Russia Needs Huge Financial Resources for Military Operation - Finance Minister Russia needs huge financial resources for its military operation in Ukraine, Finance Minister Anton Siluanov said on Friday, putting the amount of budget stimulus for the economy at 8 trillion roubles ($120 billion). Russia sent tens of thousands of troops into Ukraine on Feb. 24, which prompted the West to impose sanctions against Moscow that have already fanned inflation to near 18% and pushed the country to the brink of recession. "Money, huge resources are needed for the special operation," Siluanov said in a lecture at a Moscow financial university. President Vladimir Putin this week ordered 10% rises in pensions and the minimum wage to cushion Russians from inflation, but denied the economic problems were all linked to what Russia calls "a special military operation" in Ukraine. The measures would cost the federal budget around 600 billion roubles this year and about 1 trillion roubles in 2023, Siluanov said earlier this week. On Friday, Siluanov also defended capital controls and asset freezes for foreign investors from "unfriendly" countries that Moscow imposed in response to western sanctions. "We will keep the investments that were made by foreigners from unfriendly countries in Russia in the same way as they will keep our gold and forex reserves," Siluanov said, referring to the western move to freeze around $300 billion worth of Russia's international reserves it accumulated over years. President Volodymyr Zelenskiy urged the West to stop playing around with Russia and impose tougher sanctions on Moscow to end its "senseless war" in Ukraine, adding his country would remain independent, the only question was at what price. Zelenskiy's criticism of the West has mounted in recent days as the European Union moves slowly towards a possible Russian oil embargo and as thousands of Russian forces try to encircle two key eastern cities of Sievierodonetsk and Lysychansk. Three months into its invasion of Ukraine, Russia has abandoned its assault on the capital Kyiv and is trying to consolidate control of the industrial eastern Donbas region, where it has backed a separatist revolt since 2014. Western military analysts see the battle for Sievierodonetsk and Lysychansk as a potential turning point in the war after a shift in momentum towards Russia following the surrender of Ukraine's garrison in Mariupol last week. "Ukraine will always be an independent state and it won't be broken. The only question is what price our people will have to pay for their freedom, and what price Russia will pay for this senseless war against us," said Zelenskiy in a late-night address on Thursday. "The catastrophic unfolding events could be still stopped if the world treated the situation in Ukraine as if it were facing the same situation, if the powers that be did not play around with Russia but really pressed to end the war." As the United States and its allies provide Ukraine with increasingly sophisticated arms, Washington has held discussions with Kyiv about the danger of escalation if it strikes deep inside Russia, U.S. and diplomatic officials tell Reuters. The behind-the-scenes discussions, which are highly sensitive and have not been previously reported, do not put explicit geographic restrictions on the use of weapons supplied to Ukrainian forces. But the conversations have sought to reach a shared understanding of the risk of escalation, three U.S. officials and diplomatic sources said. "We have concerns about escalation and yet still do not want to put geographic limits or tie their hands too much with the stuff we're giving them," said one of the three U.S. officials, speaking on condition of anonymity. President Joe Biden's administration and U.S. allies have been increasingly willing to give Ukraine longer-range weaponry, including M777 howitzers, as Kyiv battles Russia's invasion forces with more success than American intelligence officials had predicted. The Pentagon's announcement last week that Denmark will provide Ukraine with Harpoon anti-ship missiles would further extend Kyiv's reach. After initially forecasting Ukraine would be overrun by Russia's much bigger military, American officials have recently voiced hopes that Ukrainian forces can win the war, and want to arm them to do so. A second U.S. official, also speaking on condition of anonymity, said Washington and Kyiv had a shared "understanding" about the use of certain Western-provided weapon systems. "So far, we've been on the same page about the thresholds," the official said. Ukraine's defence ministry did not immediately respond to a request for comment. MILITARY TARGETS Russia has attacked Ukraine's capital and locations far from the front lines of fighting. But Ukraine has not reciprocated with attacks on a major Russian city or carried out strikes deep inside Russia, including on military targets such as weapons manufacturers or supply hubs far from the border. Russian officials have repeatedly accused the Ukrainian military carrying out cross-border attacks, including on a fuel depot in the city of Belgorod. In what one diplomatic source said was a clear indication Kyiv understood the sensitivities of any cross-border action, Ukraine has declined to confirm any involvement in those alleged incidents. The United States also has not commented. The U.S. sensitivities came into public view in April, when the Pentagon cited U.S. intelligence warnings about the risk of a military escalation between Russia and the NATO alliance if the United States transferred fighter jets to Ukraine. Democratic Representative Jason Crow, who visited Ukraine in the past month and spoke with Ukrainian President Volodymyr Zelenskiy, said he was not concerned about escalation risk and that Ukraine would use the weapons being provided in the south. Three months into the conflict, Russia is focusing its campaign in the south after a failed attempt to capture Kyiv. "We should reiterate, as we do in all cases, that these weapons should be used responsibly," said Crow, a veteran Army Ranger who sits on the Armed Services Committee and the House Permanent Select Committee on Intelligence in Congress. "But I'm less concerned about the issue of escalation than making sure that Ukrainians can win now and push back the Russian forces." But he acknowledged the risk for escalation and political division inside NATO should Ukraine strike deep inside Russia. "It would spark a divisive debate inside the alliance. And, of course, the alliance doesn't want that. And neither does Ukraine," Lute told Reuters. Ukraine’s richest man says he plans to sue Russia over what he said was $17 billon to $20 billion in losses caused by its bombardment of steel plants he owns in the devastated city of Mariupol. The Azovstal steelworks suffered heavy damage from Russian bombing and shelling after the sprawling plant became the last bastion of defense in the southern port city. The Illich Steel and Iron Works, also owned by Akhmetov, was also badly damaged during Russian shelling of Mariupol. “We will definitely sue Russia and demand proper compensation for all losses and lost business,” Rinat Akhmetov, who owns the biggest Ukrainian steelmaker Metinvest, told Ukrainian news portal mrpl.city in an interview. China Wants 10 Pacific Nations to Sign a Major Cooperation Agreement. China wants 10 small Pacific nations to endorse a sweeping agreement covering everything from security to fisheries in what one leader warns is a “game-changing” bid by Beijing to wrest control of the region. A draft of the agreement obtained by The Associated Press shows that China wants to train Pacific police officers, team up on “traditional and non-traditional security,” and expand law enforcement cooperation. China also wants to jointly develop a marine plan for fisheries — which would include the Pacific’s lucrative tuna catch — increase cooperation on running the region’s internet networks, and set up cultural Confucius Institutes and classrooms. China also mentions the possibility of setting up a free trade area with the Pacific nations. China’s move comes as Foreign Minister Wang Yi and a 20-strong delegation begin a visit to the region this week. Wang is visiting seven of the countries he hopes will endorse the “Common Development Vision” — the Solomon Islands, Kiribati, Samoa, Fiji, Tonga, Vanuatu, and Papua New Guinea. Wang is also holding virtual meetings with the other three potential signatories — the Cook Islands, Niue, and the Federated States of Micronesia. He is hoping the countries will endorse the pre-written agreement as part of a joint communique after a scheduled May 30 meeting in Fiji he is holding with the foreign ministers from each of the 10 countries. But Micronesia’s President David Panuelo has written an eight-page letter to the leaders of other Pacific nations saying his nation won’t be endorsing the plan and warning of dire consequences if others do. Panuelo said in his letter, which the AP has obtained, that behind attractive words in the agreement like “equity” and “justice” are many worrying details Among other concerns, he said, is that the agreement opens the door for China to own and control the region’s fisheries and communications infrastructure. He said China could intercept emails and listen in on phone calls. Panuelo said in his letter that the agreement is “an intent to shift those of us with diplomatic relations with China very close to Beijing’s orbit, intrinsically tying the whole of our economies and societies to them.” He warns the agreement would needlessly heighten geopolitical tensions and threaten regional stability. In his letter, Panuelo said the Common Development Vision is “the single most game-changing proposed agreement in the Pacific in any of our lifetimes,” and it “threatens to bring a new Cold War era at best, and a World War at worst.” Panuelo declined to comment on the letter or the proposed agreement. Chinese Foreign Ministry spokesperson Wang Wenbin said Wednesday he didn’t know about Panuelo’s letter. “But I don’t agree at all with the argument that cooperation between China and the South Pacific island countries will trigger a new Cold War,” he said. He said that China “has a long history of friendly relations with the South Pacific island countries” and had long provided them economic and technical assistance without any political strings attached. Like some other countries in the Pacific, Micronesia is finding itself increasingly caught between the competing interests of Washington and Beijing. Micronesia has close ties to the United States through a Compact of Free Association. But it also has what Panuelo describes in his letter as a “Great Friendship” with China that he hopes will continue despite his opposition to the agreement. The security aspects of the agreement will be particularly troubling to many in the region and beyond, especially after China signed a separate security pact with Solomon Islands last month. That pact has raised fears that China could send troops to the island nation or even establish a military base there, not far from Australia. Solomon Islands and China say there are no plans for a base. The May 30 meeting will be the second between Wang and the Pacific islands’ foreign ministers after they held a virtual meeting last October. Those who follow China’s role in the Pacific will be scrutinizing the wording of the draft agreement. Among its provisions: “China will hold intermediate and high-level police training for Pacific Island countries.” The agreement says the countries will strengthen “cooperation in the fields of traditional and non-traditional security” and will “expand law enforcement cooperation, jointly combat transnational crime, and establish a dialog mechanism on law enforcement capacity and police cooperation.” The agreement would also see the nations “expand exchanges between governments, legislatures and political parties.” The draft agreement also stipulates that the Pacific countries “firmly abide” by the one-China principle, under which Taiwan, a self-ruled island democracy, is considered by Beijing to be part of China. Taiwan currently maintains ties with four Pacific island countries: Marshall Islands, Nauru, Palau, and Tuvalu. The draft would also uphold the “non-interference” principle that China often cites as a deterrent to other nations speaking out about its human rights record. The agreement says that China and the Pacific countries would jointly formulate a marine spatial plan “to optimize the layout of the marine economy, and develop and utilize marine resources rationally, so as to promote a sustainable development of blue economy.” China also promises more investment in the region by mobilizing private capital and encouraging “more competitive and reputable Chinese enterprises to participate in direct investment in Pacific Island countries.” China also promised to dispatch Chinese language consultants, teachers, and volunteers to the islands. The AP has also obtained a draft of a five-year action plan that’s intended to sit alongside the Common Development Vision, which outlines a number of immediate incentives that China is offering to the Pacific nations. In the action plan, China says it will fully implement 2,500 government scholarships through 2025. “In 2022, China will hold the first training program for young diplomats from Pacific Island countries, depending on the pandemic situation,” the draft plan states, adding that China will also hold seminars on governance and planning for the Pacific nations. In the draft action plan, China says it will build criminal investigation laboratories as needed by the Pacific nations that can be used for fingerprint testing, forensic autopsies, and electronic forensics.
