's truly innocent?

This useless UK dailymail again? Instead of investigating their stories properly and getting the facts of the matter, they just copy unsubstantiated lies from PDP propaganda sites and publish to unsuspecting British public in order to poison their minds against supporting UK aids to Nigeria. If any commission in Rivers state is so sure that Amaechi misappropriated £338million, the Rivers state government through the Rivers state ministry of justice should charge him to court. He has no immunity from criminal prosecution, they should charge him to court and stop making wild allegations.

Buhari is already prosecuting those who stole at the federal level, state should please join the fight against corruption by prosecuting those who stole state funds.
Were you the one that charged Metuh, Dasuki, Dokpesi, Ohakim etc to court? Was it not EFCC and DSS that invited and arraigned them on their own? Why are you now insisting that RSG should charge Amaechi to court?

Don't bother yourself as we all know that Onitsha is a beautiful neat city. Someone has already pointed out the basis for the survey and it was limited to the Eastern cities whereas we know that the PM for Lagos is by far more than Onitsha or any other major eastern city. So worry not as the reality defeats the so called report.

Like I wrote easier on unfriendly or dirty environment is not often refer to as dirty but polluted.

The list talked about most polluted cities in the world. They only measured air pollution and rated the cities accordingly, so you cannot extrapolate it by yourself to mean dirtiness. Most of the cities listed there aren't necessarily dirty, but they have the highest concentrations of particulate matter in the air most of which are released by exhaust fumes of vehicles, generators, industries, even dust from roads.

Onitsha is the gateway to the south east, apart from being the largest commercial city in the south east. It has very heavy vehicular traffic when you consider it's size compared to any other city in Nigeria. What I mean is that because of the very small size of Onitsha, and the fact that more than 50% of all vehicles entering and exiting the south east pass through the town, it has the highest vehicular density in Nigeria. That's the reason why the particulate matter in the air is so high, compared to Lagos. The study only measured the particulate matter in the air in the different cities studied.
Even if Onitsha is dirty, the study didn't rate the town as the dirtiest in the world.

There is a whole lot of difference between air pollution and dirtiness. Beijing has always been known to be one of the most polluted cities in the world cos of the concentration of particles in the air. Even the atmosphere in Beijing often looks hazy in the daytime cos of the high concentration of fumes in the air, but Beijing isn't a dirty city. It's the capital of China and is better organized and neater than even Abuja.
