Here is the response by countries and companies regarding purchases of Russian oil since the war in Ukraine started on Feb. 24. Australia, Britain, Canada and the United States have imposed outright bans on Russian oil purchases, while Group of Seven (G7) nations, including Japan, committed to ban or phase out imports of Russian oil on May 8. The European Union agreed on May 30 to ban seaborne imports of Russian oil with a phase-in period of six months for crude oil and eight months for refined products. The ban excludes oil supplied via the Druzhba pipeline thus allowing refineries in Eastern Europe and Germany to continue imports. Poland and Germany, however, said they would phase out all purchases via the pipeline by the end of 2022. That would in total cover about 90% of Russian oil imports to the EU. Even before the adoption of the ban, at least 26 major European refiners and trading companies have voluntarily suspended spot purchases or announced plans to phase out a combined 2.1 million barrels per day (bpd) of Russian imports, according to JP Morgan. Meanwhile, China and India, which have refused to condemn Russia's actions, are benefiting from discounts on Russian crude. India has received 34 million barrels of discounted Russian oil since Moscow invaded Ukraine, according to Refinitiv Eikon data, and is set to receive about 28 million barrels in June, according to Refinitiv Eikon oil flows. Below are current and former buyers of Russian crude (in alphabetical order): CURRENT BUYERS BHARAT PETROLEUM Indian state-run refiner Bharat Petroleum Corp Ltd has bought 2 million barrels of Russian Urals for May loading from trader Trafigura, two people familiar with the purchase said. The company regularly buys Russian Urals for its 310,000 barrels per day (bpd) Kochi refinery in southern India. HINDUSTAN PETROLEUM, India's state refiner bought 2 million barrels of Russian Urals for May loading, according to trading sources. INDIAN OIL CORP India's top refiner has bought more than 6 million barrels of Urals since Feb. 24 and has a supply contract with Rosneft for up to 15 million barrels of Russian crude in 2022. ISAB Italy's largest refinery, owned by Lukoil-controlled Swiss-based Litasco SA, continues to buy Russian crude, while the Italian government has been looking into the possibility of temporarily nationalising ISAB. LEUNA The land-locked Leuna refinery in eastern Germany, majority-owned by France's TotalEnergies, continues to buy Russia crude fed by the Druzhba pipeline. MANGALORE REFINERY AND PETROCHEMICALS The state-run Indian refiner has bought 1 million barrels of Russian Urals crude for May loading via a tender from a European trader, a rare purchase driven by the discount offered. MIRO Germany's largest refinery, 24% owned by Russia's Rosneft, continues to buy Russian crude, which accounts for about 14% of the total intake.. MOL The Hungarian oil company has said it would take at least 2-4 years to fully switch its two refineries in Slovakia and Hungary to alternative crude processing, which currently accounts for about 35% of total intake. NAYARA ENERGY The Indian private refiner, part-owned by Rosneft, has purchased Russian oil after a gap of a year, buying about 1.8 million barrels of Urals from Trafigura. NEFTOCHIM BURGAS A Bulgarian refinery, owned by Russia's Lukoil, continues to refine Russian crude, which accounts for about 50% of its intake, according to government officials. PCK SCHWEDT Germany's PCK Schwedt refinery, 54% owned by Rosneft, continues to buy Russian crude fed via the Druzhba pipeline. German government officials have said they were looking to replace Russian crude with alternative imports via the German port of Rostock or via ports of neighbouring Poland to keep the refinery running. PERTAMINA Indonesian state energy firm PT Pertamina is considering buying crude oil from Russia as it seeks oil for a newly revamped refinery. SINOPEC China's state-run Sinopec, Asia's largest refiner, is continuing to purchase Russian crude under previously signed long-term contracts. FORMER BUYERS BP The British oil major has exited Russia and said it would no longer make new deals with Russian entities for loading at Russian ports unless "essential for ensuring security of supplies". ENEOS Japan's biggest refiner has stopped buying crude oil from Russia, and plans to source alternative supplies from the Middle East. ENI The energy group, 30.3% owned by the Italian government, has suspended purchases of Russian oil, including for Germany's Bayernoil refinery, where it has a minority stake. EQUINOR Norway's majority state-owned energy firm has stopped trading Russian oil and exited Russia, recording a $1.08 billion impairment in its first-quarter earnings report GALP The Portuguese oil and gas company has suspended all new purchases of petroleum products from Russia or from Russian companies. GLENCORE The global mining and trading firm said it would not enter any new trading business relating to Russian-origin commodities unless directed by the relevant government authorities. HELLENIC PETROLEUM Greece's biggest oil refiner has stopped buying Russian crude, replacing it with additional supplies from Saudi Arabia and other countries. NESTE From the start of April, the Finnish refiner has replaced about 85% of the Russian crude oil with other crudes, and said it will not enter in new deals to buy Russian oil. OMV PETROM Romania's top oil and gas firm, controlled by Austria's OMV has said it was preparing to wean itself off Russian crude imports, which account for about 30% of its Petrobrazi refinery's annual needs. PKN Orlen Poland's largest refiner has stopped buying Russian crude on the spot market, switching to North Sea oil, with previously signed long-term supply contracts expiring by the end of this year. Russian crude accounts for about 30% of its intake. PREEM Sweden's largest refiner, owned by Saudi billionaire Mohammed Hussein al-Amoudi, has replaced Russian barrels, which made up 7% of its supplies, with North Sea barrels. REPSOL The Spanish company has stopped buying Russian crude oil in the spot market. SHELL The world's largest petroleum trader has stopped buying Russian crude and refined products, including blended fuels. TRAFIGURA The Geneva-based global commodities trader plans to stop all purchases of crude oil from Rosneft by May 15 when tighter EU rules on Russian oil sales come into effect, and "substantially" reduce volume of refined products it buys from Rosneft. TOTALENERGIES The French energy firm, which operates Leuna refinery in eastern Germany, has stopped making new deals to buy Russian oil and plans phase out its purchases by the start of 2023. The Chinese military said on Wednesday it had conducted in recent days a combat readiness patrol in the sea and airspace around the island of Taiwan, which China claims as its own territory. The troops have continually strengthened their training and preparedness for war, and will thwart any interference by external forces or ploy seeking "Taiwan independence", according to a statement from the Chinese military. Taiwan on Monday reported the largest incursion since January by China's air force in its air defence zone. The island's defence ministry said Taiwanese fighters scrambled to warn away 30 aircraft in the latest uptick in tensions. China has been particularly unhappy with U.S. support for Taiwan. U.S. President Joe Biden angered China last week by appearing to signal a change in an American policy of “strategic ambiguity” on Taiwan by saying the United States would become involved militarily if China were to attack the island. U.S. officials said there had been no change in policy. In a statement, the People’s Liberation Army Eastern Theatre Command said the combat “readiness patrol” had happened around Taiwan in recent days and was “a necessary action against U.S.-Taiwan collusion.” “Recently, the United States has frequently made moves on the Taiwan issue, saying one thing and doing another, instigating support for Taiwan independence forces, which will push Taiwan into a dangerous situation,” the command added. Taiwan is part of China and Chinese troops continue to strengthen military training and preparations to “thwart” interference from external forces’ and actions by those who support Taiwan independence, it said. While the statement did not given an exact date for when the drill happened, Taiwan on Monday reported the largest incursion since January by China’s air force in its air defence zone. The island’s defence ministry said Taiwanese fighters scrambled to warn away 30 aircraft. Taiwan has complained repeatedly of such missions in its Air Defence Identification Zone, or ADIZ. U.S. President agrees to send advanced rockets to Ukraine Russian troops fought to take complete control of the eastern industrial city of Sievierodonetsk on Wednesday as the United States said it will provide Ukraine with advanced rockets to help it force Moscow to negotiate an end to the war. U.S. President Joe Biden said Washington would provide Ukraine with more advanced rocket systems and munitions so it can “more precisely strike key targets on the battlefield.” “We have moved quickly to send Ukraine a significant amount of weaponry and ammunition so it can fight on the battlefield and be in the strongest possible position at the negotiating table,” Biden wrote in an opinion piece in the New York Times on Tuesday. A senior Biden administration official said weaponry provided would include the M142 High Mobility Artillery Rocket System (HIMARS), which Ukraine’s armed forces chief said a month ago was “crucial” to counter Russian missile attacks. Addressing concerns the provision of such weapons could draw the United States into a direct conflict with Russia, senior administration officials said Kyiv gave “assurances” the missiles would not be used to strike inside Russia. “These systems will be used by the Ukrainians to repel Russian advances on Ukrainian territory, but they will not be used on targets in Russian territory,” the U.S. official told reporters. The latest U.S. pledge of weapons for Ukraine – on top of billions of dollars worth of equipment already provided including anti-aircraft missiles and drones – came as Russia pressed its assault to seize the eastern Donbas region, having abandoned its earlier thrust toward Kyiv from the north. Russian troops have now taken control of most of the eastern industrial city of Sievierodonetsk in Luhansk, one of two provinces in the Donbas, regional Governor Serhiy Gaidai on Tuesday. Nearly all critical infrastructure in Sievierodonetsk had been destroyed and 60% of residential property damaged beyond repair, he added. Russian shelling had made it impossible to deliver aid or evacuate people. A Russian victory in Sievierodonetsk and its twin city of Lysychansk across the Siverskyi Donets river would bring full control of Luhansk, one of two eastern provinces Moscow claims on behalf of separatists. A pro-Moscow separatist leader said Russian proxies had advanced slower than expected to “maintain the city’s infrastructure” and exercise caution around its chemical factories. “We can say already that a third of Sievierodonetsk is already under our control,” Russia’s TASS state news agency quoted Leonid Pasechnik, the leader of the pro-Moscow Luhansk People’s Republic, as saying. Jan Egeland, secretary general of the Norwegian Refugee Council aid agency which had long operated out of Sievierodonetsk, said he was “horrified” by its destruction. Up to 12,000 civilians remain caught in crossfire, without sufficient access to water, food, medicine or electricity, Egeland said. “The near-constant bombardment is forcing civilians to seek refuge in bomb shelters and basements, with only few precious opportunities for those trying to escape,” he said. WEAPONS PACKAGE Kyiv says weapons sent by the United States and other countries since the start of the invasion have helped fend off Russian gains. The high mobility artillery rocket systems are part of a $700 million weapons package expected to be unveiled by the United States on Wednesday. The package also includes ammunition, counter fire radars, a number of air surveillance radars, additional Javelin anti-tank missiles, as well as anti-armor weapons, officials said. Ukrainian President Volodymyr Zelenskiy has called for more weapons while lambasting the European Union, which agreed on Monday to cut imports of Russian oil, for not sanctioning energy from Moscow sooner. The EU said it would ban imports of Russian oil by sea. Officials said that would halt two-thirds of Russia’s oil exports to Europe at first, and 90% by the end of this year. Responding to the EU oil embargo, Moscow widened its gas cuts to Europe in a move that pushed up prices and ratcheted up its economic battle with Brussels. Putin launched his “special operation” in February to disarm and “denazify” Ukraine. Ukraine and its Western allies call this a baseless pretext for a war to seize territory. Breakingviews: Oil embargo will hurt Putin more than EU After some hesitation, the European Union has decided to ban most Russian oil imports. Replacing Urals crude with more expensive Brent will swell the bloc’s already red-hot energy bill. Still, the move will shrink Moscow’s most lucrative export revenue source and help stunt Vladimir Putin’s war machine. The bloc’s new sanctions package, due to be formalised by EU leaders later on Tuesday, envisages an immediate ban on 75% of Europe’s imports of Russian crude. This will rise to 90% by year end. The partial embargo is intended to allow naysayer Hungary and other landlocked countries to continue to import Russian oil via pipeline. The uneven implementation of Europe’s most powerful sanctions tool is an eyesore. It will also result in a higher energy bill for already strained consumers. The EU has been importing between 3 and 3.7 million barrels of Russian Urals oil per day, says Rystad Energy. Replacing 75% of that with $120-a-barrel Brent would imply an extra cost of at least $2 billion a month. Yet the embargo is still significant. Russian exports of crude oil and condensate amounted to $110 billion, more than a fifth of Moscow’s entire commodity export proceeds in 2021. Even though oil can be more easily shipped elsewhere than gas, Russia will struggle to fully replace those lost EU exports. India has been buying record amounts of discounted Russian crude, but is already running its refineries above their official capacity, RBC analysts say. China has yet to ramp up imports, but its economy is less buoyant following extensive Covid lockdowns. And the EU embargo will discourage non-Russian tankers from transporting Moscow’s crude. Russia could earn at least $8.1 billion per month by exporting 3 million barrels per day to the EU at current Urals crude prices. Rystad analysts say Moscow may be able to reroute at best 1 million of the barrels previously destined for the EU, implying that exports of 3 million barrels will quickly shrink to just 1.75 million barrels. That means lost revenue of at least $3.4 billion per month in the initial phase of the embargo, or just over 40% of Moscow’s estimated monthly proceeds from EU exports, Breakingviews calculations show. That loss could rise to at least $4.5 billion a month once the full EU ban kicks in.
