Ukraine will eventually be part of the European Union, France’s Europe minister said on Tuesday, reassuring Kyiv that an initiative to forge closer ties between the bloc and aspiring members would not replace their bids to join.

French President Emmanuel Macron earlier this month suggested creating a “European political community” that would create a new structure allowing closer cooperation with countries seeking EU membership.

“I am convinced that Ukraine will be part of the European Union,” Clement Beaune told reporters. “We know with honesty that it takes time and in this time we can’t allow ourselves to simply wait. We have to nurture the European hope.”

Beaune, who earlier this week said it could take 15-20 years for Ukraine to join added that the project “was not an alternative.”

Speaking alongside Olga Stefanishyna, Ukraine’s Deputy Prime Minister for European and Euro-Atlantic Integration, he said the next step would be to discuss the details of the initiative with European partners.

Echoing Beaune, new Foreign Minister Catherine Colonna told reporters in Berlin that the idea was to supplement EU enlargement by providing advantages for non-candidate countries and support for those seeking EU membership to help their bids.

“More needs to be done and more quickly now for some partners. This European political community aims to reinforce quickly relations with all European countries in our neighbourhood,” she said.

The initiative has been received cautiously by some member states given the lack of details. Kyiv has also expressed its concern that it could be used as an alternative to membership.

The European Commission, the bloc’s executive arm, will give its opinion on Ukraine’s candidacy request in June, but even if approved the process takes several years and can be vetoed by a member state.

Stefanishyna said after the meeting with Beaune that she had been reassured the idea would not affect Kyiv’s candidacy.

Poll shows over 80% of Ukrainians are not prepared to make territorial concessions to achieve peace.

A total of 82% of Ukrainians are not ready to make territorial concessions to achieve peace in Ukraine, according to a survey published by the Kyiv International Institute of Sociology on May 24.

The findings show that most of the respondents consider such concessions unacceptable.

Only 10% of those polled believe that some territories could be abandoned to achieve peace and maintain independence.

The majority of the population across all regions of Ukraine opposes any territorial concessions.

Even in the east, which is now seeing intense hostilities, 68% of the respondents oppose concessions (only 19% are ready to make concessions), while in the south, 83% are against concessions (only 9% are ready for them).

Among those living in the occupied territories, 77% oppose any territorial concessions (18% are ready for concessions).

At the same time, among those who have left the occupied territories after the start of a full-scale invasion, 82% oppose any concessions (only 5% back concessions).

The survey was conducted from May 13 to May 18.

Some 2,000 people were interviewed in all regions of Ukraine, except for the occupied territories of the Donbas and the Crimea.

On May 19, the NYT published an editorial titled "The war in Ukraine is getting complicated, and America isn't ready."

It states that though Russia's planning and fighting have been surprisingly sloppy, Russia remains too strong, and Mr. Putin has invested too much personal prestige in the invasion to back down.

In response, Ukraine's presidential advisor Mykhailo Podolyak said that any concession to Russia today was not a path to peace, but a war postponed for several years.

Podolyak said that Ukraine would not trade its sovereignty, territories or citizens.

North Korea fired three ballistic missiles off its east coast on Wednesday, Seoul’s military said, just hours after U.S. President Joe Biden left the region following a trip in which he agreed to boost measures to deter the nuclear-armed state.

The European Union will likely agree an embargo on Russian oil imports "within days," according to its biggest member Germany, as Moscow said it saw its economic ties growing with China after being isolated by the West over its invasion of Ukraine.

Ukrainian President Volodymyr Zelenskiy told global business leaders in Davos on Monday that the world must increase sanctions against Russia to deter other countries from using "brute force" to achieve their aims.

Russia's three-month long invasion, the biggest attack on a European state since 1945, has seen over 6.5 million people flee abroad, turned entire cities into rubble, and prompted the unprecedented imposition of Western sanctions on Russia.

In a further symbolic indication of its isolation, U.S. coffee chain Starbucks became the latest Western brand to announce it was pulling out of the country on Monday.

Foreign minister Sergei Lavrov said the Kremlin would focus on developing ties with China as economic links with the United States and Europe were cut.

"If they (the West) want to offer something in terms of resuming relations, then we will seriously consider whether we will need it or not," he said in a speech, according to a transcript on the foreign ministry's website.

A Russian soldier was sentenced to life in prison on Monday for killing an unarmed civilian, in the first war crimes trial since Moscow's invasion three months ago.

The verdict caps days of proceedings in a Kyiv courtroom and could set the stage for a string of other prosecutions for alleged atrocities committed by Russian forces during the conflict.

Sgt. Vadim Shyshimarin, 21, pleaded guilty to violating the laws and customs of war under a section of the Ukrainian criminal code after he admitted to shooting an unarmed 62-year-old man in the head in a village in northeastern Ukraine in the early days of the war.

The verdict takes effect in 30 days and can be appealed during that period. The soldier, a member of a tank unit who was eventually captured, will remain in custody until the verdict becomes final.

The case drew international attention amid mounting allegations of war crimes committed by Russian forces in Ukraine, some of which have been documented by international human rights organizations.

Ukraine has launched a massive effort to prosecute the alleged war crimes on its territory, while both the International Criminal Court and the United Nations have also set out separate inquiries.

The attention on the case also highlights its unusual nature, involving a captured soldier being tried in the country that his armed forces invaded in the middle of the war.

‘Historical narrative’

Wearing a blue-and-gray prison tracksuit and with his head shaved, Shyshimarin looked subdued throughout the trial as he sat in a glass booth separating him from the rest of the courtroom. The youthful-looking soldier had a translator help him interpret the proceedings, conducted in Ukrainian, through a narrow opening in his booth.

During witness testimony, he stood with his head bowed down to hear the translator and his hands behind his back.

He spoke in court last Thursday to say that he took the deadly shot under pressure from officers. He initially disobeyed his commanding officer’s order to shoot the unarmed civilian, he said, but ultimately did so when another repeated the command. He said what he did was “unacceptable” and pleaded for forgiveness from the victim’s wife.

His defense argued that the officers he said pressured him to carry out the order and their higher-ups should be in the dock, not Shyshimarin.

In announcing the verdict on Monday, the presiding judge said Shyshimarin was well aware that the victim was a civilian and did not have to carry out what he called “a criminal order" to shoot him.

Although Shyshimarin pleaded guilty last Wednesday, he received a full trial, with the court examining evidence and hearing from the victim’s wife, Shyshimarin himself and several other witnesses.

Experts said it was pivotal for Ukraine to lay out the evidence for the Ukrainian public and the world to see.

“I think for them it’s important to try to establish not just guilt, but also to establish what has happened,” said Dapo Akande, an international law professor at the University of Oxford. “They’re trying to create a sort of historical narrative that ‘This is what happened, and we want to show the world that this is what happened.’”

A Russian tank commander who pleaded guilty earlier this week to shooting dead an unarmed Ukrainian civilian has said he will accept any punishment from the court, on the third day of the first war crimes trial resulting from Russia’s war in Ukraine.

Vadim Shysimarin, 21, told courtroom No 201 of the Kyiv tribunal that he “was nervous about what was going on” on the day 62-year-old Oleksandr Shelipov died and that he “didn’t want to kill”.

Standing in the glass defence box, wearing a grey and blue hoodie, his shaved head lowered, Shysimarin added: “I’m truly and sincerely sorry. I didn’t want that to happen, I didn’t want to be there, but it happened. I would like to apologise once again. And I will accept all the measures of punishment that I will be offered.”

On Thursday, during the second hearing, Shysimarin asked Shelipov’s widow to forgive him for the murder of her husband. Prosecutors have asked the judge to sentence Shysimarin to life in prison.

In closing arguments, Shysimarin’s lawyer, Viktor Ovsyannikov, said his client was not guilty of premeditated murder and war crimes, and asked the judges to acquit him.

In an interview with the Guardian at the end of the hearing, Ovsyannikov said his client killed a civilian by order and therefore he did not consider it to be a breach of the rules of war.

“There is an absence of intent here,” he said. “It was an execution of an order … he didn’t want to kill him, and this has certain legal meaning.

The Russian-appointed head of the occupied Ukrainian town next to Europe's largest nuclear power plant was injured in an explosion on Sunday, a Ukrainian official and a Russian news agency said.

Andrei Shevchik, who was named mayor of Enerhodar by Russia following its occupation of the town, was in intensive care following the blast, Russia's RIA news agency said, citing a source in the emergency services.

"We have accurate confirmation that during the explosion the self-proclaimed head of the 'people's administration' Shevchik and his bodyguards were injured," Dmytro Orlov, who Ukraine still recognises as the legitimate mayor of the town said in a post on the Telegram messaging app.

Orlov wrote on Telegram on Sunday evening that Shevchik had been taken to the Russian-occupied city of Melitopol to recover from his injuries, and that he would be temporarily replaced as leader of the town.
Reuters could not immediately establish what caused the explosion.

Enerhodar had a pre-war population of over 50,000. Many residents work at the two power plants located next to the town, one of which is the Zaporizhzhia Nuclear Power Plant, the largest nuclear power station in Europe.

Russia is waging a major offensive in Luhansk, one of two provinces in Donbas, after ending weeks of resistance by the last Ukrainian fighters in the strategic southeastern port of Mariupol.

The heaviest fighting focused around the twin cities of Sievierodonetsk and Lysychansk, interior ministry adviser Vadym Denysenko told Ukrainian television on Sunday.

The cities form the eastern part of a Ukrainian-held pocket that Russia has been trying to overrun since mid-April after failing to capture Kyiv and shifting its focus to the east and south of the country.

Russian-backed separatists already controlled parts of Luhansk and neighbouring Donetsk before the invasion, but Moscow wants to seize the remaining Ukrainian-held territory in the region.

Ukraine's military said seven civilians were killed and eight injured during Russian attacks in Donetsk on Sunday. Numbers for Luhansk were not disclosed.

NO CONCESSIONS, NO CEASEFIRE

Ukraine's lead negotiator, Zelenskyy adviser Mykhailo Podolyak, ruled out any territorial concessions and rejected calls for an immediate ceasefire, saying it meant Russian troops would stay in occupied territories, which Kyiv could not accept.

"The (Russian) forces must leave the country and after that the resumption of the peace process will be possible," Podolyak said in an interview with Reuters on Saturday, referring to calls for an immediate ceasefire as "very strange".

Concessions would backfire because Russia would use the break in fighting to come back stronger, he said.

Recent calls for an immediate ceasefire have come from US Defense Secretary Lloyd Austin and Italian Prime Minister Mario Draghi.
